08/02/2004MINUTES COMMITTEE OF THE WHOLE August 2, 2004 The village board met at 8:40 p.m. as a committee of the whole in the board room of the village hall on Monday, August 2, 2004 following the regular board meeting. In attendance were: Village Board Steven Harris, Mayor Robert Benton, Trustee Jerry Kayne, Trustee Harriet Rosenthal, Trustee William Seiden, Trustee Matthew Wylie, Trustee Comprehensive Plan Staff Robert D. Franz, Village Manager Jeff Ryckaert, Principal Planner Peter Coblentz, Village Attorney Mike Swartz, Chairman of Plan Commission The board continued its review of the proposed amendments to the comprehensive plan. Village Attorney Peter Coblentz was present to answer any legal questions concerning the document. He recommends specific language in the plan regarding the new Affordable Housing Act. As a Home Rule community, the village is not obligated to comply with the Act. However, the village recognizes the need for affordable housing within the region and will give due consideration to accommodating new affordable housing options within the village when opportunities to develop or redevelop significant parcels for residential uses are presented. The board then discussed sections of the plan pertaining to the: Lake Cook Road Corridor; North Waukegan Road Gateway; Deerfield Road Corridor; Briarwood Country Club; Hovland and South of Lake Cook Road. With few exceptions, they agreed with the edits made by the plan commission. A general review was then undertaken of each section of the Policy Plans with the board asked to agree or disagree with plan commission edits. During this discussion, Mary Ehlers, a member of the steering committee, raised the issue of delaying any improvements in the northwest quadrant of the village center until decisions are reached regarding a new library building. Their proposed plans were not known when the quadrant was the subject of a sub -committee study in early 2003. Some concerns were expressed about delaying village hall expansion and the park district's plans to expand and improve Jewett Park. Major unresolved issues are future access to the quadrant from the north and a unified parking plan to meet the many institutional needs in the quadrant. After completing its review of the final draft, staff was directed to make changes to the document and resubmit it at a future board meeting. If it is accepted as to final form, an ordinance would be prepared for its adoption. Trustee Rosenthal acknowledged the time and work put into this project by Mary Ehlers.
