05/16/20115-16-11 COW Page 1 of 2 COMMITTEE OF THE WHOLE – Minutes of Meeting May 16, 2011 The Village Board met as a Committee of the Whole in the Council Chambers of the Village Hall at 7:00 p.m. on Monday, May 16, 2011. In attendance were: Village Board Staff Harriet Rosenthal, Mayor Kent Street, Village Manager Robert Benton, Trustee Andrew Lichterman, Administrative Intern Mary Oppenheim, Trustee Barbara Little, Director of Public Works & Eng. William Seiden, Trustee Barbara Struthers, Trustee Absent: Alan Farkas, Trustee Thomas Jester, Trustee Also Present: Ken Abosch, Library Board President Jeff Rivlin, Library Trustee Marla Bark Dembitz, Library Trustee Mary Courtney, Library Trustee Mary Pergander, Library Director Jerry Aulisio, AT Group Inc., President Presentation by the Deerfield Public Library Library Board President, Ken Abosch, made a presentation updating the Village Board on the Library construction project since the passage of the Deerfield Library Referendum. President Abosch reported that the Library Board and staff members met with their architect, PSA Dewberry, in March and April to produce a conceptual design. He explained the Library had previously sent out a Request for Proposal for an Owner’s Representative to assist in construction management services. The Library received 13 responses to their RFP and awarded the project to AT Group headed by Jerry Aulisio. The Library has scheduled open houses for Sunday, June 12, from 3-4 p.m., and Thursday, June 16, from 7-8 p.m., to show design concepts and solicit community feedback. Additionally, the Library has scheduled 3 Farmers Market appearances to further share information with the public. Tim Doran has been hired by the Library as a Traffic Consultant to examine the flow and utilization of parking at the property. The Library also contacted the Illinois Department of Transportation (IDOT) to evaluate the ingress and egress on Waukegan Road and the possibility of moving the access points north, away from the entrance of the building, while changing the traffic flow in the parking lot. 5-16-11 COW Page 2 of 2 Library representatives have been holding meetings with the Village’s Principal Planner, Jeff Ryckaert, and Planner, Jean Spagnoli, to further familiarize themselves with the Committee process. The Library construction project will be before the Village Plan Commission June 9. The Village’s Finance Department will continue meeting with Library staff to discuss sequencing and timing of the bond issuance. President Abosch explained the Library anticipates moving out of their property this winter, beginning construction spring of 2012, and a completion date in late 2013. The Village Board expressed their appreciation to the Library for keeping the process open to the public and wished them the best of luck. Public Comment There was no public comment.
