RESOLUTION NO. 2022- R-22-29
A RESOLUTION WAIVING BIDDING AND APPROVING
AN AWARD OF CONTRACT FOR
MONOPOLE RADIO EQUIPMENT REPLACEMENT
TO RADICOM. INC.. OF MCHENRY, ILLINOIS
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Village desires to retain a company to remove the existing 911 radio
equipment ("Equipment') from the Village Hall monopole and replace the equipment after
the repair of the monopole is completed ("Services'); and
WHEREAS, the Services are not adaptable to completive bidding because the Village
has an existing contract with Radicom, Inc., of McHenry, Illinois, ("Contractor'), to manage
the Equipment; and
WHEREAS, pursuant to Section 9-16 the "Municipal Code of the Village of Deerfield,
Illinois, 1975," as amended ("Village Code'), the bidding requirements may be waived for
contracts for supplies and services available from a single source or, which by their nature,
are not adaptable to competitive bidding; and
WHEREAS, Contractor has proposed to provide the Services for a price not to exceed
$36,922.70; and
WHEREAS, the Mayor and Board of Trustees have determined that waiving bidding
and entering into the Contract with Contractor will serve and be in the best interest of the
Village and its residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to Section 9-16
of the Village Code and the Village's home rule authority, the Village Board waives the
requirement of competitive bidding for the procurement of the Services.
SECTION 3: APPROVAL OF CONTRACT. The contract by and between the
Village and Contractor is hereby approved in substantially the form attached to this
Resolution as Exhibit A ("Contract'), and in a final form and substance acceptable to the
Village Manager and the Village Attorney.
SECTION 4: AUTHORIZATION TO EXECUTE CONTRACT. The Mayor and the
Village Clerk are hereby authorized and directed to execute and attest, on behalf of the

Village, the final Contract upon receipt by the Village Clerk of at least one original copy of
the final Contract executed by Contractor; provided, however, that if the executed copy of the
final Contract is not received by the Village Clerk within 60 days after the effective date of
this Resolution, then this authority to execute and attest will, at the option of the Mayor and
Board of Trustees, be null and void.
SECTION 5: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval by the vote of two-thirds of the Trustees.

Notes
Radicom will remove all communications antennas currently mounted on side arms along with the cables connecting to them. The sidearm/ mast pipes will
remain to be sandblasted and re -painted.
Because of the age and condition of the existing antennas and cables, all will be recycled or disposed of.
Radicom will tempoarly reuse 1 existing antennas and cable to move to the building chimney for siren activation. Tie -down strap will be used on the
chimmney to support the single antenna for a short duration.
It has been determined that only (3) Deerfield antennas need to be placed back on the tower. Radicom is providing (3) new omni gain antennas all fed with
7/8in low loss hardline, new ground kits, and new lightning protectors.
The (3) new antennas will be fed to the existing equpment racks via 1/2in hardline inside the attic.
Radicom will reconfigure as necessary the base radios and RF combiner / multicoupler to allow Deerfield to retain the Public Works channel for siren control,
plus receivers.
