RESOLUTION NO. 2023- R-23-11
A RESOLUTION APPROVING AN AGREEMENT FOR WITH URBAN FOREST
MANAGEMENT, INC., OF FOX RIVER GROVE, ILLINOIS FOR
VILLAGE WIDE PARKWAY TREE INVENTORY SURVEY SERVICES
WHEREAS, the Village of Deerfield ("Village's is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Village desires to retain a firm to provide professional services for
parkway tree inventory survey services ("Services'); and
WHEREAS, the Village received a proposal from Urban Forest Management, Inc., of
Fox River Grove, Illinois ("Consultant') to provide the Services; and
WHEREAS, the Village and Consultant desire to enter into an agreement for the
provision of the Services by Consultant ("Agreement'); and
WHEREAS, the Mayor and Board of Trustees have determined that entering into the
Agreement with Consultant will serve- and be in the best interest of the Village and its
residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: APPROVAL OF AGREEMENT. Pursuant to the Village's home rule
authority, the Agreement by and between the Village and Consultant is hereby approved in
substantially the form attached to this Resolution as Exhibit A, and in a final form and
substance acceptable to the Village Manager and the Village Attorney.
SECTION 3: AUTHORIZATION TO EXECUTE AGREEMENT. The Mayor and
the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final Agreement upon receipt by the Village Clerk of at least one original copy of
the final Agreement executed by Consultant; provided, however, that if the executed copy of
the final Agreement is not received by the Village Clerk within 60 days after the effective
date of this Resolution, then this authority to execute and attest will, at the option of the
Mayor and Board of Trustees, be null and void.
SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

Street Tree Inventory & Urban Forest Management Plan

Dear Mr. Dickenson,
Thank you for the opportunity to submit our proposal.
Scope of Services.
For trees located within the Village Right of Way, Urban Forest Management, Inc. (UFM) will:
January 11, 2023
1. Village Street Tree Inventory
Inventory all trees located within the Village Right of Way. Data collected will include species, size, condition, form,
location and any observed problems or site constrictions, such as parkway width, overhead utilities, street lights,
signs, etc.
2. Urban Forest Management Plan
UFM will work with Village staff to develop an urban forest management plan, using the tree inventory as a guide, to
assess current forest conditions and develop short and long term strategies to maintain and enhance the Village's
tree population within the Village parkways.
Project Staffing
All tree Inventory/urban forest management work will be conducted by individuals with 4-year degrees in forestry or a related
field who are either Society of American Foresters (SAF) Certified Foresters and/or International Society of Arboriculture (ISA)
Certified Arborists/ISA TRAQ (tree risk assessment qualification) in good standing.
Schedule of Fees
1. Services for Item 1 will be billed @ $5/tree, estimating 8,000—10,000 parkway trees.
2. Services for Item 2 will be billed at the following hourly rate, portal to portal, with the total not to exceed $3,500:00,
without written authorization.
Senior Forester $95/hr.
