COMMITTEE OF THE WHOLE
March 22, 2010
The Village Board met in the Board Room of the Village Hall at 6:00 p.m. on Monday, March
22, 2010. In attendance were:

2010-2011 Proposed Budget
Mr. Fialkowski reviewed information included in his March 11, 2010 memorandum concerning
revisions to the draft budget for 2010-11 discussed by the Village Board at the March 8, 2010
COW meeting. This consisted of revenue projections, including the electric utility tax, increased
telecom tax rate and the property tax levy. The timing of capital projects, including the WRF
replacement project, and the need for funding were discussed.
Trustee Seiden expressed his concern with the $600,000 needed from the Village for the rail road
pedestrian underpass project given the challenging economy. Other Board members noted the
opportunity to attain federal and state funds for 80% of the project was a great opportunity to
bring investment back to the Village. The project would improve safety and be a long term asset
to the downtown area.
Trustee Jester noted that the length of WRF financing at 20 or 25 years, should still be below the
lifetime of the asset once constructed and operating.
The Board will give further consideration to the 2010-2011 proposed budget at the upcoming
public hearing and regular meetings in April.
The meeting was adjourned at 7:20 p.m. following unanimous approval of the motion to adjourn
made by Trustee Seiden and a second by Trustee Farkas.
