03/18/2002MINUTES COMMITTEE OF THE WHOLE March 18, 2002 The Village Board met as a Committee of the Whole in the conference room of the Village Hall at 8:28 P.M. on Monday, March 18, 2002. In attendance were: Steven Harris, Mayor Robert Franz, Village Manager Jerry Kayne, Trustee Robert Fialkowski, Director of Finance Derek Ragona., Trustee John Sliozis, Chief of Police Harriet Rosenthal, Trustee Barbara Little, Director of Public Works/Engineering William Seiden, Trustee Diane Mikula, Assistant to Village Manager Vernon Swanson, Trustee Matthew Wylie, Trustee Proposed Budget - Fiscal Year 2002-03 Staff reviewed with the Board the proposed capital budget for 2002-03, projected at slightly over $10 million. Also discussed were the improvements scheduled beyond the next fiscal year which, for the most part, show funding unresolved. As in the past, efforts are being made to coordinate utility improvements with street work to disrupt areas as little as possible and to get the greatest return on the dollars spent. Barbara Little described several projects and commented specifically on Pine Street stormwater problems ... highlighting that repairs are needed on private property. Illegal sump pump connections and broken service lines are surcharging the sanitary sewers and causing flooding. The Village should take the position that private property infiltration problems must be resolved as part of the overall public improvements for a particular area. Several large projects in future years are: new water main on Central Avenue west of Wilmot Road; water main replacement and resurfacing on Stratford Road north of Greenwood Avenue; and sanitary improvements and street reconstruction on Rosemary Terrace from Deerfield Road to Westgate Road. These proposed improvements led to discussion of possible new revenue sources. The Director of Finance had prepared a memo listing new revenue options: Telecommunication tax; Home Rules Sales Tax and a Food & Beverage Tax. The pros and cons of each were debated, with some Board members expressing more support for one alternative over another. No consensus was reached, but it was agreed that, to whatever extent possible, businesses, not residential properties, should bear the burden. The issue of Village involvement in maintaining private streets was raised. Northwoods Road homeowners had asked the Village to participate in some capacity to improve their street and resolve stormwater issues in the area. Due to ramifications involving other private streets in the community, the Board was not inclined to participate financially in private street improvements. However, staff was directed to offer whatever non -financial help it could in resolving Northwoods Road problems. Committee of the Whole Minutes March 18, 2002 Page 2 There was brief discussion on the proposed Operating Budget and particularly the new position of Computer Systems Coordinator, the Geographic Information System (GIS) and new equipment requested by the various departments. It was again emphasized that, while revenues will be sufficient to support next year's programs and services, either the property tax levy must be increased or new revenue sources found to fund future years' operations. The Board is scheduled to meet in Executive Session following the April 1st Village Board meeting to discuss personnel.
