12/03/2001MINUTES COMMITTEE OF THE WHOLE December 3, 2001 The Village Board met as a Committee of the Whole in the conference room of the Village Hall at 8:51 P.M. on Monday, December 3, 2001. In attendance were: Steven Harris, Mayor Robert Franz, Manager Jerry Kayne, Trustee Robert Fialkowski, Director of Finance Derek Ragona, Trustee Barbara Little, Director of Public Works/Engineering Harriet Rosenthal, Trustee Peter Coblentz, Village Attorney William Seiden, Trustee Vernon Swanson, Trustee Matthew Wylie, Trustee 2001 Audit The Board reviewed the 2001 Comprehensive Annual Financial Report. Director of Finance Bob Fialkowski highlighted portions of the report which will be formally accepted by the Board at the December 17th meeting. Bud eg t Amendments The Director of Finance discussed with the Board two amendments to the current budget: Sewer Fund - Provide an additional $65,000 in this year's budget in that these funds were budgeted last year for sewer relining but not expended and carried over to this year. Water Fund - Appropriate $4,450,000 in the Water Fund for the transmission line and reservoir/pumping station. These expenditures were accounted for in the Capital Budget but not included in the Water Budget. The Board directed that the amendments be placed on the next Village Board agenda. Bond Refinancing Due to the low interest rates, staff would like to explore the possibility of refinancing certain General Obligation Bonds which could save the Village in the range of $50,000-60,000. As a AAA community, the Village is in an excellent position to consider this option. The Board agreed and directed the attorney to prepare a Parameters Ordinance for consideration at the December 17th meeting. Committee of the Whole December 3, 2001 Page 2 Walgreens Sales Tax Proposal Staff has reviewed with Walgreens their establishing a National Company at their headquarters in Deerfield whereby they would buy various pieces of equipment and sell it to Walgreens stores in Illinois. In doing so, the Village would benefit from its 1 % sales tax. Walgreens is proposing a sales tax sharing arrangement that would return 70-80 % of the receipts to Walgreens. It is anticipated that Deerfield could net between $20,000-60,000 annually. The attorney advised that this is legally permissible since Deerfield would become the new point of sale for this equipment. Other municipalities have entered into these agreements in the past. Staff was directed to pursue the matter with Walgreens and, working with the Village Attorney, prepare a Sales Tax Sharing Agreement for consideration at the next Board meeting. Centennial Celebration The Board discussed how it might celebrate its 100 years as a corporate entity when it reaches that milestone on April 14, 2003. The manager noted that the community celebrated its 150th anniversary as a settlement in 1985. There was consensus on less than a full year celebration, perhaps over a month or so. Staff was directed to meet with Larry Dondanville who chaired the Sesquicentennial events. The Board will give further thought to who might be asked to serve on a committee to begin the planning process. Executive Session Trustee Swanson moved, seconded by Trustee Ragona to go into Executive Session to discuss litigation pursuant to Section 2(c)(11) of the Open Meetings Act.
