RESOLUTION NO. 2023- R-23-05
A RESOLUTION APPROVING TASK ORDER NO. 22-01 WITH
STRAND ASSOCIATES, INC. FOR PUMPING STATION PUMP AND
FLOOR DOOR REPLACEMENT PROJECT
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970;
and
WHEREAS, on June 1, 2020, the Village entered into a Technical Services
Agreement ("Agreement's with Strand Associates, Inc. ("Consultant'); and
WHEREAS, the Village now desires to enter into Task Order No. 22-01 with the
Consultant for the Pumping Station Pump and Floor Door Replacement Project ("Task
Order No. 22-01) under the terms of the Agreement; and
WHEREAS, pursuant to Task Order No. 22-01, Consultant will provide design and
bidding services for pump replacements at the Deerfield Road and Warwick Road pumping
stations and for floor door replacements at the Deerfield Road, Warwick Road, and Wilmot
Road pumping stations ("Services'; and
WHEREAS, the Village Board has determined that it will serve and be in the best
interests of the Village and its residents to approve Task Order No. 22-01 with Consultant
pursuant to this Resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing
recitals as its findings, as if fully set forth herein.
SECTION 2: APPROVAL OF TASK ORDER NO. 22-01. Pursuant to the
Village's home rule authority, Task Order No. 22-01 by and between the Village and
Consultant is hereby approved in substantially the form attached to this Resolution as
Exhibit A and a final form approved by the Village Attorney.
SECTION 3: AUTHORIZATION TO EXECUTE TASK ORDER NO. 22-
01. The Mayor and the Village Clerk are hereby authorized and directed to execute and
attest, on behalf of the Village, the final Task Order No. 22-01 upon receipt by the Village
Clerk of at least one original copy of the final Task Order No. 22-01 executed by Consultant;
provided, however, that if the executed copy of the final Task Order No. 22-01 is not
received by the Village Clerk within 60 days after the effective date of this Resolution, then
this authority to execute and attest will, at the option of the Mayor and Board of Trustees,
be null and void.
SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and
effect from and after its passage and approval according to law.

Project Information
Project Name: Pumping Station Pump and Floor Door Replacement Project
Services Description: Provide design and bidding services for pump replacements at the Deerfield Road
and Warwick Road pumping stations and for floor door replacements at the Deerfield Road, Warwick
Road, and Wilmot Road pumping stations.
Scope of Services
ENGINEER will provide the following services to OWNER.
Design Services
Participate in a project kickoff meeting at OWNER's office to discuss the design schedule,
project objectives, OWNER's equipment preferences, and other project -related information.
Perform site visits following the kickoff meeting to review site -specific conditions.
Prepare preliminary drawings, specifications, and Bidding Documents to approximately
60 percent design completion, and provide drawings and specifications to OWNER for review
and comment. Prepare Bidding Documents using Engineers Joint Contract Documents
Committee C 700 Standard General Conditions of the Construction Contract, 2018 edition.
Drawings will be prepared based on OWNER -provided record drawings. The project is
anticipated to include in -kind replacement of the two existing pumps at the Warwick Road
pumping station and three existing pumps at the Deerfield Road pumping station and
replacement of a total of 12 existing floor doors at the Deerfield Road, Warwick Road, and
Wilmot Road pumping stations.
3. Participate in a 60 percent design review virtual conference to discuss design progress and
OWNER comments.
4. Prepare 90 percent drawings, specifications, and Bidding Documents. Provide OWNER with
electronic copies of drawings and specifications in a portable document format (PDF) file.
Prepare an opinion of probable construction cost based on Bidding Documents.
Participate in a 90 percent design review virtual conference to discuss design progress and
OWNER comments. Incorporate OWNER comments, as appropriate, and prepare filial Bidding
Documents.

Bidding Services
1. Submit Advertisement to Bid to OWNER for publishing. Distribute Bidding Documents
electronically through QuestCDN, available at www.strand.com and www.questcdn.com.
2. Attend prebid meeting and respond to prospective bidder questions, as appropriate.
3. Prepare addenda, if required, to clarify Bidding Documents.
4. Tabulate and analyze bid results and assist OWNER in the award of the ConstRiCtlon Contract.
5. Prepare three sets of Contract Documents for signature.
Compensation
OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus
expenses an estimated fee of $62,500.
Schedule
Services will begin upon execution of this Task Order, which is anticipated the week of
December 19, 2022. Services are scheduled for completion on May 31, 2023.
