RESOLUTION NO. 2022- R-22-47
A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO APPROVE THE
PURCHASE OF VEHICLES
WHEREAS, the Village of Deerfield ("Village's is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, Section 9-24(a) of the Deerfield Code of Ordinances ("Village
Code'�authorizes the Village Manager to make purchases on behalf of the Village of less
than the estimated value of $25,000.00; and
WHEREAS, further Section 9-24(b) requires the Village Board to approve rules and
procedures for the issuance of purchase orders, awarding of contracts, and the disposal of
surplus property; and
WHEREAS, in the past, pursuant to Section 9-24 of the Village Code and the
Purchasing Manual, the Village Board has approved the purchase of all vehicles bought by
the Village; and
WHEREAS, due to the COVID-19 pandemic and ongoing worldwide supply chain
issues, it has become difficult for the Village to find and purchase vehicles and when a vehicle
becomes available, it is necessary to take immediate action to secure and purchase said
vehicle; and
WHEREAS, in order to allow the Village to procure necessary vehicles in this
competitive market, the Village Board desires to give the Village Manager the authority to
approve the purchase of vehicles and vehicle related equipment within budgeted amounts
without the need to obtain additional Village Board approval; and
WHEREAS, the Village Board has determined that it is in the best interest of the
Village to grant the Village Manager the authority to approve the purchase of vehicles;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTY, ILLINOIS, AS FOLLOWS:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: AUTHORIZATION TO APPROVE PURCHASE. Pursuant to its
home rule authority and notwithstanding any requirement of Section 9-24 of the Village Code
or the Purchasing Manual, the Village Board hereby authorizes the Village Manager to
approve the purchase of any vehicle and vehicle related equipment necessary for the
operation of the Village, within the budgeted amounts previously approved by the Village
Board.

SECTION 3: AUTHORIZATION TO EXECUTE PURCHASE ORDER. The
Village Board hereby authorizes the Village Manager to execute and attest, on behalf of the
Village, the purchase order and any other necessary document related to the purchase of any
vehicle necessary for the operation of the Village without further approval of the Village
Board, provided that the cost for the purchase of any vehicle is within the budgeted amounts
previously approved by the Village Board.
SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.
