(GHA) has collected existing traffic volume and performed observations of traffic operations at the current KGH Consultation and Treatment (KGH) facilities in Northbrook, IL. The following summary is intended to provide you with an understanding of the current traffic volumes during the peak arrival and departure periods as well as estimates regarding the current parking utilization for the facilities. As you continue the submittal and planning process to the Village of Deerfield for the potential relocation to 1161 Lake Cook Road, the data collected will serve as a baseline to understand existing operations and project future changes that will be documented in a Traffic and Parking Impact study. Traffic Data Collection In an effort to determine the current traffic volumes generated by the KGH clinic, GHA conducted a series of traffic count / observations on Wednesday December 21 (3:30 pm – 6:30 pm) and Thursday December 22, 2016 (8:30 am – 11:30 am). The observed Peak Hours occurred from 8:45-9:45 am and from 3:45-4:45 pm. As can be seen the existing KGH clinic generated 32 trips (combined inbound and outbound) during the Morning Peak Hour and 77 trips during the Evening Peak Hour. Based on discussions with KGH, the new facility is expected to accommodate growth in clinical staff up to additional 10 staff members. The projected traffic volumes at the increased staff level are also provided. Traffic Data Collection KGH Consultation & Treatment Northbrook, IL Gewalt Hamilton Associates, Inc. – Page 2 Parking Demand The existing KGH clinic exists within a multi-tenant office complex. As such, determining exact parking demands was difficult during the observation periods. Subsequent discussions with the operator confirmed that the peak parking demand ranged between 50-65 spaces during the day, which includes staff, and patients. Traffic Operations General comments and observations regarding KGH include the following:  Some staff (<5) arrive prior to the 9:00 office hours start time.  Most activity is after the traditional morning Peak Hour and should not represent a significant conflict with the nearby Chicagoland Jewish High School.  Staff conducts home visits so the above referenced parking demand is a peak value that will not be required through the course of a normal day.  A vast majority of clients are dropped off for treatment appointments that last on average 3 hours.  A formal drop-off lane is not required, but short term dedicated parking spaces will be desirable as most clients do not have mobility issues allowing the use of dedicated handicapped accessible spaces.. I trust that these preliminary observations are useful and allow us to move forward with the preparation of the Traffic Impact and Parking Study. Brinkman, PE, PTOE Date: February 7, 2017 Subject: Proposed KGH Consultation & Treatment Clinic 1161 Lake Cook Road Deerfield Business Center Deerfield, Illinois Part I. Project Context and Summary Statement Gewalt Hamilton Associates, Inc. (GHA) has conducted a Traffic Impact Study (TIS) for the above captioned project. The following report summarizes our findings and recommendations for your consideration. The Exhibits and Appendices referenced throughout this report are located at the end of this document. KGH Consultation and Treatment (KGH) proposes to relocate its Autism treatment center from Northbrook to the 1161 Lake Cook Road building within the existing Deerfield Business Center. Briefly summarizing, we believe that the adjacent roadway system can accommodate the additional traffic generated by the proposed KGH Clinic without any roadway improvements or modifications beyond the proposed directional signage. Furthermore, with patient hours that begin after the Rochelle Zell Jewish High School (RZJHS) and adjacent street peak and an afternoon peak that primarily occurs prior to school release and end of the typical office hours, the KGH Clinic is a very complimentary use in terms of its limited traffic impacts on the area roadways and access / circulation system. Additionally, the anticipated parking demand of the KGH Clinic is considerably less than the Code requirement based on our observations of the existing facility. The current parking supply at the Deerfield Business Center is sufficient to accommodate the anticipated demands of KGH, as well as its current tenants and future occupants of the few remaining vacancies. Part II. Background Conditions Site Location Map and Aerial Exhibits 1 and 2 respectively provide a location map and aerial context photo of operations in the site vicinity. Key conditions in the area are as follows:  The Deerfield Business Center is located south of the Frontage Road at the southwest corner of the signalized Lake Cook Road intersection with Pine Street, east of the I-94 / I-294 interchange and west of Pfingsten Road. Proposed Development KGH Consultation & Treatment – 1161 Lake Cook Road Deerfield, IL Gewalt Hamilton Associates, Inc. – Page 2  At its signalized intersection with Pine Street, Lake Cook Road provides two travel lanes in each direction and separate left turn lanes within a full width median. Lake Cook Road is under the jurisdiction of the Cook County Department of Transportation and Highways (CCDOTH). The posted speed limit is 45 miles per hour (mph) and Lake Cook Road carried approximately 36,500 vehicles per day in 2014 (most recent IDOT data).  Pine Street is a local (Village of Deerfield jurisdiction) residential collector roadway that extends both north and south of Lake Cook Road. North of Lake Cook Road, Pine Street is residential in nature and provides a single travel lane in each direction, but widens to provide a separate left turn and shared through-right turn lane at its intersection with Lake Cook Road. A 25-mph speed limit is posted on Pine Street. South of Lake Cook Road, Pine Street extends approximately 100 feet before intersecting the east-west Frontage Road that parallels Lake Cook Road. Pine Street continues south primarily serving as the main access for the Rochelle Zell Jewish High School (RZJHS), Temple B’nai Jehoshua Beth Elohim (BJBE), and the site of the former Hellenic American Academy. Note: it is our understanding that a residential re- development of this site is being discussed but a formal submittal to the Village has not been made at this time. No speed limit is posted on Pine Street south of Lake Cook Road.  Frontage Road extends east of the Pine Street extension as a driveway to the former Hellenic American Academy site. West of the Pine Street extension, Frontage Road provides a single travel lane in each direction, has a posted speed limit of 25-mph. Frontage Road parallels Lake Cook Road and provides access to the various commercial buildings, office buildings (e.g. Walgreens) , and the recently completed AMLI residential development. Additional access to Lake Cook Road is available via traffic signals at Birchwood Avenue / Huehl Road and ultimately Wilmot Road. Existing Traffic Counts GHA conducted traffic counts at the subject site on Tuesday, January 24, 2017 from 6:00-9:00 AM and from 3:00-6:00 PM. Due to the unique nature of the proposed KGH Clinic, GHA conducted observations of the existing facility to determine the periods of peak traffic activity (discussed in detail below) as well. The KGH Clinic has peak periods that are different from the typical Morning and Evening Peak Hours in the vicinity. Therefore, we have identified Peak Hours for both the KGH activities and the traditional “Street” Peak Hours on Exhibit 3. The “Street” Peak Hours occurred from 7:45-8:45 AM and from 4:15-5:15 PM, where the KGH Peak Hours occur between 8:45-9:45 AM and 3:45-4:45 PM. No efforts were taken to remove the traffic to and from the 1161 building’s current tenants that will be vacating the site in an effort to ensure the maximum impacts of the KGH Clinic were considered. As such, the traffic volumes presented in Exhibit 3 and Exhibit 9 are likely overstated. Exhibit 3 also provides the Average Daily Traffic (ADT) 24-hour volume from 2014 along Lake Cook Road from the Illinois Department of Transportation (IDOT) website: www.gettingaroundillinois.com . No unusual activities (e.g. roadway construction, emergency vehicle activity or inclement weather) were observed during our counts that would be expected to impact traffic volumes or travel patterns in the vicinity. Furthermore, GHA coordinated carefully with RZJHS to ensure that the student population and activity on site had returned to “normal” after final exams before conducting our counts. Existing Parking Counts In addition to the traffic data collection, GHA conducted hourly parking occupancy counts of the entire Deerfield Business Center and BJBE parking supply from 8:00 AM to 6:00 PM on Tuesday, January 24, 2017. The Deerfield Business Center was divided into four (4) parking zones for the purposes of tracking occupancy. Exhibit 4 identifies the four (4) parking zones, while Exhibit 5 tabulates the observations. Occupancy levels of the various zones have been color-coded for ease of understanding utilization. Green areas experience occupancy between 0 and 60%, Yellow spaces 60-85% and Red areas experienced occupancy of between 85 and 100% at the time our observations were conducted. During our observations, there were no time periods that occupancy exceeded 60% of the available supply for any specific zone, nor for the Deerfield Business Center spaces (i.e. not considering the BJBE occupancy). For comparison, we calculated the impacts of “removing” the parking supply in the future KGH Clinic area (the 84 spaces designated on the site plan, see Exhibit 6) and concluded that the Deerfield Business Center parking supply would remain at or below 85% occupied for all hours observed. Part III. Traffic Evaluation Development Plan Included, as Exhibit 6 is the February 2, 2017 site plan prepared by Partners In Design Architects (PIDA). As can be seen, KGH proposes to occupy the 1161 Building located on the west side of the complex and immediately adjacent to the BJBE buildings and parking area. Considerable interior renovations are planned, but no physical expansion of the building or parking lots are currently being proposed to accommodate KGH. Additional signage to assist with traffic flow and patient drop-off / pick-up is illustrated on the site plan and will be discussed in detail later in this report. Per the PIDA plan, 84 parking spaces have been allotted to the 1161 building for KGH Clinic use. Project Traffic Characteristics Exhibit 7 – Part A tabulates the traffic generation calculations for the proposed KGH clinic. Typically, one would calculate development traffic using the trip generation rates published by the Institute of Transportation Engineers (ITE) in the 9th Edition of the Manual Trip Generation. However, given the unique nature of the KGH clinic and its specific operations, GHA conducted on-site observations at the existing Northbrook facilities to determine the peak hours and associated traffic volumes and patterns for the clinic. As previously noted, the KGH clinic has peaks that are primarily outside the typical Peak Hours for the other uses in the vicinity, primarily speaking the RZJHS and the BJBE Temple. To best understand the impacts of the KGH Clinic on the site and surrounding roadways our focus will be on the impacts during the KGH Peak Hours of 8:45-9:45 AM and 3:45-4:45 PM. The current KGH facilities in Northbrook have approximately 45 staff members. During our observations in December 2016, we observed peak hour volumes (combined entering and exiting vehicles) of 32 during the AM Peak and 77 vehicles during the PM Peak. In discussion with KGH, the 1161 building is expected to accommodate a growth of approximately 20% in staff and activity, which we projected to a 20% increase in the traffic volumes observed. The Future traffic generations translate to 40 and 94 Peak Hour trips during the Morning and Evening Peak Hours, respectively. Proposed Development KGH Consultation & Treatment – 1161 Lake Cook Road Deerfield, IL Gewalt Hamilton Associates, Inc. – Page 4 To help ensure the maximum traffic impacts of the proposed KGH Clinic were considered, the Future projected traffic volumes were analyzed for the balance of our study. Exhibit 7 – Part B provides the anticipated trip distribution. This was based primarily on existing travel patterns along Lake Cook and Frontage Roads and the existing roadway network. It is critical to understand that the KGH Clinic is a destination use. Patients will be provided specific direction on how and when to arrive and access the Clinic and the proposed directional signage has been designed to minimize the impacts of KGH Clinic traffic on other uses. Regional arrival and departure patterns are expected to be split evenly along Lake Cook Road with a slight favor to the west assuming some patients arriving from further distances will be travelling the I-94 / I-294 corridor. KGH clinic traffic on Pine Street north of Lake Cook Road is expected to be minimal and most likely limited to area residents that may be patients of the center. It is our expectation that the majority of traffic arriving and departing KGH will follow the proposed directional signage and suggesting routing from Pine Street to the western Deerfield Business Center entrance. However, approximately 10% of the Peak Hour traffic was assigned to the Pine Street extended access to Temple BJBE’s parking lot and the eastern Deerfield Business Center driveway, again to help ensure maximum impacts on the surrounding developments were considered. A summary of the December 2016 observations of the KGH Clinic in Northbrook is provided in Appendix B. Traffic Assignments Exhibit 8 illustrates the Future KGH Clinic traffic assignment based on the traffic characteristics summarized in Exhibit 7 (i.e. traffic generation and trip distribution) and assigned to the access system and area roadways. KGH Clinic traffic and Existing traffic (see Exhibits 8 and 3, respectively) were combined to produce the Future Traffic assignment, which is illustrated in Exhibit 9. Capacity Analyses Intersection capacity analyses were performed at the key Pine Street intersection with Frontage Road and the western Deerfield Business Center driveway. Exhibit 10 – Part A lists the analysis parameters, as published in the Transportation Research Board’s (TRB) 2010 Highway Capacity Manual (HCM). At signalized intersections, Level of Service (LOS) “reports” traffic operations using the letter designations “A” (best) through “F” (worst) and measures the “control delay” per vehicle in seconds. LOS C is often referred to as intersection “design” guideline and LOS D is usually considered as providing the lower threshold of “acceptable” operations. LOS E and F are usually considered “unacceptable”. At unsignalized intersections, the HCM methodology reports the results differently for Two-Way Stop Controlled (TWSC) or All-Way Stop Controlled (AWSC) intersections. For TWSC intersections, LOS is reported for conflicting movements on the major street (i.e. left turns onto the minor approach) and for each movement on the stopped approach. Approach “control delay” is also reported in seconds per vehicle. Results of AWSC analyses are slightly different. LOS is reported for each stopped approach as well as an average overall intersection “control delay” in seconds per vehicle. LOS C and D continue to be considered “design” and “acceptable” operations respectively. As can be seen, the additional traffic impacts of KGH Clinic traffic during its peak periods represents a minimal impact to the existing roadways and access driveway operations. Capacity analysis summary printouts can be found in Appendix C. Parking Analyses As a Special Use in the I-1 Zoning District, the KGH Clinic (considered a medical office use) requires 5.6 spaces per 1,000 gross square feet of building space. The 1161 Lake Cook Road building (and the remaining two buildings in the Deerfield Business Center) are each 20,957 square feet. A variance currently exists for the combined sites, as there are 155 spaces on the BJBE site but an agreement with the Deerfield Business Center to use 40 spaces after business hours and on weekends. It is our understanding the Deerfield Business Center is 91% occupied, resulting in vacant space of approximately 7,355 square feet. However, approximately 17,600 sf of space currently occupied in the 1161 building will be vacated by tenants leaving the site. Due to the current utilization of that space, we conservatively estimated that approximately ½ of the parking requirement for those tenants (approximately 35 spaces) is actually occurring and counted within the observed demand of 161 spaces. This correlates very well with the peak demand of 41 spaces observed in the parking area just west of the 1161 building. Proposed Development KGH Consultation & Treatment – 1161 Lake Cook Road Deerfield, IL Gewalt Hamilton Associates, Inc. – Page 6 Our observations in December 2016 at the existing KGH Clinic facilities resulted in a demand that peaked at 55 spaces at 5:00 PM. With a 20% growth in staff / activity, we would expect the parking demand to peak at 66 spaces in the future, just over ½ of the calculated Code requirement and less than the approximately 84 spaced located adjacent to the 1161 building designated on the site plan – refer to Exhibit 6. As can be seen in Table 2, we anticipate that the peak parking demand for the Deerfield Business Center, including Temple BJBE, 100% occupancy of the remaining buildings in Deerfield Business Center, departure of existing 1161 building tenants, and the proposed KGH clinic is 219 spaces or approximately 50% of the overall parking supply. Excluding the 160 spaces allotted to BJBE the peak demand estimated for the Deerfield Business Center at 100% occupancy and KGH Clinic constitutes approximately 60% of the available parking supply, allowing some cushion for variations in demand or potential BJBE overflow. Recommendations As noted previously, we anticipate that as a destination use with many repeat visitors that the vast majority of KGH traffic will arrive and depart via Pine Street and the western Frontage Road access to Deerfield Business Center. In an effort to minimize additional traffic impacts to other tenants, RZJHS and BJBE traffic flow, we have worked with KGH and PIDA in suggesting additional directional signage in two key locations:  Southwest corner of Pine Street extended and Frontage Road  At the western Frontage Road access to Deerfield Business Center. KGH patients and parents, while facing challenges, generally do not qualify for Accessible Parking placards and are not permitted to use reserved Handicapped Accessible parking spaces. Even though KGH operations include a staff member escorting patients in and out of the building, to improve safety and efficiency for all, 4-5 short term Pick-up / Drop-off parking spaces are desirable in close proximity to the main entrance. These spaces should be posted with a time limit (e.g. 10-15 minutes) and based on our parking analyses should not have a negative impact on the overall parking supply for the site. These sign locations are illustrated schematically on Exhibit 11 and shown in additional detail on the site signage plans. Conclusion Based on our observations, analyses and historic experience at the subject site we feel that the KGH Clinic represents a complementary use to the other commercial, educational and religious institutions in the site vicinity and that it does not represent a significant traffic or parking impact. (GHA) has collected existing traffic volume and performed observations of traffic operations at the current KGH Consultation and Treatment (KGH) facilities in Northbrook, IL. The following summary is intended to provide you with an understanding of the current traffic volumes during the peak arrival and departure periods as well as estimates regarding the current parking utilization for the facilities. As you continue the submittal and planning process to the Village of Deerfield for the potential relocation to 1161 Lake Cook Road, the data collected will serve as a baseline to understand existing operations and project future changes that will be documented in a Traffic and Parking Impact study. Traffic Data Collection In an effort to determine the current traffic volumes generated by the KGH clinic, GHA conducted a series of traffic count / observations on Wednesday December 21 (3:30 pm – 6:30 pm) and Thursday December 22, 2016 (8:30 am – 11:30 am). The observed Peak Hours occurred from 8:45-9:45 am and from 3:45-4:45 pm. As can be seen the existing KGH clinic generated 32 trips (combined inbound and outbound) during the Morning Peak Hour and 77 trips during the Evening Peak Hour. Based on discussions with KGH, the new facility is expected to accommodate growth in clinical staff up to additional 10 staff members. The projected traffic volumes at the increased staff level are also provided. Appendix B - KGH December 2016 Observations 1 Traffic Data Collection KGH Consultation & Treatment Northbrook, IL Gewalt Hamilton Associates, Inc. – Page 2 Parking Demand The existing KGH clinic exists within a multi-tenant office complex. As such, determining exact parking demands was difficult during the observation periods. Subsequent discussions with the operator confirmed that the peak parking demand ranged between 50-65 spaces during the day, which includes staff, and patients. Traffic Operations General comments and observations regarding KGH include the following:  Some staff (<5) arrive prior to the 9:00 office hours start time.  Most activity is after the traditional morning Peak Hour and should not represent a significant conflict with the nearby Chicagoland Jewish High School.  Staff conducts home visits so the above referenced parking demand is a peak value that will not be required through the course of a normal day.  A vast majority of clients are dropped off for treatment appointments that last on average 3 hours.  A formal drop-off lane is not required, but short term dedicated parking spaces will be desirable as most clients do not have mobility issues allowing the use of dedicated handicapped accessible spaces..
