A RESOLUTION APPROVING THE PURCHASE OF TWO POLICE VEHICLES
FROM CURRIE MOTORS
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Village Police Department (`Department') has identified the need
to replace two existing police vehicles with two Ford Explorer XLT's ("New Vehicles'); and
WHEREAS, due to continued supply chain issues and the lack of inventory of vehicles
with dealers, it is not practical to issue bids or to use cooperative purchasing cooperatives to
procure the Vehicles; and
WHEREAS, the Department sought bids from multiple Ford dealerships for the New
Vehicles; and
WHEREAS, Currie Motors of Frankfurt, Illinois ("Currie') provided the lowest
quote for the Vehicles; and
WHEREAS, the Village President and Board of Trustees have determined that it will
serve and be in the best interest of the Village to waive bidding and purchase the New
Vehicles from Currie in the amount not to exceed $89,800.00;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to Section 9-16
of the Village Code and the Village's home rule authority, the Village Board waives the
requirement of competitive bidding for the procurement of the Vehicles.
SECTION 3: APPROVAL OF PURCHASE. The Village Council hereby approves
the purchase by the Village of the New Vehicle from Currie, in the total amount not to exceed
$89, 800.00.
SECTION 4: EXECUTION OF PURCHASE ORDER. The Village Council
authorizes and directs the Village President, the Village Manager, and the Village Clerk to
execute and attest, respectively, on behalf of the Village, a purchase order and all other
documents approved by the Village Manager necessary to purchase the New Vehicle from
Currie.
SECTION 5: EFFECTIVE DATE. This Resolution will be in full force and effect
from and after its passage and approval as provided by law.

Subject: Request for Board Action; Police Administrative Vehicle Purchase
On June 20, 2023 at the regularly scheduled meeting of the Mayor and Board of Trustees, the
Police Depariment will be seeking authorization for the purchase of two (2) "unmarked" Police
Administrative Vehicles.
HISTORY
The Police Department currently utilizes a 2014 Ford Taurus assigned to Investigations (Unit 3,
VIN#1FAHP2D87EG175361) and a 2013 Ford Explorer assigned to Patrol (Unit4,
VIN#1FM5K8D86DGC96388). The Taurus has over 60,000 miles and the Explorer has in
excess of 83,000 miles. The timeline for replacement of the vehicles has been previously
extended and the cars have been kept in operation longer than anticipated. Replacement of these
vehicles is a FY 2023 budgeted item with funds previously allocated to the VERF in the amount
of $40,000.
After researching possible replacement vehicles, I would recommend purchasing two (2) 2023
Ford Explorer XLT's to replace these vehicles as other options have become unavailable. There
is no current state contract on this vehicle as the Suburban Purchasing Cooperative (SPC) won't
be soliciting bids until mid-2023 for 2024 models. I contacted three dealerships to inquire on the
availability of the 2023 Ford Explorer XLT and below were my findings:

While discussing these vehicles with the dealerships, I inquired about Hybrid engine options as
well. I was advised by Currie and Sutton that these have been very difficult to acquire, and
Sutton has even advised agencies to switch off the Hybrids for the next production year. As a
result of this uncertainty, I would recommend staying with a gas motor for these vehicles.
Deerfield Police Department
In addition to the purchase of the vehicles, I researched the cost of outfitting the new cars with
the proper equipment. I worked with our current vendor, Havey Communications, Lake Bluff,
IL, on this and received a verbal quote for this service. The quote from Havey includes
removing all equipment from the existing cars, purchasing some new equipment, and installing
everything into the new cars. The cost of this transfer and upfitting would not exceed $4,000.00
per car.
As proposed, the cost to replace the two (2) unmarked administrative police vehicles and outfit
them will cost approximately $89,800.
RECOMMENDATION
The Police Department is recommending Board authorization to purchase two (2) 2023 Ford
Explorer XLT's from Currie Motors, in Frankfort, Illinois, at a cost not to exceed $89,800
($44,900.00/car).
