The regular meeting of the Board of Trustees of the Village of Deerfield was called to order on
April 17, 2023, at 7:30 p.m. at Deerfield Village Hall. The clerk called the roll and announced
that the following were
Present: Dan Shapiro, Mayor
Robert Benton
Larry Berg
Elaine Jacoby
Mary Oppenheim
William Seiden
Absent: Rebekah Metts-Childers
and that a quorum was present and in attendance. Also present were Village Manager Kent
Street and Courtney Willits, Village Attorney.
MOMENT OF SILENCE
Those in attendance observed a moment of silence
in memory of the four killed and 28 wounded at a
birthday party in Dadeville, Alabama due to a mass shooting.
PLEDGE OF ALLEGIANCE Mayor Shapiro led those in attendance in reciting
the Pledge of Allegiance.
APPOINTMENT On a recommendation of the Volunteer Engagement
Commission, Mayor Shapiro appointed Rai
Copeland -Keefe to a four-year term on the Fine Arts Commission. Ms. Copeland -Keefe is a 28
year resident with a great love for all mediums of art.
Trustee Benton moved to accept the appointment. Trustee Oppenheim seconded the motion.
The motion passed unanimously on a voice vote.
PROCLAMATION Mayor Shapiro proclaimed Friday, April 28, 2023,
as Arbor Day in the Village of Deerfield and urged
all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands and
to plant and care for trees to gladden the heart and promote the well-being of this and future
generations. Mayor Shapiro noted on April 28 at 3:00 p.m., there will be a tree planting at South
Park School and the public is welcome to attend.
Trustee Oppenheim moved to accept the Proclamation. Trustee Benton seconded the motion.
The motion passed unanimously on a voice vote.
DOCUMENT APPROVAL Trustee Berg moved to approve the minutes from
the April 3, 2023, Board of Trustees meeting.
Trustee Jacoby seconded the motion. The motion passed unanimously on a voice vote.

BILLS AND PAYROLL Trustee Seiden moved to approve the bills and
payroll dated April 17, 2023. Trustee Oppenheim
seconded the motion. The motion passed by the following vote:

PUBLIC COMMENT Tom Krol asked about building permits and
inspections for generators. Mr. Krol
had a generator installed in 2018 and solar panels installed this past year. Mr. Krol stated that
those projects had electrical code violations. He asked why residents have to pay for permits
when the inspection does not find the work to have been done correctly. Mr. Krol has not
received any answers from the building department. He reached out to the contractor who said
the Village inspector signed off on the error. Mayor Shapiro told Mr. Krol that staff will contact
him regarding the issue.

ORDINANCE 0-23-10 AMENDING
CHAPTER 3 OF THE MUNICIPAL
CODE, AS AMENDED, TO CREATE A
NEW CLASS L LIQUOR LICENSE TO
ALLOW FOR PRODUCT SAMPLING
AND REGULATIONS RELATED
THERETO AND TO INCREASE THE
NUMBER OF CLASS A LIQUOR
LICENSES
Assistant Village Manager, Andrew Lichterman,
explained Garfield's Beverage Warehouse proposes
opening a liquor store in Cadwell's Corners. Mr.
Lichterman noted aside from selling unopened
beverages, they are asking for product sampling.
Mr. Lichterman reported they would also offer
some food products, based on the requirements for
the liquor license.

Adam Silverstein and Dave Garfield from
Garfield's Beverage Warehouse stated they are a family -owned business operating liquor stores
since 1951. Mr. Silverstein noted they have a bar -style feature to allow customers the
opportunity to explore new taste profiles. He stated they offer a selection of cheeses,
prepackaged meats and snacks available for purchase. Mr. Silverstein stated they limit the
number of selections in the bar to beer, wine and 1.5 oz. measured pours rather than mixed
cocktails. Mr. Silverstein reported their entire staff is Basset certified and they have a zero -
tolerance policy when it comes to underage sales.
Trustee Benton asked how their information would be publicized so residents know what to
expect. Mr. Silverstein stated they send out two emails per week that highlight tastings and
promotions in addition to their rewards program. Mr. Silverstein noted they are involved in the
Chambers of Commerce of other communities and have a large social media presence. Mr.
Garfield stated all of the consumption for the tastings are onsite. He noted they do not have
televisions and are not looking for customers to hang out; rather, there is a space for tastings and
educational events.
Trustee Oppenheim moved to adopt an Ordinance amending Chapter 3 of the Municipal Code, as
amended, to create a new Class L liquor license to all for product sampling and regulations
related thereto and to increase the number of Class A liquor licenses. Trustee Berg seconded the
motion. The motion passed by the following vote:
AYES: Benton, Berg, Jacoby, Oppenheim, Seiden (5)

RESOLUTION R-23-19 AMENDING THE Mr. Lichterman reported this Resolution amends
ANNUAL FEE RESOLUTION OF THE the Annual Fee Resolution of the Village to adopt

Trustee Benton moved to adopt a Resolution amending the Annual Fee Resolution of the Village
of Deerfield to adopt application fees for Class L liquor licenses. Trustee Oppenheim seconded
the motion. The motion passed by the following vote:

DISCUSSION
CONGRATULATIONS Mayor Shapiro congratulated Trustees Berg, Jacoby
and Seiden on their re -elections. Mayor Shapiro
noted the swearing in will take place at the next Village Board meeting. Mr. Street noted
candidate Chris Goodsnyder sent a nice letter congratulating the Trustees on their re -elections.
