The regular meeting of the Board of Trustees of the Village of Deerfield was called to
order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on June 3, 2019
at 7:31 p.m. The clerk called the roll and announced that the following were:

and that a quorum was present and in attendance. Also present were Village Manager Kent
Street and Steven Elrod, Village Attorney.
PLEDGE OF ALLEGIANCE Representatives from the League of Women
Voters lead those in attendance in reciting the
Pledge of Allegiance.
PRESENTATION - MATTHEW Matthew Kroscher, 2019 IHSA Boys State
KROSCHER Champion in Boys Gymnastics for Vault and Still
Rings, received an award from Mayor Rosenthal.
The DHS Boys Gymnastics Coach Foerch noted that Mr. Kroscher performed the State -winning
routine with a broken finger.
PRESENTATION — JACOB SIMON Jacob Simon, 2019 Best Actor "Broadway in
Chicago" Illinois High School Musical Theater
Award, received an award from Mayor Rosenthal. DHS Musical Theater Director Susan
Gorman reported that Mr. Simon was number one out of more than 100 students selected to
compete. He will compete in New York for the High School National Theater competition. Ms.
Gorman also received the Best Director award.
PRESENTATION — SAM Sam Liokumovich, 2019 IHSA Class 3A State
LIOKLMOVICH Champion for Shot Put, received an award from
Mayor Rosenthal. Coach Cody Foerch
discussed Mr. Liokumovich's achievements.
PRESENTATION — MARY ANNE Chief Sliozis presented Ms. Glowacz with a 25
GLOWACZ years of service award. Chief Sliozis noted Ms.
Glowacz began her career in Deerfield in 1994. She
was appointed Director of Communications in 1999. During her tenure with the department, Ms.
Glowacz has received numerous recognitions in the Village. She organizes numerous charitable
events, including support for Special Olympics and the West Deerfield Food Pantry. Ms.
Glowacz has become the face of the Deerfield Police Department. Mayor Rosenthal presented

Ms. Glowacz with a small token of appreciation. She thanked Ms. Glowacz for her assistance
with Give Where You Live -Deerfield. Ms. Glowacz thanked the Village for recognizing this
milestone. She has been inspired and supported by so many, including her husband and family,
the Mayor and Trustees, Chief Sliozis and her department and Village staff.
PROCLAMATION Mayor Rosenthal read a Proclamation celebrating
the Centennial of Illinois being the First State to
ratify the 19th Amendment. June 10, 2019, was proclaimed the day to celebrate women's right to
vote.
Trustee Oppenheim moved to accept the Proclamation. Trustee Struthers seconded the motion.
The motion passed unanimously on a voice vote.
Rosemary Heilemann from the League of Women Voters explained the League of Women
Voters have a strong tie to the women's suffrage movement. They help people prepare to vote
and register voters. They are non -partisan and help educate voters through advocacy and
education.
PROCLAMATION Mayor Rosenthal proclaimed June 7, 2019, as
National Gun Violence Awareness Day in Deerfield
and encouraged citizens to wear orange to raise awareness of gun violence.
Trustee Benton moved to accept the Proclamation. Trustee Oppenheim seconded the motion.
The motion passed unanimously on a voice vote.
DOCUMENT APPROVAL Trustee Struthers moved to approve the minutes
from the May 20, 2019, Board of Trustees
meeting. Trustee Shapiro seconded the motion. The motion passed unanimously on a voice
vote with Trustee Oppenheim abstaining.
TREASURER'S REPORT Village Treasurer Eric Burk presented the
Treasurer's Report for the month of April 2019
representing 1/3 year. Sales tax net of rebate decreased over last month, which is typical. Water
and sewer billing represent a lower usage month. Hotel tax increased from the prior year, but
lags the projection. Building permits exceed the budget.
BILLS AND PAYROLL Trustee Seiden moved to approve the Bills and
Payroll dated June 3, 2019. Trustee Oppenheim
seconded the motion. The motion passed by the following vote:

PUBLIC COMMENT Mitchell Shore, 920 King Richard's Court, believes
in keeping guns out of the wrong people's hands.

Mr. Shore stated that June 6th is the 75th anniversary of D-Day and was disappointed that a
proclamation was not read in honor.
Mr. Shore discussed issues at Caruso Middle School. He noted that people blocking his
driveway has worsened. He is also concerned about the construction and noise. Mr. Shore
indicated there was construction noise until 11:30 pm and grass was being cut at 6:15 am.
Mayor Rosenthal noted the Village has to be notified what is happening. She suggested calling
the police and stated that they will come out to assist. Mr. Shore noted he was told it would only
be a one-time event. Mr. Street will inform the school and park district about the construction
hours.

Mayor Rosenthal explained that safety concerns were expressed at the last Board of Trustees
meeting. Village Manager Street, Mayor Rosenthal and Chief Sliozis met with the
Superintendent and senior staff and appreciate the essential improvements, and recommend
approval of the ordinances.
Trustee Seiden moved to adopt the Ordinances. Trustee Oppenheim seconded the motion. The
