O-23-12VILLAGE OF DEERFIELD ORDINANCE NO. 2023- 0-23-19 AN ORDINANCE AMENDING SECTION 5-32 OF "THE MUNICIPAL CODE OF THE VILLAGE OF DEERFIELD, ILLINOIS, 1975," AS AMENDED, REGARDING DOG LEASH REGULATIONS WHEREAS, the Village of Deerfield is a home rule unit of local government pursuant to the provisions of Article VII, Section 6 of the Illinois Constitution; and WHEREAS, the Village has established regulations for dogs within the Village in Article 2 of Chapter 5 ("Regulations') of "The Municipal Code of the Village of Deerfield, Illinois, 1975," as amended ("Village Code'); and WHEREAS, the President and Board of Trustees have determined that the Regulations should be updated so that they appropriately protect the well-being and safety of the residents of the Village; and WHEREAS, the President and Board of Trustees thus have determined that it is appropriate and in the best interests of the Village and its residents to amend the Regulations as provided in this Ordinance; NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE BOARD OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows: SECTION ONE: RECITALS. The foregoing recitals are incorporated into, and made a part of, this Ordinance as findings of the Village Board. SECTION TWO: AMENDMENT TO SECTION 5-32 OF THE VILLAGE CODE. Section 32, titled "Dog To Be On Leash," of Article 2, titled "Dogs," of Chapter 5, titled "Animals," of the Village Code is hereby amended and shall read as follows: "Sec. 5-32. Dog To Be On Leash: No owner or any person entitled to the custody of any dog shall permit the dog to be at large or to confine the dog in a manner so that it can escape and so be at large without permission, unless the dog is securely confined upon a leash of sufficient strength not more than three feet six feet and accompanied by any able bodied person capable of controlling the actions of the dog under any circumstances." SECTION THREE: PUBLICATION.
