YARD WASTE PROGRAM
Beginning the week of April 1st, yard waste service
will resume. Residents north of Deerfield Road will
have yard waste collected on Mondays with south of
Deerfield Road pickups on Tuesdays.
Remember:
• Use regular 30 gallon paper garden waste bags (not
plastic).
• A recycling sticker must be placed on each bag.
Stickers can be purchased at the Village Hall,
• Dominick's in Bannockburn Green, Highland Park
Jewel/Osco, Walgreens and Whole Foods.
• Bundled brush will also be accepted (no sticker
required) provided the bundles are no more than 4'
long and 30" in circumference and tied.
• Both yard waste bags and bundled brush must be
placed at the curb.
OUTSTANDING YOUTH AWARD
The Deerfield Youth Council would like your help in
nominating deserving young men and women for the
Jeffrey Wemer Outstanding Youth Award. This award
was first presented in 1969 as a memorial to Jeffrey
Werner, a Deerfield teenager who, despite a terminal
illness, distinguished himself in service to his
community.
Nomination forms are available at the Village Hall.
Please return completed forms to the attention of
Barbara Bishop, Village of Deerfield, 850 Waukegan
Road, Deerfield, Illinois 60015.
The deadline for accepting nominations is Monday,
March 25, 2002. The award presentation will take
place at Jewett Park during the Memorial Day
Ceremony.

ELECTION REMINDERS
❖ The primary Election is on Tuesday, March 19".
❖ You can vote in -person absentee at the West
Deerfield Township office, 858 Waukegan Road
through March 18`b.. Along with their regular
hours (Monday thru Friday from 8:30 a.m. to 12:00
p.m. and 1:00 p.m. to 4:15 p.m.), the Township
will be open from 9:30 a.m. to Noon on Saturday,
March 16`s. If you need any further information,
call 945-8317.
❖ If you wish to vote absentee by mail, call the
County Clerk's office (847-377-2406) to request
an application. When the signed application is
returned, a ballot will be mailed to you within 48
hours.
ANNUAL BUDGET
Work is underway on the annual budget for the fiscal
year beginning May 1, 2002. Village staff will present
a proposed budget to the Mayor and Board of Trustees
in early March. A public hearing will be held on the
document at the April 15`s Village Board meeting.
Your comments and suggestions on projects and
services are welcome.
CADWELL CORNERS
The public hearing on the proposal to locate a
Dominick's food store in Cadwell Comers was
continued to Thursday, March 14`h at 8 P.M. in the
Village Hall Board Room. Once the Plan Commission
has completed its work, they will present a report and
recommendation to the Village Board.
BLOOD DRIVE
The next blood drive is Sunday, March Yd at the
Deerfield Park District Community Center, 836 Jewett
Park Drive, between 8:00 a.m. and 1:00 p.m. No
appointment is necessary.
YOUTH NEWS
SENIOR CALL
Last fall, District #109 Middle School students took
the Search Institute Attitudes and Behaviors
Survey. (the Search Institute is a Minneapolis
based group specializing in research and resources
necessary to promote healthy development in
youth).
What kids really need are adults who care. The
Search Institute has identified 40 development
assets (indicators of psychological well being) that
are building blocks of healthy development. The
asset framework integrates and synthesizes the
factors that either protect youth against health -
compromising choices or promote their healthy
development. There is documented proof that these
assets are powerful ideas for positive change.
Building assets is not a quick fix. It takes time and
commitment from individuals and communities.
The National Family Partnership of Deerfield
(NFP), which represents nearly every segment of
our community, is embarking on a program by
which the whole community can share in helping
our children develop these assets. Asset building is
an ongoing process. The more assets a young
person has, the better.
All young people need assets. Throughout the year,
NFP will identify a "Developmental Asset to
Explore." The goal is to place extra emphasis on
one particular asset at a time, with the effects
accumulating over the course of the year. Everyone
can build assets. Building assets requires consistent
messages across our community. Please join us by
looking within your sphere of influence and finding
ways to point out or demonstrate to the youth of our
community the importance of each of these assets.
Relationships are critical to the process. In
addition to home and school, governmental entities
such as the police, park district, fire department,
library and Village will participate by recognizing
and demonstrating the importance of developmental
assets during their daily interaction with the young
people of the community. We are asking the
businesses and merchants in and around Deerfield
to show their support for this program by displaying
signs and developing ways in which they can
reinforce the importance of sending a strong,
consistent message within their setting.

West Deerfield Township is promoting a program
for seniors, Senior Call, which provides for a daily
call from the township office to homebound senior
residents. This friendly call confirms that the senior
is well and is a comfort to anyone feeling isolated
or alone. For additional information, please call the
township office at 945-0614.
WATER BILLS
You are billed quarterly for water, sewer and refuse.
Bills are mailed on or before the 10`h of the month
and are due on or before the first day of the
following month. The penalty for late payment is
10% of the total bill. If you don't know your billing
cycle, callus and we'll give you the dates. Then, if
your bill gets lost in the mail, you will know when
it is due and be able to avoid a penalty.
There's a depository on the south side of the
Village Hall where you can put your bill and
payment if the Hall is closed.
CHOICE OF GAS SUPPLIER
Residents now have a chance to participate in
Customer Select, a Nicor Gas program that gives all
customers the opportunity to choose their natural
gas supplier. By participating, you decide who your
natural gas provider is and what services you'll get.
And you may be able to save money. Today, Nicor
Gas purchases natural gas and delivers it to your
home or business. Under Customer Select, you
purchase natural gas from a different supplier, and
Nicor Gas delivers the gas to you, just at they
always have.
Customer Select is voluntary, so the choice is yours.
If you choose not to participate, do nothing and
Nicor Gas will continue to purchase gas for you.

INFORMATION ON USING THE 9-1-1- SYSTEM
Calling 9-1-1 is the quickest method to report an
emergency. However, if you hang up before an
emergency telecommunicator is able to answer the call,
your response will be delayed. When you dial 9-1-1,
remain on the line until an operator answers. It takes a
few seconds for the call to be connected. The call
setup time is the lapse between dialing the last digit
and when the ringing begins. This is not unique to
Deerfield but rather a national occurrence. The setup
time can last between seven and twelve seconds.
This short delay may seem frustrating, however, 9-1-1
is still the best way to obtain a police, fire or medical
emergency response. Calling 9-1-1 is a rapid
connection despite the call setup time.
Telecommunicators are on duty 24 hours a day to
answer. If you are concerned about this slight delay,
dial 9-1-1 to check the connection and verify that your
correct name, address and phone number are entered
into the database. Callers should remain on the line
until the call is answered and immediately tell the
telecommunicator that they are testing the 9-1-1
service.
Be aware that if you abandon your call (hang up)
before the dispatch center answers, it is our policy to
call you back to determine if assistance is needed at
your residence. If no one answers your phone, an
officer will be dispatched to check on your well being.

SENIOR ASSISTANCE
Senior residents who are at least 62 years old, maintain
an independent household and meet certain income
limits may be eligible for financial assistance under the
1 Village's Senior Housing Subsidy Program
�1 administered by the Human Relations Commission.

This time of year brings a flurry of
home improvements, most of which
require a building permit from the
Village. They are required to assure that work will be
completed safely and in compliance with all Village
codes. Remodeling and construction projects such as:
room additions, electrical and plumbing work, fences,
fireplaces and decks, roofing, siding, sewer repairs,
pools and driveways all require a permit. Play it safe
and call the Building Department at 945-5000 before
you begin work.
Every effort is made to issue a building permit within
four weeks of receiving an application. However,
during the heavy construction season, it may take
longer. And, please remember that contractors are
not allowed to put their business signs in your front
yard while doing work on your property.
SEWER BACK-UPS
Our records indicate that 70% of the sewer backup
calls the Village receives are the result of roots in the
homeowners' sewer lines. This typically affects homes
that are more than 30 years old, have mature trees in
the front yard and have sewer lines that haven't been
cleaned in several years. There is always confusion
over who is responsible for the utility lines. By
ordinance, the Village operates and maintains the main
sewer that passes by your house. The individual
service lines from the house to the main are the
responsibility of the homeowner.
You may want to consider calling a plumber to clean
your sewer service line to prevent sewer backups.
However, if you experience a sanitary sewer back-up,
please contact the Village before you call a plumber.
During normal working hours (weekdays from 7:00
A.M. to 3:30 P.M.), call the Public Works Department
at 317-7245. After hours, call the Police Department at
945-8636. We will dispatch a crew to check the
Village's lines to make sure they are free and clear, and
advise you whether or not a plumber is required.
CENTENNIAL PLANS
In April 2003, the Village will celebrate its 100th
anniversary as an incorporated Village. Initial
planning is underway to get organized for this event. If
you are interested in helping to plan that celebration,
please contact the Village Manager's office at 945-
5000.
SAFETY COUNCIL
MEETING SCHEDULE
(Fifth article in a series describing the various volunteer boards &
commissions which advise the Mayor and Board of Trustees)
The Safety Council consists of seven residents who
review and make recommendations to the Village
Board on safety issues within the community. The
group deals almost exclusively with traffic related
matters such as the placement of stop signs and speed
control measures.
Members are appointed for three years and meet at
7:30 p.m. on the second Tuesday of every month.
SPRING CLEAN UP
Residents are reminded of the importance of
maintaining their property and avoiding problems for
their neighbors. One recurring problem relates to those
who do not secure their refuse containers and recycling
bins.
Please be careful to keep lids on garbage cans and to
fasten down recycling materials at the curb.
ADDRESS THE PROBLEM
Have you ever driven through a neighborhood at night
looking for an address? Imagine doing it in an
emergency situation when every second is critical.
Police and fire personnel too often experience this
problem due to the fact that residents do not clearly
display their addresses.
Please take time to display house numbers (at least 4"
in height) in a conspicuous place. Precious seconds
spent searching for an address can make a difference!
