08/17/2020August 17, 2020 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal remotely on August 17, 2020, at 7:30 pm. The clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Tom Jester Mary Oppenheim William Seiden Dan Shapiro Barbara Struthers and that a virtual quorum was present and in attendance. Also present via teleconference were Kent Street, Village Manager, at Village Hall, and Steven Elrod, Village Attorney. PLEDGE OF ALLEGIANCE COMMISSION APPOINTMENT Stolman for the Plan Commission. Deputy Chief Tom Keane lead those in attendance in reciting the Pledge of Allegiance. Mayor Rosenthal reported the Volunteer Engagement Committee recommended Ken Trustee Oppenheim moved to approve the commission appointment. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) DOCUMENT APPROVAL Trustee Struthers moved to approve the minutes from the August 3, 2020, Board of Trustees meeting. Trustee Shapiro seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) BILLS AND PAYROLL Trustee Oppenheim moved to approve the Bills and Payroll dated August 17, 2020. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) Board of Trustees Meeting August 17, 2020 Page 2 of 5 PUBLIC COMMENT Mayor Rosenthal stated the emails received before the meeting would be read during the first Public Comment. If any emails are received during the meeting, they would be read during the second Public Comment. If someone wants to make a comment via Zoom, they need to raise their hand or press *9. Mr. Street reported there were no Public Comment emails received prior to the meeting on non - agenda items. Management Analyst David Fitzgerald -Sullivan confirmed there was no one present on Zoom and Mr. Street indicated there was no one at Village Hall for Public Comment. There were no Reports. R RPOR TS CONSENT AGENDA RESOLUTION R-20-22 AUTHORIZING This Resolution would release certain closed THE RELEASE OF CERTAIN CLOSED session meetings. The Trustees reviewed the MEETINGS OF THE VILLAGE BOARD minutes in previous closed session meetings. Staff recommended releasing the minutes from the October 17, 2019. and February 3, 2020, closed session meetings as they have been determined to no longer require confidential treatment. Trustee Jester moved to accept the Resolution and authorize the release of certain closed meetings of the Village Board. Trustee Oppenheim seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) There was no Old Business. OLD BUSINESS NEW BUSINESS ORDINANCE R-20-15 AMENDING The Municipal Code of the Village of Deerfield ENFORCEMENT OF THE provides the Mayor with the authority to declare EMERGENCY DECLARATION civil emergencies and enter related declarations and orders. Due to the current COVID-19 pandemic, there have been numerous reported violations regarding prohibitions as established by Mayoral Order. In an effort to clarify that compliance tickets may be issued for such violations. Village Board of Trustees Meeting August 17, 2020 Page 3 of 5 counsel has prepared an Ordinance amendment allowing a Deerfield Police Officer to issue a compliance ticket in lieu of a citation or arrest warrant to an individual observed to be in violation of a current order. The ticket may be settled by paying a fee of $50 within 10 days or by requesting a Court Appearance. The action would not require the physical custody of the violator or result in a criminal record. The Ordinance would also allow for enforcement flexibility regarding future orders as they may change based on need. Trustee Oppenheim noted that the fine would double after 10 days. Mr. Elrod noted after 13 days, there would be adjudication. If the matter was not settled, the defendant would go for collections. Mr. Street noted the Village can use this as tool to assist enforcement. It also makes it easier for the defendant to pay a fine. Trustee Jester moved to waive the First Reading of the Ordinance. Trustee Oppenheim seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) Trustee Seiden moved to approve the Ordinance amending the Municipal Code of the Village of Deerfield regarding the enforcement of emergency declarations. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) RESOLUTION R-20-23 AUTHORIZING IT Systems Coordinator, Matt Weiss, reported in THE PURCHASE OF CERTAIN reviewing the Village's subscriptions for Comcast, SERVICES FROM COMCAST it was noted the expiring contracts would result in a ENTERPRISE SOLUTIONS $400 monthly increase in fees to the Village. Comcast proposed a bundle which would renew the voice trunk services for three years and increase the primary fiber Internet link speed for the remainder of that service's term contract, at an additional fee of S150 per month. This would represent a $250 per month savings along with enhanced service. The three-year renewal for the trunk services is approximately $23,000 plus taxes and fees over the term of the contract. The additional cost for the fiber internet link over the remainder of the existing term of approximately two years is approximately $3600 plus taxes and fees. Trustee Oppenheim moved to adopt the Resolution authorizing the purchase of certain services from Comcast Enterprise Solutions. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) CONSIDERATION OF THE EXTENSION On March 16, 2020, Mayor Rosenthal issued a OF MAYOR ROSENTHAL'S MARCH Declaration of Emergency for the Village of Board of Trustees Meeting August 17, 2020 Page 4 of 5 16, 2020 DECLARATION OF Deerfield related to the COVID-19 emergency. The EMERGENCY Declaration and the Mayor's Supplementary Orders will expire at the end of the August 17, 2020 Board of Trustees meeting unless the Village Board extends the duration of the Declaration. Trustee Oppenheim moved to extend the Mayor's March 16, 2020, Declaration of Emergency until the end of the next regular, special or emergency meeting of the Village Board. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) DISC I TISMON WEST NILE VIRUS Trustee Struthers noted West Nile Virus seems to be more common in dry years. There have been 474 positive mosquito batches in Illinois with one in Deerfield near Deer Spring Park. There have been seven in Highland Park, five in Riverwoods at one at Fort Sheridan. Trustee Struthers indicated the area around Deer Spring Park would be sprayed tonight. She urged residents to protect themselves by wearing long sleeves and using mosquito repellant. RAPID RESPONSE NETWORK Mayor Rosenthal noted the Village is acting as a clearing house and receiving information from the School Districts, Park Districts, West Deerfield Township and the Library to put together a resource for parents to find a place for young children when they are working and have financial needs. Most people are aware of the food pantry for food and cleaning supplies. Mayor Rosenthal hopes to have information on the website soon. PUBLIC COMMENTS Mr. Street indicated there were no additional public comments received during the meeting. ADJOURNMENT There being no further business or discussion, Trustee Benton moved to adjourn the meeting. Trustee Struthers seconded the motion.
