05/14/2001MINUTES COMMITTEE OF THE WHOLE May 14, 2001 The Village Board met as a Committee of the Whole at 8:00 P.M. on Monday, May 14, 2001 in the Board Room of the Village Hall. In attendance were: Steven Harris, Mayor Robert Franz, Manager Jerry Kayne, Trustee George Valentine, Director of Finance Derek Ragona, Trustee Barbara Little, Director of Public Works/Engineering Harriet Rosenthal, Trustee John Sliozis, Chief of Police William Seiden, Trustee Kurt Hezner, Architect Vernon Swanson, Trustee Tom Foleno, Onyx Waste Services Julie Morrison, West Deerfield Township Steve Stanger, West Deerfield Township Peter Coblentz, Village_ Attorney Clint Case, Code Enforcement Supervisor Diane Mikula, Assistant to Manager Multi-Familv Scaveneer Service The Village Manager recapped the meeting held earlier in the year in which the Board discussed the Coromandel Homeowners Association's request to reexamine residential scavenger service in Deerfield. Specifically, they believe that there is an inequity in that, while they contribute in property taxes for scavenger service, they receive no benefit. At the direction of the Board, staff has been meeting with Onyx to review options on how their service could be extended to multi- family units. Tom Foleno of Onyx advised the Board that his firm now picks up approximately one-half of the multi -family in the Village. He noted that, while townhouses could be serviced in the same way as single-family, condominiums use larger containers that require a different level of service. Also, due to their density, the per unit cost of service is generally less than single-family unit costs. Currently, all single-family zoned properties are part of the contract with Onyx. Each unit pays a user fee for once or twice a week service in addition to what is paid in property taxes. The general feeling was that if multi -family service is to be contracted by the Village, it too should be mandatory. Developments which have current contracts would be required to use the service if in fact it is extended to them in the future. The Board also discussed the Village Attorney's May loth letter indicating that tax rebates are not an option., but that the Village does have the legal right to restrict residential service to one contractor. He noted that the issue of extending the current contract to multi -family units is a political issue since legally the Village's current policy on single-family service only is within the State Statutes and case law. Committee of the Whole Minutes May 14, 2001 Page 2 After hearing from members of the audience and reviewing the options for adding multi -family to the residential scavenger contract, there was agreement that some level of service should be extended and a portion paid from the real estate tax now collected from all properties in the Village. The Board directed staff to review the matter further and come back with a recommendation on how to achieve parity for all residential properties. It is expected that that report will be on the agenda of the first Board meeting in June. Police Rgnovation/Annex Building The Manager gave a brief summary of past discussions on this issue. Julie Morrison, West Deerfield Township Supervisor, advised the Board that the Township needs to take action in the near future to address the Americans with Disabilities Act (ADA) issues and space problems in their facility. She wanted to explore options with the Village in either expanding the annex or rebuilding it, particularly in light of the Village's plans to renovate the police station. Architect Kurt Hezner advised that the police department project is planned so that it would not preclude a further addition to the building at some point in the future. It was noted that, due to the jail cells, 911 facility and security garage, it is unlikely that the police department will be relocated in the foreseeable. Even though the bids are higher than projected, it was the consensus that the renovation should proceed. The contract will be on the agenda of the May 21 st Village Board meeting. The Board reviewed briefly a potential 30' addition on the north end of the annex building, which would cost approximately $1.9 million. The proposal has limitations which would have to be examined further. There is also the possibility of relocating the Township operation thereby freeing the annex building for use entirely by the Department of Community Development. Julie Morrison suggested that the Township Board would consider a land swap or sale of their portion of the site if a relocation option was available. George Valentine reviewed with the Board the revenue and expenditure projections for the Village Center Tax Increment Financing District. He noted that the assessed value increases in the downtown area exceeded what was estimated a year ago. Therefore, the TIF budget can afford the police renovation project as bid. Additionally, it appears that if current trends continue, the Board will have options for other projects that might be considered in the future. Executive Session Trustee Ragona moved, seconded by Trustee Seiden, to go into executive session to discuss land acquisition. The motion passed unanimously. The meeting adjourned at 9:25 P.M.
