AN ORDINANCE AMENDING AND REVISING THE
ANNUAL BUDGET OF THE VILLAGE OF DEERFIELD
FOR THE FISCAL YEAR BEGINNING
JANUARY 1, 2o22 AND ENDING DECEMBER 31, 2o22
WHEREAS, the corporate authorities of the Village of Deerfield adopted an annual
budget for the fiscal year that commenced on January 1, 2022 and that will end on December
31, 2022; and,
WHEREAS, the Budget Officer has recommended that an amendment be made to the
annual budget of the Village of Deerfield for the fiscal year beginning January 1, 2022 and
ending December 31, 2022, revising certain Fund budgets by adding funds to certain line items
as shown in the Budget Amendment attached hereto as Exhibit A; and,
WHEREAS, the President and Board of Trustees of the Village of Deerfield have
determined that funds are available to effectuate this revislon to the annual budget for the fiscal
year January 1, 20�2,-, and endznu- December :31, 2022 as sholt=n 1[) the attached
Budget Arnendinent; and,
WHEREAS, the President and Board of Trustees of the Village of Deerfield have
determined that it is in the best interests of the Village of Deerfield that the annual budget for
the fiscal year beginning January 1, 2022 and ending December 31, 2022 be revised as shown
on the Budget Amendment attached hereto as Exhibit A;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
ILLINOIS, in the exercise of its home rule powers, as follows:
SECTION 1: That the annual budget for the Village of Deerfield for the fiscal year
beginning January 1, 2022 and ending December 31, 2022 be and the same is hereby revised
and amended as provided in the Budget Amendment attached hereto as Exhibit A.
SECTION 2: This Ordinance, and each of its terms, shall be the effective legislative
act of a home rule municipality without regard to whether such Ordinance should: (a) contain
terms contrary to the provisions of current or subsequent non -preemptive state law; or, (b)
legislate in a manner or regarding a matter not delegated to municipalities by state law. It is
the intent of the corporate authorities of the Village of Deerfield that to the extent that the
terms of this Ordinance should be inconsistent with any non -preemptive state law, this
Ordinance shall supersede state law in that regard within its jurisdiction.
SECTION 3: That this Ordinance shall be in full force and effect from and after its
passage, approval and publication in pamphlet form as provided by law.

Budget Amendment — 2022
As we approach the end of 2022, two accounts need to be adjusted to reflect actual approved
expenditures.
The Walgreen National activity has exceeded the budget for the year, $3,500,000, with 4 months
of payments remaining. We believe a budget amendment to increase Economic Incentives to
$5,000,000 is appropriate. Funds are available as increased activity has also resulted in higher
than expected gross sales taxes.
TIF expenditures were not originally included in the 2022 budget. The Village will incur
approximately $50,000 of TIF related expenditures in 2022. Funds are available in the General
Fund and may be reimbursable when tax increment is generated.
An ordinance amending the budget is attached, along with an exhibit that details the exact
amendments that are being sought. I recommend that you seek Board approval of this
ordinance.
