RESOLUTION NO. 2022- R-22-26
A RESOLUTION AUTHORIZING THE VILLAGE TO ISSUE A PURCHASE ORDER TO
DAHM ENTERPRISES INC. FOR BIO-SOLIDS REMOVAL SERVICES
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in accordance
with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Water Reclamation Facility accumulates approximately 2,000 cubic yards
of bio-solids each year (`Bio-Solids') in its storage building ("Storage Building') as part of
normal operations, which Bio-Solids must be disposed of in accordance with Illinois Environmental
Protection Agency requirements; and
WHEREAS, the Storage Building is emptied out each spring and fall; and
WHEREAS, in 2021, the Village entered into a three-year contract with Dahm Enterprises,
Inc., of Woodstock, Illinois ("Dahm'), for Dahm to provide the Village with Bio-Solids removal
services ("Services'); and
WHEREAS, the Village has budgeted up to $55,000.00 for Services for the 2022 year; and
WHEREAS, the Department of Public Works and Engineering recommends that the Board
of Trustees authorize the execution of a purchase order for Dahm to provide the 2022 Services in
an amount not to exceed $50,500 ("Purchase Order'); and
WHEREAS, the Village Board has determined that it will serve and be in the best interests
of the Village and its residents to issue the Purchase Order to Dahm;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as its
findings, as if fully set forth herein.
SECTION 2: APPROVAL OF PURCHASE. Pursuant to its home rule authority, the Village
Board hereby approves a purchase of Services from Dahm for 2022 for a price not to exceed $50,500.00
pursuant to a purchase order to be approved by the Village Manager.
SECTION 3: AUTHORIZATION TO EXECUTE PURCHASE ORDER. The Village
Board hereby authorizes and directs the Village President and Village Manager to execute and attest, on
behalf of the Village, a Purchase Order upon receipt by the Village Clerk of at least one original copy of
the Purchase Order executed by Dahm; provided, however, that if the executed copy of the Purchase
Order is not received by the Village Clerk within 30 days after the effective date of this Resolution, then
this Resolution will, at the option of the Village Board, be null and void.
SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect from
and after its passage and approval according to law.
