10/05/2015October 5, 2015 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on October 5, 2015, at 7:30 p.m. The clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Alan Farkas Robert Nadler William Seiden Dan Shapiro Barbara Struthers Absent was: Thomas Jester and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE Mary Blankenship, American Legion Deerfield Post Commander and members of the American Legion led those in attendance in reciting the Pledge of Allegiance. Commander Blankenship noted the American Legion has been a long-standing community partner in Deerfield. She looks forward to the Give where you Live campaign. Trustee Seiden welcomed Commander Blankenship to the Village. RECOGNITION Mayor Rosenthal presented the trophy for the lst place in the People's Choice at the Bannockburn BBQ Challenge. The trophy will be proudly displayed in the Village Hall trophy case. The Village also won the judge's Best Ribs award. MOMENT OF SILENCE Those in attendance observed a moment of silence in memory of Village resident and leader Oscar Adler. Mr. Adler ran numerous workshops to help residents find jobs, interview and prepare their resumes. He was a long-time member of the Village Center Development Commission and was the host of a local TV show, Adler's Alley. Mr. Adler will be missed. PROCLAMATION Mayor Rosenthal proclaimed that the most effective way to celebrate this milestone 25-year anniversary of the Americans with Disability Act is to reaffirm the Village's opposition to discrimination based on disability and to strive to promote full implementation of the Americans with Disabilities Act. Trustee Farkas moved to accept the Proclamation. Trustee Nadler seconded the motion. The motion passed unanimously on a voice vote. PROCLAMATION Mayor Rosenthal proclaimed the week of October 4, 2015, to October 10, 2015 as Community. The Anti -Drug Week Board of Trustees Meeting October 5, 2015 Page 2 of 5 in the Village of Deerfield. She encouraged parents, guardians and teens to respectfully discuss the problems of illegal alcohol, tobacco and drug use. Trustee Struthers moved to accept the Proclamation. Trustee Farkas seconded the motion. The motion passed unanimously on a voice vote. MANPOWER APPOINTMENTS Commission appointments: Mayor Rosenthal reported the Manpower Commission recommends the following Board and Jason Golub to the Appearance Review Commission for 3-year term Trustee Farkas moved to accept the recommendation. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Farkas, Nadler Seiden, Shapiro, Struthers (5) NAYS: None (0) MINUTES OF PREVIOUS MEETING Trustee Shapiro moved to approve the minutes from the September 21, 2015, Board of Trustees and the September 24, 2015, Committee of the Whole meetings. Trustee Struthers seconded the motion. The motion passed unanimously on a voice vote. TREASURER'S REPORT Village Treasurer Eric Burk indicated this is the August 2015 treasurer's report, representing two- thirds of the year. Non Home -Rule sales tax is year to date over the past two years. Next month should have a significant increase. Water and sewer billing increased. Hotel tax increased from the same period last year. Electric utility tax increased from the prior month, but is less than the prior year. Building permit revenue exceeds the projected amount for the year. The Village has not received a motor fuel tax payment for the second month in a row, due to the State financial issues. BILLS AND PAYROLL Trustee Farkas moved to approve the bills and payroll dated September 5, 2015. Trustee Nadler seconded the motion. The motion passed by the following vote: AYES: Farkas, Nadler Seiden, Shapiro, Struthers (5) NAYS: None (0) PUBLIC COMMENT Larry Hammond, 1441 Wilmot Road, spoke on behalf of his wife and his neighbors, the Reynolds. Their two homes on Wilmot have a flooding problem that they believe was caused by new construction. The rear of their property floods for several months each year. The flooded property is hidden by the park trees, but it looks awful. Mr. Hammond noted that the flooding has caused large trees to die, serves as a breeding area for mosquitos, and impacts the resale Board of Trustees Meeting October 5, 2015 Page 3 of 5 value of his home. Mr. Hammond believes the flooding is caused by the construction of new homes along Woodland Drive. The flooding has occurred over the past 12 years. He requested a drainage system be added. Mayor Rosenthal directed staff to meet with the neighbors to discuss the situation. There were no Reports. REPORTS CONSENT AGENDA RESOLUTION R-15-19 FOR FEDERAL A Resolution requesting Federal participation for PARTICIPATION FOR THE DEERFIELD the Deerfield Road reconstruction project. ROAD RECONSTRUCTION PROJECT Mayor Rosenthal noted this is not extra money that will not get reimbursed. Mr. Phillips stated the resolution lists the specific dollar amount. There is no difference in the overall dollar amount. Trustee Shapiro moved to adopt the Resolution. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Farkas, Nadler Seiden, Shapiro, Struthers (5) NAYS: None (0) There was no Old Business. OLD BUSINESS NEW BUSINESS PUBLIC HEARING PUBLIC HEARING FOR THE PURPOSE OF CONSIDERING WHETHER THE PUBLIC INTEREST WILL BE SERVED BY VACATING A PORTION OF AN EAST -WEST ALLEY BETWEEN SOMERSET AVENUE AND FAIR OAKS AVENUE, LYING ADJACENT TO AND ABUTTING THE NORTH PROPERTY LINE OF 1034 SOMERSET Trustee Farkas moved to open the Public Hearing. Trustee Struthers seconded the motion. The motion passed unanimously on a voice vote. Assistant to the Village Manager Andrew Lichterman noted the notice of Public Hearing was published in the Pioneer Press. The property owner would like to purchase the east -west Board of Trustees Meeting October 5, 2015 Page 4 of 5 property adjacent to her property. Mr. Lichterman indicated the north parcel was vacated in 1993. There was no public comment. Trustee Struthers moved to close the Public Hearing. Trustee Shapiro seconded the motion. The motion passed unanimously on a voice vote. ORDINANCE 0-15-28 VACATING A An Ordinance authorizing the vacating of a portion PORTION OF AN EAST -WEST ALLEY of an east -west alley between Somerset Avenue and BETWEEN SOMERSET AVENUE AND Fair Oaks Avenue. First Reading. FAIR OAKS AVENUE DNC',T TWON WOODVIEW APARTMENTS Mayor Rosenthal attended the grand opening of the Woodview Apartments. She noted the amenities were outstanding. Mayor Rosenthal reported Amli would conduct an open house at the end of the month. NAVAL ALUMNI REUNION Marriott Suites Hotel. HOBBY LOBBY CONGRATULATIONS of the Northwest Municipal Conference. Mayor Rosenthal welcomed the naval alumni of the Ellison Ship. The reunion was held at the Mayor Rosenthal attended a ribbon cutting for the new Hobby Lobby store in Deerbrook Mall. Mayor Rosenthal congratulated Trustee Shapiro, who was appointed to the Legislative Commission ADJOURNMENT There being no further business or discussion, Trustee Struthers moved to adjourn the meeting.
