COMMITTEE OF THE WHOLE
March 18, 2003
The village board met as a committee of the whole in the board room of the village hall at 7:00 p.m. on
Tuesday, March 18, 2003. In attendance were:

Bob Franz opened the meeting with brief remarks regarding the overall budget indicating that it, for
the most part, merely continues the current programs and service levels. Bob Fialkowski then
described in detail the projected revenues for each of the fiends noting that increases are proposed in
the property tax (5%), water rates (4%) and sewer rates (4%). No new revenue sources are
recommended at this time, but it was emphasized that there will be a need for them if capital projects
are going to be completed in the future as planned.
The board reviewed various funds, questioning specific line item amounts. Time was spent on capital
projects and equipment requested by each department. Projects planned for next year have been
scheduled for several years. It was noted that a number of improvements are being postponed due to
insufficient funds and will continue to be delayed until a new source of revenue is approved.
Specific items/projects which are not in the budget but have been requested include:
➢ A request from the DBR Chamber of Commerce for a contribution to tourism promotion.
➢ Relocating and restoring the Gooder (Deep Dene) barn
➢ A pedestrian consultant requested by the Safety Council
➢ Sculptures (new and restored) requested by the Fine Arts Commission
➢ New info channel — cable TV
It was reported that results of a traffic study at Deerfield Road and Carriage Way indicate that signals
are not close to meeting warrants. Residents of Kings Cove requested the study. They will be advised
that the project will not move forward.
Discussion on the Gooder barn resulted in a decision to match 50% (up to a maximum of $15,000) of
any money raised for the project. There was clear consensus that the village should not have any
ownership or maintenance responsibilities involving the structure.
Although no amount was decided, there was support for maintaining the existing sculptures (once they
are evaluated) and supporting financially the work of the Fine Arts Commission. It was suggested that
the sculptures would be a good project for which private business donations could be requested.
The meeting adjourned at 10:07 p.m. when the board went into executive session to discuss personnel
issues.
