AN ORDINANCE AUTHORIZING A SPECIAL USE -
COMMERCIAL AND INDUSTRIAL PLANNED UNIT DEVELOPMENTS
WHEREAS, the Plan Commission of the Village of Deerfield has heretofore
held a series of public hearings on the application of SVEN FLODSTROM (herein
referred to as "Applicant ") to authorize the development and use of certain
real estate described on Exhibit A hereto for a Special Use - Planned Unit
Development, under and pursuant to the provisions of Articles 5.2 -3,8, 6.1 -3,
7, 12.1, 12.1 -2, 12.4, 12.5 and 13.11 of the Zoning Ordinance of the Village
of Deerfield; and
WHEREAS, said hearings were held pursuant to duly published notice thereof
and were, in all respects, held according to law; and
WHEREAS, following consideration of the recommendations of, the Plan
Commission, and the Preliminary Development Plan by the President and Board of
Trustees, the President and Board of Trustees have considered and reviewed the
Final Development Plan consisting of a Final Land Use Plan, Final Landscape
Plan and Final Site, Utilities and Topography Plan for both the Commercial and
the Industrial Planned Unit Developments (collectively hereinafter referred to
as the "Final Development Plan "), submittee by Applicant in addition to all
other documentary filings required by the Zoning Ordinance of the, Village of
Deerfield reflecting all revisions from the original Preliminary Development
Plan; and
WHEREAS, the President and Board of Trustees of the Village of Deerfield
have determined that the best interests of the Village will be served by the
authorization and granting of said Special Use - Commercial and Industrial
Planned Unit Development in accordance with the Final Development Plan for the
Subject Property marked Exhibit B and attached hereto and made a part hereof.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, AS FOLLOWS:
SECTION That the President and Board of Trustees do hereby affirmatively
ONE: find that the Special Use, as hereby authorized, fully complies
with the requirements and standards set forth in Article 13.11 -4
of the Village Zoning Ordinance, and the special Use of the real estate, as
and for purposes of a Commercial and Industrial Planned Unit Development as
set forth on Exhibit B, be and the same is hereby authorized and approved
subject to the conditions hereinafter set forth.
SECTION That the approval and authorization of said Special Use hereby
TWO: granted is subject to the following conditions:
(A) That all use, construction and development shall be in accordance
with the Final Development Plan, dated June 16, 1982, prepared by Camiros,
Ltd., a copy of which is marked Exhibit B and attached hereto and made a part
hereof, all other documentary and exhibit filings made pursuant to Planned
Unit Development Procedures as set forth in Article 12.6 of the Village Zoning
Ordinance, the terms of this Ordinance, and all representations by the Appli-
cant to the Plan Commission and President and Board of Trustees, specifically
including but not limited to the following:
1. Applicant or its successors, grantees, transferees or
assigns shall fully comply with all the requirements of a
certain Utilities and Maintenance Agreement between the
Applicant and the Village.
2. Applicant shall forthwith complete the landscaping along
Lake -Cook Road from the Railroad Tracks to the Investor
Property line as depicted on the Final Landscape Plan.
3. Applicant shall bear all costs related to the installation
of a traffic signal at the intersection of the entry road
with Lake -Cook Road.
SECTION That any violation of any of the conditions hereinabove set forth .
THREE: by the Applicant or its successors, grantees, transferees or
assigns shall authorize the revocation of the Special Use hereby
authorized.
SECTION As part of this Ordinance granting the Special Use and approving
FOUR: the Final Development Plan, the following modification of the
regulations established in the I -1 Office, Research, Restricted
Industry District and C -2 Outlying Commercial District are hereby.authorized,
all in accordance with the Final Land Use Plan and the representations of the
Applicant:
1. Permit location of required parking for Lot 3 on Lot 4 as
depicted on the Final Land Use Plan.
2. Elimination of the landscaping screening requirement along
western and northern boundaries of I -1 Planned Unit Develop-
ment and modification of the landscaping screening require-
ment along both sides of entry road in accordance with Final
Landscape Plan.
3. Allowance of 18. foot parking stalls on Lot 3 of the C -2
Planned Unit Development.
4. Permit use of parking lot perimeter curbing for wheel stops.
SECTION That the Village Clerk is hereby directed to publish this

portion of Exhibit B known as the "Final Land Use Plan" in the
office of the Recorder of Deeds of Lake County, Illinois at Applicant's
expense.
SECTION That this Ordinance shall be in full force and effect from and

Weekly Inspections and
Treatments
Research findings over the past several years
have resulted in many changes in pest control
operations. The need for environmental safety
and other ecological concerns have encouraged
chemical manufacturers to develop insecticides
which do not persist for long times in the en-
vironment. Some of the earlier insecticides, such
as chlordane for example, could exist for up to
25 years in the soil. with no apparent loss of
potency. Present day pesticides are both more
active and less persistent on the whole than
chemicals used 5 -10 years ago.

Listed below are some typical mosquito
larvicides and the length of time they typically
give 90% or better control in the field (applied at
recommended rates), under average conditions.

In order for any larviciding program to be effec-
tive treatments have to be spaced so that no
long periods exist between treatment times
where the chemical effectiveness of the lar-
vicede has dropped below good control levels.
This is usually considered 90 %.
Weather conditions, such as rain and elevated
temperatures tend to speed up the breakdown of
larvicides. Weekly inspections and treatments, if
necessary, are essential for a truly effective
program. Effective larviciding is much more cost
effective overall than adulticiding with ULV
equipment, and more environmentally safe.
