R-75-05RESOLUTION NO. R. -75- 5 A RESOLUTION ESTABLISHING VILLAGE POLICY REGARDING FUTURE USE OF 8014E RULE GENERAL BONDED INDEBTEDNESS POWERS WHEREAS, by virtue of Resolution No. 74 -34 adopted November 21, 1974, the Corporate Authorities have caused to be submitted to the electors of the Village of Deerfield, Deerfield, Illinois, the following proposition, "Shall the Village of Deerfield, Illinois become a home rule unit pursuant to Article VII,. Section 6(a) of the Constitution of the State of Illinois "; and WHEREAS, in the event that the electors of the Village.of Deerfield shall vote in favor of said proposition the-Village of Deerfield shall become a "home rule.municipality" pursuant to the provisions of the laws of Illinois as therein made and provided; and WHEREAS, the home rule powers granted to Illinois Home Rule Governmental Units include the ability to.incur general bonded indebtedness without conducting -a referendum; add WHEREAS, the Corporate Authorities desire to publicly.record ' a statement of policy with respect:to the.future uses of the power to incur general bonded indebtedness without conducting a referendum. NOW, THEREFORE,. BE IT RESOLVED BY--THE- PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, AS FOLLOWS: SECT ON Prior to the enactment of any ordinance creating any general ONE: obligation bonded indebtedness in excess of $500,000 for any dingle specific purpose, the Corporate Authorities shall first conduct an Advisory Referendum thereon. - SECTION Prior to instituting any action to modify or rescind the TWO: aforementioned statement of-policy as described in Section One the Corporate Authorities shall conduct a public healing held pursuant to notice at which all interested parties may heard. RESOLUTION WHEREAS, the DEERFIELD AREA HISTORICAL SOCIETY conceived the idea of a Bicentennial Quilt to commemorate various historical sites in the Village of Deerfield; and WHEREAS, volunteers were recruited by the Deerfield Area Historical Society for this project, said volunteers being requested to choose a subject related to the history of the Village; and WHEREAS, fifty squares are now being quilted into two separate quilts which are to be framed and displayed in the Board Room of the Village Hall for the permanent enjoyment of all residents and visitors to our community; and WHEREAS, in return for the raising of funds to restore the Casper Ott Cabin, the DEERFIELD AREA HISTORICAL SOCIETY has bequeathed these quilts to the DEERFIELD BICENTENNIAL COMMISSION: BE IT RESOLVED, THEREFORE, that these historical quilts be hung in the Board Room of the Village Hall and accorded the honor and respect of this administration and of those to come; and BE IT FURTHER RESOLVED, that the entire community conveys its gratitude and appreciation to the Deerfield Area Historical Society for its contribution to the Village of Deerfield. Price, Village Clerk RESOLUTION WHEREAS, it is the desire of the Village of Deerfield to hold its annual FOURTH OF JULY PARADE on Deerfield Road (which is an unnumbered State Route) and Illinois State Route 43, on Monday, July 5, 1976, at 12:15 P.M.; and WHEREAS, said parade will require the closing of Illinois State Route, Deerfield Road (unnumbered) from the east limits of the Village to Chestnut Street, either partially or completely; and Illinois State Route 43 from the intersection of Route 43 and Osterman Avenue north to Greenwood Avenue, either partially or completely; and WHEREAS, the State of Illinois requires the Village to assume all responsibility and liability involved in the closing of said highway: NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Deerfield that said Village assumed full responsi- bility: for the direction, protection and regulation of traffic during the time the detour is in effect, and all liabilities for damages of any kind occasioned�by the closing of said State Routes, for which the State would otherwise be liable It is further agreed that efficient, all- weather detours will be maintained and conspicuously marked for -the benefit of traffic deviated from the State Routes. PRICE, Village Clerk RESOLUTION WHEREAS, the Circuit Court of the Nineteenth Judicial Circuit in Lake County, Illinois, is currently using space provided by the City of Highland Park in its Public Safety Center, and WHEREAS, the City of Highland Park finds that its expanding Police needs will require the use of the space now occupied by the Circuit Court, and WHEREAS, if the Circuit Court were to remove the Branch Court to Waukegan, great inconvenience and unwarranted expense to the taxpayers and to the Police Departments in southeastern Lake County would undoubtedly result: NOW, THEREFORE, The Mayor and Board of Trustees of the Village of Deerfield hereby request that the Lake County Board secure appropriate alternate space in order to continue the operation of a branch court in southeast Lake County, beginning in the summer of 1976.
