08/06/2001MINUTES COMMITTEE OF THE WHOLE August 6.2001 The Village Board met as a Committee of the Whole at 10:30 P.M. on Monday, August 6, 2001 following their regular meeting. In attendance were: Steven Harris, Mayor Jerry Kayne, Trustee Derek Ragona, Trustee Harriet Rosenthal, Trustee William Seiden, Trustee Vernon Swanson, Trustee Matthew Wylie, Trustee Robert Franz, Manager Robert Fialkowski, Director of Finance Barbara Little, Director of Public Works/Engineering John Sliozis, Chief of Police Clint Case, Code Enforcement Officer Diane Mikula, Assistant to the Manger Peter Coblentz, Village Attorney Kurt Hezner, The Hezner Group Architect Kurt lIezner described the problem uncovered during the police department renovation project involving deteriorated roof trusses. Inspections by structural engineers indicate that, while the building is currently safe for occupancy, it should not go through another winter with the loads that heavy snow might place on the roof. There was discussion on what caused the problem and why it was not detected as part of the original renovation plan. Hezner and Clint Case explained that, when constructed in 1978, fire - retardant treated trusses were an acceptable building standard. Since then, they have failed and this type of truss is no longer used. The situation was not discovered since there was no reason to access the attic as part of the pre -construction planning. Staff reported that all but the communications center would have to be vacated at some point in order to repair the roof. Those details have not yet been determined. Board authorization was sought and given for the architect to design a plan to replace the trusses at an estimated cost ranging from $300,000 to $500,000. Staff and the architect will report back to the Board at a regular meeting with a formal proposal to replace the roof and plans to operate the police department while completing the project.
