A RESOLUTION APPROVING AN AWARD OF CONTRACT TO
UNMANNED VEHICLE TECHNOLOGIES FOR DRONE
WHEREAS, the Village is authorized to enter into intergovernmental agreements
pursuant to Article VII, Section 10 of the Illinois Constitution of 1970, and
WHEREAS, the Village has budgeted sufficient funds in the 2023 fiscal year for the
purchase of a Small Unmanned Aerial System (`Drone'; and
WHEREAS, the Village obtained two quote from vendors to provide a Drone; and
WHEREAS, Unmanned Vehicle Technologies ("Contractor') submitted the proposal
that was the most advantageous to the Village for the purchase of the Drone and services
necessary for the operation of the Drone in the amount of $18,752.05 ("Agreement'); and
WHEREAS, the Village Board has determined that it will serve and be in the best
interests of the Village and its residents to approve and enter into the Agreement;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: APPROVAL OF AGREEMENT. The Village Board hereby approves
the Agreement by and among the Village and Unmanned Vehicle Technologies in
substantially the form attached to this Resolution as Exhibit A and in a final form approved
by the Village Manager.
SECTION 3: AUTHORIZATION TO EXECUTE AGREEMENT. The Village
Board hereby authorizes and directs the Village President and the Village Clerk to execute
and seal, on behalf of the Village, the final Agreement.
SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

On Monday, March 20, 2023, at a regularly scheduled meeting of the Mayor and Board of
Trustees, the Police Department will be seeking Board Approval of a Resolution and award of
contract to Unmanned Vehicle Technologies for the purchase of one (1) DR Matrice 30 Series
30T Drone.
BACKGROUND
Unmanned Aircraft Systems (UAS), more commonly referred to as "drones", have proven to be
a valuable resource for law enforcement, first responders, and during emergency service
operations. Several local law enforcement agencies have adopted drone programs after
recognizing the benefits and value they provide. Some of these benefits include but are not
limited to, search and rescue of missing or endangered individuals, searching for criminal
suspects, crime scene investigation, accident investigation, and disaster relief. These uses not
only improve public safety, but also officer safety.
The Deerfield Police Department has researched local drone programs and equipment throughout
the collar counties. Through this research the Department has determined the addition of a UAS,
Drone, will be a valuable tool. Also, research has shown the DJI Matrice 30 Series 30T Drone
will best serve the current needs of the Department. The UAS, Drone, is budgeted in Fiscal Year
2023. The Department has received two quotes for the DJI Matrice 30 Series 30T Drone. One
from DSLR Pros, Intelligent Drone Solutions and another from Unmanned Vehicle
Technologies. DSLR Pros provided a quote of $21,320.00 and Unmanned Vehicle Technologies
provided a quote of $18,752.05 which will be reimbursed to the Village from the Department's
Seizure funds if approved. Contract / agreement has been reviewed by Village Counsel.
RECOAUM NDATION
It is the recommendation of the Police Department that the Mayor and Board of Trustees approve
the Resolution and authorizing the Contract between the Deerfield Police Department and
Unmanned Vehicle Technologies for the purchase of one (1) DJI Matrice 30 Series 30T Drone
for a cost not to exceed $18,752.05.

Background:
The Village of Deerfield has begun the implementation of a sUAS (Small Unmanned Aerial
Systems) program to enhance response capabilities to a variety of incidents and events. The
program was modeled based on the policies of other area agencies, that have established sUAS
programs, and follows industry standards as well as Federal Aviation Administration
requirements.
The Police Department is in the process of developing policy and purchasing the equipment
which best suites the department and the needs of the community. At this time, 6 officers have
been selected and will be attending the FAA 107 Certification Course in the coming months,
which will allow to operate the sUAS as a government public safety agency.
The priorities established for the Police Department sUAS program are to:
Provide cutting -edge traffic collision and crime -scene evidence documentation methods.
Minimize risk to the public and officers by providing additional options to avoid violent
encounters and utilize de-escalation tactics.
Aid in the search and rescue of missing persons.
Enhance response to bomb squad incidents, fire support, hazardous materials incidents,
and other critical incidents in which it would reduce the risk to personnel entering a
hazardous environment.
Aid in assessing a natural disaster or a hazardous material situation.

Research:
In August 2022, the Deerfield Police Department began researching various types of sUAS, with
the goal of implementing a sUAS program in 2023. After meeting and speaking with several Law
Enforcement agencies in the area and reviewing the department mission of the sUAS program,
the Deerfield Police Department has selected the DJI Matrice 30T as their aircraft of choice.
DJI Matrice 30T:
Law enforcement and public safety personnel are increasingly turning to the DJI Matrice 30T
drone as a versatile and cost-effective tool for their operations.
The Matrice 30T, released in 2021, is a state-of-the-art drone that offers a variety of features
specifically tailored to the needs of law enforcement and public safety organizations. It is
equipped with a powerful camera, enabling operators to capture high -resolution images and
videos from up to 30 miles away. The drone is also capable of carrying up to 3kg of payload,
making it suitable fora range of applications, such as search and rescue, surveillance, and
evidence gathering.
The Matrice 30T's wide range of features has already proven to be of great value for law
enforcement and public safety operations. For example, the sUAS can be used to monitor large-
scale events such as protests, allowing personnel to keep an eye on the situation from a safe

Based on these findings, I would recommend we accept the proposal submitted by
Universal Ariel Technologies (UAT) in the amount of $18,752.05. Universal Ariel Technologies
(UAT) is owned and operated by First Responders and was featured in Police One Magazine as a
reputable vendor. Universal Ariel Technologies was able to provide an additional 5% discount
through the manufacture DJI.
