RESOLUTION NO. 2022- R-22-71
A RESOLUTION WAIVING BIDDING AND APPROVING AN AWARD OF
CONTRACT FOR THE PURCHASE OF A HP LATEX 700 SIGN MACHINE FROM
TRAFFTECH, INC.
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Village has identified the need to purchase: A HP Latex 700 sign
machine; and
WHEREAS, the Village received a quote for the purchase of a HP Latex 700 sign
machine from Graphic Solutions Group Inc., and Grimco, Inc.; and
WHEREAS, due to the supply chain problems caused by the COVID-19 pandemic,
there are few sources to procure the equipment in a timely fashion; and
WHEREAS, pursuant to Section 9-16 the "Municipal Code of the Village of Deerfield,
Illinois, 1975," as amended ("Village Code', the bidding requirements may be waived for
contracts for supplies and services available from a single source or, which by their nature,
are not adaptable to competitive bidding; and
WHEREAS, the Mayor and Board of Trustees have determined that waiving bidding
for the equipment and approving the purchases from Graphic Solutions Group Inc., will serve
and be in the best interest of the Village and its residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: R.ECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant. to Section 9-16
of the Village Code and the Village's home rule authority, the Village Board waives the
requirement of competitive bidding for the procurement of the equipment.
SECTION 3: APPROVAL OF PURCHASE FROM TRAFFTECH, INC. The
Village Board hereby approves the purchase from Graphic Solutions Group Inc., the HP
Latex 700 in an amount of $21,561.
SECTION 4: AUTHORIZATION TO EXECUTE CONTRACT. The Mayor and the
Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final purchase order for the Equipment upon receipt by the Village Clerk of at
least one original copy of the final purchase orders executed by Graphic Solutions Group,
Inc., provided, however, that if the executed copy of the final purchase orders are not received

by the Village Clerk within 60 days after the effective date of this Resolution, then this
authority to execute and attest will, at the option of the Mayor and Board of Trustees, be null
and void.
SECTION 7: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval by the vote of two-thirds of the Trustees.
