RESOLUTION NO. 2023- R-23-32
A RESOLUTION APPROVING AN AGREEMENT FOR POLICE PEER SUPPORT
AND MENTAL HEALTH NETWORK PARTICIPATION WITH
VELAN SOLUTIONS, LLC
WHEREAS, the Village desires to provide peer support services and participate in a
mental health network for Village police officers to help cope with the stresses of being a
police officer ("Services'; and
WHEREAS, the Village has budgeted sufficient funds in the 2023 fiscal year for the
Services; and
WHEREAS, the Village has identified and negotiated an agreement with Velan
Solutions, LLC ("Consultant') to provide the Services for a period of three years
("Agreement'); and
WHEREAS, the Village Board has determined that it will serve and be in the best
interests of the Village and its residents to approve and enter into the Agreement with
Consultant;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: APPROVAL OF AGREEMENT. The Village Board hereby approves
the Agreement by and among the Village and Consultant in substantially the form attached
to this Resolution as Exhibit A and in a final form approved by the Village Manager.
SECTION 3: AUTHORIZATION TO EXECUTE AGREEMENT. The Village
Board hereby authorizes and directs the Village President and the Village Clerk to execute
and seal, on behalf of the Village, the final Agreement.
SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

On Wednesday, July 5, 2023, at the regularly scheduled meeting of the Mayor and Board of
Trustees, the Police Department will be seeking Board Approval of a Resolution approving an
agreement for Police Peer Support and Mental Health Network Participation with Velan
Solutions, LLC (WeNeverWalkAloneTM)
BACKGROUND
The Deerfield Police Department has developed a comprehensive wellness program that is
designed to promote the physical, mental, financial and emotional well-being of its officers.
One of the key components of the program is access to mental health services and support. The
department also emphasizes the importance of work -life balance and offers various resources to
help officers achieve this balance, including employee assistance programs (EAP).
Overall, the Deerfield Police Department Officer Wellness Program is designed to support the
well-being of its officers and help them achieve their full potential both personally and
professionally.
Joining the police peer support program is the final step to completing our officer wellness
program and will provide valuable mental health support, reduce stress, and improve wellbeing.
WeNeverWalkAloneTM is a web -based peer support network that specifically assists law
enforcement officers and first responders who have experienced trauma or stress in the line of
duty.
The program provides critical support for officers and first responders during a time when
demands on their profession are at an all-time high. The WeNeverWalkAloneTM peer support
program provides a safe and confidential environment where they can connect with fellow
officers and first responders who understand what they're going through. WeNeverWalkAloneTM
is available 24/7, which means that participants can access support when they need it most.
The annual fee for the Deerfield Police Department is based on the number of agency members
including sworn and civilian. The fee would not exceed $1680.00 yearly.

RECOMMENDATION
It is the recommendation of the Police Department that the Mayor and Board of Trustees approve
the Resolution approving an agreement for Police Peer Support and Mental Health Network
participation with Velan Solutions, LLC (WeNeverWalkAloneTM) with an annual fee not to
exceed $1680.00.
