03/06/2023March 6, 2023 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order on March 6, 2023, at 7:30 p.m. at Deerfield Village Hall. The clerk called the roll and announced that the following were Present: Dan Shapiro, Mayor Robert Benton Larry Berg Elaine Jacoby (remote attendance) Mary Oppenheim William Seiden Absent: Rebekah Metts-Childers and that a quorum was present and in attendance. Also present were Acting Village Manager Andrew Lichterman and Ben Schuster, Village Attorney. PLEDGE OF ALLEGIANCE Deerfield artist Kimberly Perl led those in attendance in reciting the Pledge of Allegiance. PROCLAMATION Mayor Shapiro proclaimed March 2023 as Women's History Month in the Village of Deerfield, Illinois, to honor and celebrate the history and contributions of women in our community, our State and our nation. Trustee Oppenheim moved to accept the Proclamation. Trustee Berg seconded the motion. The motion passed unanimously on a voice vote. Ms. Perl thanked the Board, Village and vendors for supporting the event honoring Women's History Month and including her as a local artist. DOCUMENT APPROVAL Trustee Benton moved to approve the minutes from the February 21, 2023, Board of Trustees meeting. Trustee Oppenheim seconded the motion. The motion passed unanimously on a voice vote. TREASURER'S REPORT Finance Director Eric Burk presented highlights from the Treasurer's Report for January 2023. Mr. Burk reported sales tax continues to exceed prior years due to increased cost of goods, new businesses and a general recovery. He noted the hotel tax reflects payments from all six hotels. Mr. Burk reported the Village received the remaining portion of delayed Cook County property tax. He stated many of the January cash payments relate to 2022 and are not included as expenditures in this report. Mr. Burk reported the notable expenditures in January include tasers, FLOCK cameras, EV chargers, sign machine, 2022 Ford Escape, Kubota excavator and trailer and an electric lawn mower. Mr. Burk noted overall operating expenditures are below projection Board of Trustees meeting March 6, 2023 Page 2 of 5 as expected due to the timing of seasonal/once-a-year expenditures such as liability insurance, memberships and special events. BILLS AND PAYROLL Trustee Oppenheim moved to approve the bills and payroll dated March 6, 2023. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Berg, Jacoby, Oppenheim, Seiden (5) NAYS: None (0) PUBLIC COMMENT Chris Goodsnyder noted there have been numerous large employers in town that will be downsizing. He suggested forming a sub -committee to address and mitigate the loss of these companies, protect jobs and property tax revenue. V.1221609.40 REPORT OF STAFF RE: CLIMATE Mr. Lichterman provided an update of some of the ACTION REPORT UPDATE activities since the Climate Action Report was approved. Mayor Shapiro thanked Trustee Oppenheim, Trustee Jacoby and Mr. Lichterman for their hard work on the Greenhouse Gas Reduction Working Group. Mr. Lichterman noted the report serves as the guiding document to staff and the Village Board and informs implementation efforts with the goals of reducing emissions by 45% by 2030 and becoming carbon neutral by 2050. Mr. Lichterman stated the three objectives include converting 100% of electricity to renewable energy by 2030, reducing transportation emissions by 50% by 2030 and reducing waste emissions by 66% by 2030. He noted the report establishes a 2017 greenhouse gas emissions baseline and sets high-level objectives to obtain the Village Board's established greenhouse gas mitigation goals. Mr. Lichterman reported the data will be reanalyzed every four years. The Village retired 25 million renewable energy credits through the Electric Aggregation Program, which represents 9% of the entire community. Mr. Lichterman noted there are several solar programs throughout the Village and there are 114 subscribers in the Village. He also stated the Village is converting to LED lights in Village Hall, which equates to 12 metric tons of CO2. In addition, Mr. Lichterman reported the ComEd Energy Assessment Program has saved residents an average of $377 annually. Mr. Lichterman stated there have been a number of initiatives related to transportation including EV charging stations and the purchase of EV fleet vehicles. Mr. Lichterman noted the replacement of eight gas -powered vehicles over a ten-year span will result in fuel and maintenance savings of more than $78,000 and reduce carbon dioxide emissions by 46%. Mr. Lichterman reported the Village's residential curbside composting program was implemented in 2020 and the Village was successful at piloting a composting event at Harvest Fest. Mr. Lichterman noted there will be six special events this year including Harvest Fest and Board of Trustees meeting March 6, 2023 Page 3 of 5 the five food truck events. The Sustainability Commission continues to partner with the schools for educational programs. Mr. Lichterman stated the 2050 objectives related to ecosystem include tree preservation, native plantings, adoption of the 2021 IECC and water conservation education programs. Mayor Shapiro acknowledged the huge accomplishments that have been achieved in a short time. The Village should be proud of their accomplishments. Trustee Oppenheim acknowledged the volunteers in the Village that have made this possible. REPORT OF RYAN LLC, RE: Phil McKenna with Ryan LLC and Kane, McKenna PRELIMINARY TAX INCREMENT and Associates noted this eligibility study is the FINANCING ELIGIBILITY STUDY first step in determining the potential qualification [LAKE COOK ROAD TIF #4] in this area. Mr. McKenna noted TIF builds off the Comprehensive Plan and is a tool for achieving the Village's economic development goals. He stated TIF divides taxes into two components; one for all government and one for incremental growth, which is eligible for TIF redevelopment. Mr. McKenna reported the TIF eligibility study ensures the TIF plan complies with the legal provisions of the TIF Act. Mr. McKenna noted the TIF designation is key to reposition and revitalize existing properties within the proposed TIF district, long-term financial stability for the proposed TIF district and achieving the Village's economic development goals. Mr. McKenna stated the proposed TIF district boundary goes from Lake Cook Road to the north, the Edens Spur to the south, approximately Kenmore Avenue if extended to the west and Willow Avenue if extended to the east. Based on the preliminary study, the area qualifies under the TIF Act because all seven buildings are more than 35 years old and have met at least three qualification factors. Mayor Shapiro noted after a TIF is established, developers would determine how to develop the property, and any development plans would go through the Plan Commission Public Hearing process. Trustee Seiden moved to accept the report. Trustee Oppenheim seconded the motion. OLD BUSINESS NEW BUSINESS RESOLUTION R-23-12 APPROVING A Mr. Lichterman reported this Resolution would PURCHASE AND SALE AGREEMENT authorize the purchase of 839 Todd Court, which AND THE ACQUISITION OF REAL is a strategic purchase for the Village. Mr. PROPERTY Lichterman noted the closing is tentatively scheduled for March 28, 2023, contingent upon Village Board approval. Trustee Berg moved to approve the Resolution. Trustee Oppenheim seconded the motion. The motion passed by the following vote: AYES: Benton, Berg, Jacoby, Oppenheim, Seiden (5) NAYS: None (0) DISCUSSION CONDOLENCES John Sciaretta Sr. recently passed away. Mr. Sciaretta was the owner of Italian Kitchen and an active member of the Lion's Club. Trustee Seiden noted Mr. Sciaretta always supported the Village. He was a fine man that will be missed. COVID EMERGENCY ORDER Mayor Shapiro noted the federal and state COVID Emergency Orders will end on May 11, 2023. MEN'S CLUB Mayor Shapiro spoke to the Men's Club last week. He thanked Trustee Benton and Trustee Seiden for representing the Village. EARLY VOTING Early voting starts March 20, 2023, at Deerspring Pool for the April 4, 2023, consolidated election. ADJOURNMENT There being no further business or discussion, Trustee Oppenheim moved to adjourn the meeting. Trustee Benton seconded the motion. The motion passed unanimously on a voice vote.
