R-78-X3A RESOLUTION TO AWARD A CONTRACT
FOR THE CONSTRUCTION OF A LOCAL
IMPROVEMENT IN SPECIAL ASSESSMENT
NO. 114.
BE IT RESOLVED BY THE BOARD OF LOCAL IMPROVEMENTS OF THE VILLAGE
OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS:
SECTION That on March 6, 1978, in accordance with
ONE:
a public advertisement for bids, this Board
received the following four (4) bids:
C & L Paving Company

Milburn Bros.
Mt. Prospect, Illinois 245,723.00
Eric Bolander Construction Co.
Libertyville, Illinois 262,632.00
Lakeland Construction Co.
McHenry, Illinois 276,994.00
for construction of a local improvement provided for in Deerfield
Special Assessment No. 114.
SECTION That the bid of C & L Paving Co., Lincolnshire,
TWO:
Illinois in the amount of $234,531.00, being the
lowest responsible bid, is herein accepted and a contract for the
construction of the proposed local improvement is awarded to said
Bidder, subject to the publication of notice of the Award of
Contract, and the expiration of the statutory period for the
election by property owners to assume construction of the said
local improvement,
SECTION That following the publication of the Award of

Contract and the expiration of the period for
election by the property owners to undertake the construction
of the subject local improvement, without such election being
made, the proper contract shall be executed for the construction
of the local improvement between the C & L Paving Co, and the
President and Clerk of the Village of Deerfield.

A RESOLUTION AUTHORIZING ISSUANCE OF
VOUCHERS IN SPECIAL ASSESSMENT NO.114
THIS BOARD FINDS AS FOLLOWS:
The following statements for work done and to be done on
Special Assessment No. 114 have been submitted to this Board for
approval and payment:
1. C. & L. Paving Company, Inc. for construction
services.`"- x($56,785.50) Materials ($6,101.68)....$62,887.18
2. Phillip E. Cole, for services in spreading
Assessment ........... ............................... 3,300.00
3. Pedersen & Houpt, for legal services ................ 6,000.00
4. Village of Deerfield, for services in levying and
collecting Assessment ............................... 1,167.35
The Village Engineer has reviewed and approved the statements
for construction services subject to retention of an amount of
$5,678.55 pending completion of the entire work by the Contractor.
THEREFORE, BE IT RESOLVED BY THE BOARD OF LOCAL IMPROVEMENTS
OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS:
SECTION The above mentioned statements, as submitted to
ONE:
this Board are approved in the amounts set forth,
less a retention amount of $5,678.55 and said amounts shall be paid
by vouchers payable from the lump sum proceeds to be collected
from certain assessed property owners upon completion of the
improvement and its acceptance by the Village, as follows:

SECTION The Secretary of this Board is herein authorized and

directed to execute the proper Certificate of Issuance
of First Voucher and to file the same with the Clerk of the.Circuit
Court of Lake County, Illinois, upon the said issuance of such
voucher to C. & L. Paving Company, Inc., dated July 17, 1978.
SECTION That this Resolution shall be in full force and

Phillip E. Cole for his services in spreading the assessment
in the amount of $3,300.00.
This letter shall also serve as the statement of the Village
of Deerfield in the amount of $1,167.35 for costs and expenses
rendered and to be rendered in publishing required Assessment
Notices, in postage and mailing costs and in levying and

THIS BOARD FINDS AS FOLLOWS:
The following additional statement for work done on
Special Assessment No. 114 has been submitted to this Board
for approval and payment:
C & L Paving Company, Inc. for
construction services - less
retention .....................$46, 940.24
The Village Engineer has reviewed and approved the
statement for construction services with the 10% retention
amount pending completion of the entire work by the said
Contractor.
THEREFORE, BE IT RESOLVED BY THE BOARD OF LOCAL IMPROVEMENTS
OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS:
SECTION The above - mentioned statement as submitted to
ONE:
this Board is approved in the amount of $46,940.24
and a voucher shall be issued for this amount to be paid from the
lump sum proceeds to be collected from certain assessed property
owners upon completion of the improvement and its acceptance by
the Village._
SECTION The Village President and the Village Clerk
TWO:
are hereby authorized and directed to execute
a voucher in payment of the above - approved amount and to deliver
the same to C & L Paving Company, Inc.
SECTION This Resolution shall be in full force and

effect upon its passage and approval in
accordance with law.
