VILLAGE OF DEERFIELD LAKE AND COOK COUNTIES, ILLINOIS ORDINANCE NO. 0-22-11 AN ORDINANCE AMENDING AND REVISING THE ANNUAL BUDGET OF THE VILLAGE OF DEERFIELD FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2o22 AND ENDING DECEMBER 31, 2022 WHEREAS, the corporate authorities of the Village of Deerfield adopted an annual budget for the fiscal year that commenced on January 1, 2022 and that will end on December 31, 2022; and, WHEREAS, the Budget Officer has recommended that an amendment be made to the annual budget of the Village of Deerfield for the fiscal year beginning January 1, 2022 and ending December 31, 2022, revising certain Fund budgets by adding funds to certain line items as shown in the Budget Amendment attached hereto as Exhibit A; and, WHEREAS, the President and Board of Trustees of the Village of Deerfield have determined that funds are available to effectuate this revision to the annual budget for the fiscal year beginning January 1, 2022 and ending December 31, 2022 as shown in the attached Budget Amendment, and, WHEREAS, the President and Board of Trustees of the Village of Deerfield have determined that it is in the best interests of the Village of Deerfield that the annual budget for the fiscal year beginning January 1, 2022 and ending December 31, 2022 be revised as shown on the Budget Amendment attached hereto as Exhibit A; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in the exercise of its home rule powers, as follows: SECTION 1: That the annual budget for the Village of Deerfield for the fiscal year beginning January 1, 2022 and ending December 31, 2022 be and the same is hereby revised and amended as provided in the Budget Amendment attached hereto as Exhibit A. SECTION 2: This Ordinance, and each of its terms, shall be the effective legislative act of a home rule municipality without regard to whether such Ordinance should: (a) contain terms contrary to the provisions of current or subsequent non -preemptive state law; or, (b) legislate in a manner or regarding a matter not delegated to municipalities by state law. It is the intent of the corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance should be inconsistent with any non -preemptive state law, this Ordinance shall supersede state law in that regard within its jurisdiction. SECTION 3: That this Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law. PASSED this 4th day of April , 2022. Vi lage Clerk Ordinance 0 - 2 2 - 11 Exhibit A Budget Amendment # 1 — 2022 Increase (decrease) appropriations in the following fund and accounts: Infrastructure Replacement Fund 222082-5362 Professional Services - Engineering ($ 180,000) 222082-5910 Street Improvements ($ 700,000) 2220s2-5990 Other Capital Improvements $1,300,000 TO: Kent Street, Village Manager FROM: Eric Burk, Director of Finance DATE: March 22, 2022 SUBJECT: Budget Amendment — 2022 On February 22, 2022, Public Works presented a Report of Staff re: Modified Capital Improvement Program (Agenda Item 22-16) to the Village Board. Based on the Modified Capital Improvement Program, the following budget amendments are necessary for 2022. The net result of the amendments is an expenditure increase of $220,000 for 2022. As noted, in the Feb. 22nd Report of Staff the total two-year expenditures will remain the same. Funds are available through current resources and bond proceeds. An ordinance amending the budget is attached, along with an exhibit that details the exact amendments that are being sought. I recommend that you seek Board approval of this ordinance.
