RESOLUTION NO. 2022- R- -15
A RESOLUTION APPROVING AN AGREEMENT WITH NORTH SHORE BORING
OF HIGHLAND PARK, ILLINOIS FOR
2022 STREET LIGHT SYSTEM UPGRADES SERVICES
WHEREAS, the Village of Deerfield ("Village') is a home' rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970;
and
WHEREAS, the Village desires to retain a qualified firm to provide Street Light
System Upgrades ("Services'); and
WHEREAS, the Village solicited proposals from qualified firms to complete the
Services ("RFP'); and
WHEREAS, the Village received two proposals to provide the Services; and
WHEREAS, the Village has determined that the proposal submitted by North Shore
Boring of Highland Park, Illinois ("Consultant's, provided the proposal best meets the
needs of the Village based on the evaluation criteria set forth in the RFP; and
WHEREAS, the Village and Consultant desire to enter into an agreement for the
provision of the Services by Consultant ("Agreement'); and
WHEREAS, the Mayor and Board of Trustees have determined that entering into
the Agreement with Consultant will serve and be in the best interest of the Village and its
residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals
as its findings, as if fully set forth herein.
SECTION 2: APPROVAL OF AGREEMENT. The Agreement by and between
the Village and Consultant is hereby approved in substantially the form attached to this
Resolution as Exhibit A, and in a final form and substance acceptable to the Village
Manger and the Village Attorney.
SECTION 3: AUTHORIZATION TO EXECUTE AGREEMENT. The Mayor and
the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final Agreement upon receipt by the Village Clerk of at least one original copy
of the final Agreement executed by Consultant; provided, however, that if the executed copy
of the final Agreement is not received by the Village Clerk within 60 days after the effective
date of this Resolution, then this authority to execute and attest will, at the option of the
Mayor and Board of Trustees, be null and void.

SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

This proposal is for the installation of conduit for street lighting.

CONTACT
We will directionally bore 1-1/4" HDPE conduit as shown in the provided drawings. We will
excavate and locate all marked utilities to safely cross them. Approximately 2916' of
HDPE pipe is to be installed. The village of Deerfield is to provide markings for
streetlight and pull box locations prior to our start. We will also require a hydrant
meter for the duration of the project if possible. If this is not possible please add
$1,000.00 to the total price of this contract for hauling drilling fluid. The pipe will
be installed roughly 24"-36" deep.
We will contact JULIE to locate all public utilities on your property. Any private pipes
or wires are to be clearly marked by the owner or must be disclosed to us before work
begins. We will not responsible for damage caused to unmarked private pipes or wires.
We will take care to minimize the damage to landscape and hardscape during construction.
It is possible that some minor landscape repair may be necessary upon completion. This is
to be done by others and is not included in this proposal. We will seed/blanket or sod
areas that are disturbed. Maintenance of seeded or sodded areas is not included in this
proposal.

Permit and village fees will be billed upon completion.

All material is guaranteed to be as specified. All work to be completed in a workmanlike manner according to standard practices.
Any alteration or deviation from above specifications involving extra costs will be executed only upon written orders, and will
become an extra charge over and above the estimate.
All agreements contingent upon strikes, accidents or delays that are beyond our control. Owner to carry homeowners insurance. We
are fully covered by liabilty insurance and workmans compensation insurance.
ACCEPTANCE OF PR POSAL • The Prices, specifications and conditions are satisfactory and are hereby accepted. You are
authorized to do the work as specified. Payment will be made as outlined above.
