HISTORICAL SOCIETY FALL FESTIVAL COMMONS OPEN HOUSE
Sunday, September 12th, the Deerfield Area
Historical Society will hold its Annual Fall Festival.
This should be a special celebration in that DAHS is
celebrating its 25th anniversary year. The festivities
(from noon until 6:00 P.M.) will include food,
entertainment and craft demonstrations at the
Historical Center located at the corner of Deerfield
Road and Kipling Place. This is a great way for the
entire family to spend a Sunday afternoon.
Don't forget! The Historic Village is open for tours
from 2-4 P.M. every Sunday from June through
September.
The Deerfield Commons Association will hold its
third annual Fall Open House from noon to 3:00 P.M.
on Sunday, September 19th. There will be a mini -
sidewalk sale, food, music and other entertainment.
As part of the event, the Village will sponsor the Big
Band Sound of Deerfield at the Village Plaza. Since
the Bears have a bye that Sunday, plan to attend.
KID ALERT: School is open so drivers should watch
carefully for little children walking to and from
school.
RECYCLING KUDOS
STORMWATER MANAGEMENT
A recent newspaper article on the problems of solid
waste included the following statement: "Deerfield
has one of the most advanced curbside recycling
programs in the country." It also highlighted that we
have one of the highest recycling participation rates
in the Chicago area.
Keep up the good work! Although it's
a constant struggle to find markets for
recyclables, we'll do our best to divert
as much of the waste stream from the
landfill as possible. It all starts with
you!
Reminders!!!
- Do not put your refuse or recyclables at the
curb before 6 P.M. of the day before the
collection, and remove the empty containers
as soon as possible after the material has been
collected.
- Scavenger service will be one day later than
usual the week of September Sth due to the
Labor Day holiday.
- Landscaping experts say it is best to leave grass
clippings on the lawn since they serve as a
natural fertilizer.
- Bundled brush is collected each Tuesday. The
bundles can not be more than 4' in length and
30" in circumference.

It appears that 1993 will go down as one of the
wettest years on record. While the bad weather no
doubt spoiled a lot of family outings, it provided the
Village with an opportunity to measure the progress
of our Stormwater Management Program. We are
pleased to report that both our storm and sanitary
sewer systems are operating very efficiently. Capital
improvements made over the past seven years have
paid high dividends in the form of very few sewer
backups during heavy rainstorms. Some of you may
not know that Deerfield, unlike most of our
neighboring communities, operates its own
wastewater treatment plant. Improvements to that
facility and the system in general have resolved most
of the problems experienced in the past.
At the same time, the Village has played an active
role in the Lake County Stormwater Management
Program. This involves a concerted effort by Lake
County municipalities to address flooding problems
on a regional basis. Since Deerfield is a
"downstream" community, what happens north of us
is extremely important. Mayor Bernard Forrest
serves on the Lake County Stormwater Management
Commission and Trustee Vern Swanson is Chairman
of the Technical Advisory Committee.
MUDFEST 93
Guess what's coming? Mudfest 1993. Join hundreds
of other Deerfield teens as they enjoy a day of team
competition, food, celebration, fun and MUD!
Ready to get dirty? Here are the details:

register at the Deerfield Police Station by Friday,
September 3rd or at Deerfield High School by
Wednesday, September 8th.

purchase, great stuff to watch....

Deerfield has a new Chief of Police
I would like to take this opportunity to share with you some of my personal values and the basic values that drive your Police
Department.
I and my officers understand that we are accountable to you and the Village Board, our source of authority. Our goal is to
remain sensitive to human needs and we strive to treat each person with respect, compassion and dignity. We pride ourselves
in approaching each call for service as a unique situation and respond creatively with empathy and prudent use of discretion.
We look for new ways to enhance your safety and to create a feeling of security for each resident. Finally, we aim at fostering
a quality work environment that encourages open communication and affords trust, respect and support for each member.
I wish to express my thanks to the Mayor, Board of Trustees and the Village Manager for providing the Department with the
resources that make the Deerfield Police Department a first class organization. I also wish to thank our Police
Commissioners Arthur Rollin, Arnold Silberman and Norm Swalgren for their dedicated efforts in the selection and
•promotion of personnel. And finally, to the members of the Deerfield Police Department I say, I am proud to be one of you.

Traffic, Traffic, Traffic
During peak traffic times thousands of vehicles use arterial streets in Deerfield. Traffic light violations and improper turns
only add to the congestion and the disproportionate amount of accidents that we receive on these streets.
Drivers that continue through the intersection after the red light is illuminated endanger themselves as well as other drivers.
Before you turn left at an intersection or into a business driveway, make sure you have an open lane of traffic to turn into.
Hundreds of cars can be blocked by a motorist who attempts a left turn but doesn't have the space to complete the turn. This
adds congestion to already heavily used streets.
By now you have probably seen our display board mounted on a police car. The sign provides a large visual display of the
oncoming cars speed. We will continue to place the display board around town to inform drivers of their speed and ask for
voluntary compliance. Can you think of an area where we can put the display board to good use? Give us a call and let us
know. Remember the speed limit for a residential street in Deerfield is 25 M.P.H. unless otherwise posted.
SCHOOL IS OPEN and we are once again asking motorists to exercise extra caution when driving in and around school
zones. We also wanted to take a moment to refresh everyone's memory on when to stop for a school bus that is loading or
unloading passengers. A warning will be given at least 100 feet in advance of a stop. The bus driver will flash amber and
red lights on the front and rear of the bus. The stop signal arm will be extended after the bus has come to a complete stop.
You must then come to a complete stop. You may proceed when the school bus resumes motion or the bus driver signals you
to do so. You may also proceed when the flashing lights are turned off and the stop signal arm is no longer extended.
The traffic on a two lane roadway must stop for a school bus that is loading or unloading passengers. When traveling on a
roadway with four or more lanes of traffic the driver traveling in the same direction as the stopped school bus is required to
stop.

Here is the latest on various projects underway in Deerfield:
Waukegan Road Streetscane
We know that this project has caused an inconvenience for both motorists and pedestrians, and for that we
apologize. The sidewalk portion of the work should be completed by the end of September. Then, Waukegan
Road from Orchard Street to Osterman Avenue will be resurfaced.
Sara Lee Pronert
Optima, Inc. has scheduled a public hearing before the plan commission on October 14th. They are proposing
a multi -family development consisting of one, two and three bedroom units. There will be considerable
discussion on this proposal prior to any final decision. As always, public comment is welcome.
Metra Station
It now appears that METRA will not begin commuter service from its new Lake Cook Road site until next Spring.
A temporary station will be constructed with 500 parking spaces. The permanent facility will be built after the
Cook County Highway Department constructs an underpass at the railroad tracks on Lake Cook Road.
Lake Cook Retention Basin
The end is in sight! The U.S. Army Corps of Engineers advises that it should complete the retention basin at the
southwest corner of Lake Cook and Pfingsten Roads by November 1st. This facility, in conjunction with the
basin on Duffy Lane in Bannockburn, will provide additional flooding protection for homes along the West Fork.
