R-22-72VILLAGE OF DEERFIELD RESOLUTION NO. R-22-72 A RESOLUTION WAIVING BIDDING AND APPROVING AN AWARD OF CONTRACT TO FLOCK GROUP, INC. FOR CAMERA SERVICES WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and WHEREAS, the Village has budgeted sufficient funds in the 2022 fiscal year for the installation of license plate recognition cameras at locations throughout the Village (collectively, "Cameras'); and WHEREAS, Flock Group, Inc. ("Flock's submitted a proposal for the installation and maintenance of the Cameras and the services necessary to store and access the license plate data generated by the Cameras (collectively, "Camera Services') in the amount of $36,900.00 for the first year and $27,500 annually thereafter; and WHEREAS, Flock has provided Cameras and Camera Services for many area municipalities and, therefore, is able to provide the Village access to regional license plate data; and WHEREAS, the Village desires to enter into an agreement with Flock for the Cameras and Camera Services ("Agreement') and expend $36,900 for year one and $27,500 for year two under the Agreement; and WHEREAS, the Mayor and Board of Trustees have determined that waiving bidding and entering into a contract with Flock to perform the Camera Services will serve and be in the best interest of the Village and its residents; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows: SECTION ONE: RECITALS. The foregoing recitals are incorporated into, and made a part of, this Resolution as findings of the Village Board. SECTION TWO: WAIVER OF COMPETITIVE BIDDING. Pursuant to Section 9-16 of the Village Code and the Village's home rule authority, the Village Board waives the requirement of competitive bidding for the procurement of the Work. SECTION 3: APPROVAL OF CONTRACT. Pursuant to the Village's home rule authority, the contract by and between the Village and Contractor is hereby approved in substantially the form attached to this Resolution as Exhibit A ("Contract'). SECTION 4: AUTHORIZATION TO EXECUTE CONTRACT. The Mayor and the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the Village, the final Contract upon receipt by the Village Clerk of at least one original copy of the final Agreement executed by Contractor; provided, however, that if the executed copy of {00129049.1) the final Contract is not received by the Village Clerk within 60 days after the effective date of this Resolution, then this authority to execute and attest will, at the option of the Mayor and Board of Trustees, be null and void. SECTION 5: EFFECTIVE DATE. This Resolution shall be in full force and effect from and after its passage and approval by two-thirds of the Village Board according to law. DATE: November 14, 2022 TO: Kent Street, Village Manager FROM: John Sliozis, Chief of Police SUBJECT: FLOCK; Automated License Plate Readers On Monday, November 21, 2022, at the regularly scheduled meeting of the Mayor and Board of Trustees, the Police Department will be seeking Board Approval of a Resolution waiving bidding and award of contract to FLOCK Group, Inc. for Automated License Plate Readers (ALPR). BACKGROUND The Police Department has been exploring the potential use of Automated License Plate Readers (ALPR) cameras for the last few years. This technology has been utilized by police agencies for several years and is becoming more prevalent in combating crime within local jurisdictions. The Police Department believes the technology to be particularly useful in combating vehicle thefts, retail thefts, burglaries and other crimes afflicting our community. The ALPR's can also assist in locating missing and endangered persons from throughout the area. The operability of the FLOCK Automated License Plate Reader system is based on a network of cameras that may be mobile or permanently affixed to locations along roadways throughout the Chicagoland area. The cameras continuously monitor traffic in an effort to identify and locate vehicles previously entered into a database by participating subscribers. The information is specific to license plate number, state, vehicle make, model, color, and reason for the entry. Once a targeted vehicle is recognized by the system. subscribing agencies in the immediate area are notified concerning the -chicle description and direction of travel. AT.PRs have become -er- technolo9icall- advanced with both ro-ing and fixed camera options. Recognizing the need and benefit to the Village and Department, the use of multiple fixed cameras would bolster the operations of the Department in better protecting residents and businesses. Notifications from the ALPR's will alert officers when known offenders enter the Village. The data that is collected by the ALPRs does not contain any Personal Identifiable Information (PIT) and is removed from the system after 30 days. The Department believes the acquisition of ALPRs is a proactive measure to assist in better serving the Village and reduce the number of crimes afflicting our community. The ALPR's are budgeted in Fiscal Year 2023 and Flock Group, Inc. will invoice the Department in intervals until the completion of installation. The first invoice is not expected until January 2023 for the 10 proposed cameras. The total cost of $36,900 will be reimbursed to the Village from the Department's Seizure funds. Deerfield Police Department RECOMMENDATION It is the recommendation of the Police Department that the Mayor and Board of Trustees approve the Resolution waiving bidding and execution of the Contract between the Deerfield Police Department and Flock Group, Inc for the use of Automated License Plate Readers (ALPR) at a cost not to exceed $36,900.00.
