AN ORDINANCE AMENDING ARTICLES 5, 8, 9, 12, and 14
OF THE ZONING ORDINANCE OF THE VILLAGE OF DEERFIELD
WHEREAS, The Plan Commission of the Village of Deerfield has
heretofore held a public hearing on the application of SVEN FLODSTROM
and the MARRIOTT CORP, to consider certain text amendments to the
Zoning Ordinance to include hotels in the C -2 Outlying Commercial
District, to provide a definition of "Hotel" and to consider certain
Special Use - Parking and Signage Standards to accommodate such a
use of property; and
WHEREAS, said hearing was held pursuant to duly published notice
thereof and was, in all respects, held according to law; and
WHEREAS, the Plan Commission of the Village of Deerfield, after
considering the evidence adduced, made written findings of fact in
favor of the proposed text amendments to the Zoning Ordinance of the
Village of Deerfield; and
WHEREAS, the President and Board of Trustees of the Village of
Deerfield have determined that the recommendations of the Plan
Commission as to the proposed text amendments will serve the best
interests of the Village of Deerfield.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
ILLINOIS, AS FOLLOWS:
SECTION That Article 5.2 -3 of the Zoning Ordinance of the
ONE: Village of Deerfield, as amended, be and the same is
further amended by adding a new subsection 12 as
follows:
"12. Hotels if included in a Planned Unit Development,
provided that any such Planned Unit Development is
located both not less than 1,300 feet from a single -
family district and not closer than 2,640 feet from
another hotel."
SECTION That Article 5.2 of the Zoning Ordinance of the Village
TWO: of Deerfield, as amended, be and the same is hereby
further amended by adding a new subsection 6 as
follows:
"6. When part of a C -2 Commercial Planned Unit
Development, the following uses may be permitted as
accessory to a hotel use when located within the hotel
or its grounds and when operated primarily for the use
of the registered guests of the hotel:
a. Restaurant
b. Liquor service areas
C. Recreational facilities
d. Meeting /conference rooms
e. Convenience item shops
f. Laundry facilities
g. Vending machines"
SECTION That Article 8.2 -5,2 of the Zoning Ordinance of the
THREE: Village of Deerfield, as amended, be and the same is
hereby further amended by adding subsection m as
follows:
"m. Hotels -- One parking space per guest room, plus
one parking space per employee based on the maximum
number of employees working on the premises at any one
time whether on duty or residing therein."
SECTION That Article 9.2 -2,3 of the Zoning Ordinance of the
FOUR: Village of Deerfield, as amended, be and the same is
hereby further amended by adding subsection f as
follows:
"f. Hotel Signs - Planned Unit Development, shall be
the following:
1. Number -- In a Planned Unit Development -Hotel
Special Use in the C -2 Outlying Commercial
District, one (1) ground sign facing each public
street upon which such development fronts shall
be permitted.
2. Area and Content -- The ground sign shall contain
only the name and address of the development.
The ground sign shall have no more than two (2)
exposed faces and shall not have a gross surface
area in excess of 32 square feet per face.
3. Location -- The permitted ground sign may be
located in any required yard, but in no event
shall the sign be closer than 25 feet from any
lot line.
4. Height -- The permitted ground sign shall not
project higher than 10 feet above the curb level
of the public street on which it fronts.
5. Signs accessory to parking areas shall be
permitted as regulated in Article 9.2 -3."
SECTION That Article 12.5 -4 of the Zoning Ordinance of the
FIVE: Village of Deerfield, as amended, be and the same is
hereby further amended by renumbering the existing
text as "1" and adding subsection 2 as follows:
"2. A minimum of four acres shall be required for
each site for consideration for a C -2 Outlying Commer-
cial Planned Unit Development - Special Use Hotel and
a minimum of 1,400 square feet of land area shall be
required for each rentable hotel room."
SECTION That Article 12.5 -8,1 of the Zoning Ordinance of the
SIX: Village of Deerfield, as amended, be and the same is
hereby further amended by renumbering the existing
text as "a" and adding subsection b as follows:
"b. In the case of a C -2 Outlying Commercial Planned
Unit Development - Special Use Hotel, a minimum perimeter
setback shall be required for the exterior boundaries
of the Planned Unit Development. The minimum front
setback shall be no less than 100 feet and the
sideyard setbacks shall be no less than 75 feet."
SECTION That Article 14.2 of the Zoning Ordinance of the
SEVEN: Village of Deerfield, as amended, be and the same is
hereby further amended by adding thereto the defini-
tions of "Hotel - C -2 Outlying Commercial District ":
"Hotel - C -2 Outlying Commercial District
A building containing not less than 75 or more than
150 individual sleeping rooms or suites for the
purposes of providing overnight lodging facilities to
the general public for compensation and in which the
principal means of ingress and egress to and from all
rooms is made through an inside lobby supervised by a
person in charge at all hours and which provides a
common entrance, halls and stairways. Accessory uses
shall be limited to those uses customarily and
historically accessory to a hotel and provided
primarily for the comfort and accommodation of guests
of the hotel."
SECTION That the Village Clerk is hereby directed to publish
EIGHT: this Ordinance in pamphlet form.
SECTION That all ordinances or parts of ordinances in conflict
NINE: herewith are, to the extent of such conflict, hereby
repealed.
SECTION That this Ordinance shall be in full force and effect
TEN: from and after its passage, approval and publication
as provided by law.
