O-71-19ORDINANCE NO. 0 -71 -19 AN ORDINANCE AMENDING CHAPTER 18 OF THE MUNICIPAL CODE OF THE VILLAGE OF DEERFIELD WHEREAS, the problems of air, water, noise and other forms of environmental pollution are a source of continuing concern to the citizens of the Village of Deerfield; and WHEREAS, the corporate authorities have deemed it to be in the best interests of the residents of the Village of Deerfield to establish a Commission to assist the corporate authorities in providing adequate legis- lation to cope with the environmental problems set forth above. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, AS FOLLOWS: SECTION That Chapter 18 of the Municipal Code of Deerfield of 1963, ONE: as amended, be and the same is hereby further amended by adding a new Article VI thereto as follows: 18.601 Creation.) There is hereby created an Environmental Commission, which shall consist of seven members to be appointed by the Village President by and with the advice and consent of the Board of Trustees. Members of the Commission shall be residents of the Village having an interest in the affairs and objectives of the Commission. The Presi- dent (with the approval of the Board of Trustees) shall designate one member to be the Chairman of the Environmental Commission, to serve for one (1) year. The same member may not serve as Chairman for more than two (2) consecutive one -year terms. 18.602 Terms of Office.) Upon the expiration of the terms of the members of the Environmental Commission serving as of the date of this Ordinance or upon their resignation or vacation of office or upon the creation of additional members, their immediate successors and the first appointees to newly created offices shall be appointed for staggered terms as follows: two for 1 year two for 2 years three for 3 years Thereafter, the next succeeding appointees to the office of member of the Environmental Commission shall serve for 3 -year terms. Vacancies shall be filled by the President for the unexpired term in the same manner as original appointments. 18.603 Organization.) The Environmental Commission shall adopt rules of procedure and, except as otherwise may.be provided in said rules, Robert's Rules of Order shall be followed by the Environmental Commission in the conduct of its meetings. A copy: °bf such rules as adopted and 1 each amendment thereto shall be filed with the Village Clerk. Members of the Environmental Commission shall serve without compensation. 18.604 Powers.) The Environmental Commission shall have the following powers: A. To recommend.amendments or additions from time to time to those portions of the Municipal Code of Deerfield dealing with environmental matters. B. To recommend to the Board of Trustees specific environ- mental improvements within the Village. C. To give aid to municipal officials charged with the direction of projects relating to air, water, noise or other environmental pollution problems. D. To review and consider those matters of environmental concern referred to it by the Board of Trustees. E. To strive to create among the citizens of Deerfield an awareness of the problems created by environmental pollution. 18.605 Limitation of Powers.) Neither the Environmental Commission nor any of its members may incur or impose upon the Village of Deer- field any expenses without prior authorization by-the corporate authorities. 18.606 Records.) The Environmental Commission shall keep written records of its proceedings which shall be.open to inspection by the public at all times. SECTION That all ordinances and parts of ordinances in conflict TWO: herewith, are, to the extent of such conflict, hereby repealed. SECTION That this Ordinance shall be in full force and effect 'THREE: from and after its passage and approval, as provided by law.
