Vol. 8, No. 4 - Aug 1987Q%J;M1M6,41 W 1 � KISSING ZONE August,1987 Vol. 8 No. 4 REDUCTION IN 1987 TAX LEVY Each year, all local governmental units must pass a Tax Levy, which advises the County of the amount of property tax revenue each unit needs for the subsequent year. The County then combines all of the individual levies and sends out one property tax bill to you. Surprisingly, many people believe that the entire tax bill is paid to the Village. This definitely is NOT the case.... the Village of Deerfield actually receives only about 10% of your total real estate taxes. Now for the good news! For the third year in succession, the Village's tax levy will be lower than the previous year. Before you get too excited, however, remember that • this reduction will affect only our 10%, but it's another step in the right direction! FLOOD RELIEF PROJECTS: All indications are that bids will be taken late this year for the proposed water reten- tion basin at Duffy Lane and the Tollway. Construction should then'start in the Spring of 1988. This is one of two major reservoirs planned for the Deerfield area. The other basin will be located on the Gun Club property (southwest corner of Lake -Cook and Pfingsten Roads, which was recently vacated by the Northbrook Sports Club.(the silence is deafening!). The Duffy Lane facility (which is formally known as "Structure 27") is scheduled for completion in September of 1989, and the Lake -Cook reservoir (Structure 29A), one year later. Stormwater will flow from'the creek into the .basins during heavy rains and it will be re- tained there until it can be pumped back into capacity is what caused the severe flooding we the creek. The lack of this storage experienced in July of 1982. Since this is -a Federal project which will be built by the Army Corps of Engineers, final approval and funding must come from Washington. We will continue to work with our Congressional representatives in hope of expediting the project. SOMETHING NEW HAS BEEN ADDED!!! Since the first issue of D-TALES, back in July of 1980, we've made a few changes. In 1984, we switched from four issues a year to six, and we've added some special feat- ures from time to time. Now, we're making a big change! With this issue, we're add- ing two full pages from the Police Depart- ment. The new addition will be edited by Officer Eric Lundahl and will be devoted exclusive- ly to information from the Police Depart- ment. We hope you'll find this of interest and that it will be helpful to you. The object is to inform you and to answer your questions before you ask them. As always, we're open to suggestions so if there's something you feel should be covered, let us know. WHAT'S HAPPENING? On September 6th, we'll be having our next blood drive. Since blood is in such short supply, you're REALLY needed! Think of it as helping to save a life. You can call for an appointment - 948-5784 or 298-9660, or if you prefer, just show up at the Com- munity Center on Sunday morning. It only takes about 30 minutes to be a Lifesaver. On September 13th, you'll want to join in the fun at the Historical Society's Twelfth Annual Fall Festival, at the Historic Vil- lage on Deerfield Road at Kipling Place. It starts at noon and goes until 5:00 P.M., with food, entertainment, food, crafts, tours, and more food. This is family fun, so bring the kids and enjoy! This is an early reminder... North Suburban Mass Transit District (NORTRAN) will hold its Board meeting in our Village Hall'on Tuesday, November 24th, beginning at 8:00 P.M. Once a year, NORTRAN meets in each of the member communities to hear public comments, questions, complaints and suggestions from residents..... here's your chance to talk transportation! ONE DEERFIELD PLACE is now taking appli- cations for Senior Housing. Call 945-3661 and talk to Ken Guth! SUBSIDIZED CAB SERVICE If you are 65 or over, or if you're handi- • capped, you're eligible for the subsidized cab service. Here's all you have to do: If you're a Senior, over 65: Get your RTA card from the Township office (you'll need a photo 112" x 1#", and proof of your age). If you're handicapped, get a form from the Township office, complete it and mail it to the State office. When you've received your card, come to the Village Hall where we'll stamp it again and give you all of the information on the cab service, including trip tickets. Briefly, this will entitle you to a fare of only 50Q anywhere within the Village limits, plus other reduced fares to other destinations. This is a good program, designed just for Senior Citizens and/or handicapped persons. If you qualify, why not take advantage of it? REMINDER The Les Turner ALS Foundation is collecting • music items for their Tenth Annual Mammoth Music Mart. They're looking for new and/or used records, instruments, stereo and video equipment, cassettes, tapes.... whatever, to be sold at Old Orchard from October 14th to 19th. The money raised supports research into amyotrophic lateral sclerosis... which we know as Lou Gehrig's disease. If you have items to donate, you can take them to the Fire Station or to Rose Records any time until September 30th. For very large items, call 679-3311 for a free home pick-up. EAST IS EAST AND ...... Now we have a new map to show you where west is! Standard Printing Service, Inc., has completed a new base map of the Village and surrounding areas - which is the first in-depth revision of our Village map in years and years. They are printing the maps now and we'll soon have a.supply on hand. Best news of all.... there will be NO CHARGE for the maps! Stand- ard Printing is doing this as a community ser- vice and we really appreciate their generosit* Halloween will be celebrated in Deerfield on October 31st. We don't set hours for trick or treating but we do strongly urge that you do so for your children. Small children - in fact, nobody - should have to walk in the street to avoid things on the sidewalks. Be a GOOD neighbor by maintaining your park- way attractively... and trim those overhang- ing bushes and trees! WHAT DAY IS THE SCAVENGER COMING? The Deerfield Branch of the American Associa- tion of University Women needs used books for their third annual used book sale in October. Here it is ... you can also stop in the Police Department and get these stickers for each of your phones. The Fire Depart- ment also has emergency stickers. This is a quote from Chapter 95}, Section 6-110 of the Illinois State Statutes: "If the licensee.is less than 17 years of age, the license shall; as a matter of law, be in- valid for the operation of any motor vehicle during any time such licensee is prohibited from being on any street or highway under the provisions of "An Act relating to a curfew for certain chidren' ". That means just what it says ... your 16 year old's driver's license is NOT VALID after curfew. We have a hunch this is not widely known since we checked with a parent and a 16 year old driver and neither knew about -this provision of the law. The exceptions to the curfew regulations are: ..."unless accompanied and supervised by a parent, legal guardian or other respon'sible companion at least 21 years of age approved by a parent or legal guardian or unless en- gaged in a business or occupation which the laws of this State authorize a person less than 18 years of age to perform." The exceptions do NOT extend to cover 16 year old drivers. Better have a family discussion about this one! SCHOOL DAYS, SCHOOL DAYS.. . The kids will be rushing off in all directions soon after you read this ... it's not that they are anxious to get to school (in most cases), but that they've forgotten all they ever learned about looking both ways before cross- ing streets. Watch out for them - on bikes, on foot or whatever! In a week or two, they'll settle down but don't you! NEW VOTER REGISTRATION CARDS To get your new blue registration card, you need to re -register to vote. Ewentually, everyone will have to have the new card. You can beat the rush by visiting the Township office, 858 Waukegan Road, Monday thru Friday between 8:30 A.M. and noon or from 1:00 P.M. to 4:15 P.M. You'll need two I.D.'s and proof of your current address. NOTE: I.f. you'll be 18 years old before Novem- ber 3rd, you may reigister up to 28 days before November 3rd. You'll also need two I.D.'s and proof of your current address. Address It's been a year since we gave you the latest scoop on the Lake -Cook Road improvements, so here's an update: PFINGSTEN ROAD EXTENSION Work is proceeding on the extension of Pfing- sten Road north of Lake -Cook Road to an even- tual connection with Kates Road, south of Sara Lee. This project involves extending the bridge at Lake -Cook and Pfingsten Roads and a new overpass at the railroad tracks (south of the water tower). It's expected that the new road will be open to proper- ties in the Brickyards by late this year.. and connected to Kates Road by early next Spring. This is being funded through a combination of tax increment financing, developers' contributions and Cook County Highway De- partment funds. This improvement should be of significant help in alleviating the traffic problems at the Waukegan/Lake-Cook intersection. WANTED: ELECTION JUDGES!!! Robert York UNDERPASS ON LAKE -COOK ROAD • Another major project which is still being planned is the Lake -Cook Road underpass at the Milwaukee Railroad tracks. This is a Cook County Highway Department im- provement which is scheduled to begin in 1988 and will take almost two years to com- plete. Before the project begins, the. County must resolve some rights -of -way prob- lems and satisfy the Village as to handling the traffic problems during construction. LAKE -COOK ROAD INTERCHANGE As you've probably heard by now, tollway ramps to and from the south have been approved at Lake -Cook Road. Construction is scheduled to start next summer, for completion in 1989. This should remove traffic from residential streets since motorists will be able to enter and exit at this new interchange. The Manpower Commission is always looking for residents who'd like to volunteer to serve on the various advisory Boards and Commissions. The police can't be everywhere at once, but ou and your neighbors can. You're the one's who really know hat's going on in the neighborhood. ut that neighborhood know-how to work. It's simple: just se your eyes and your ears -and then your telephone. If you pot something suspicious, call the police. Don't try to top a criminal yourself -it can be dangerous. `hat should you do when a crime occurs? Follow this rule: if you see something suspicious, call the police fast ... so the police can act fast. The longer you wait the harder it is to catch a criminal. Remember the emergency number is 945-2131... For non emergencies call 945-8636... HOME SAFETY QUIZ 1. Are your home and garage doors always locked? 2. Are ground floor windows always closed and locked when no one's home? 3. Are spare keys never hidden outside the home (such as under the mat)? Did you know that almost 50% of burglars get in through unlocked doors and windows. Buy deadbolt locks for doors and use them! 4. Are doors made of metal or solid wood construction? 5. Can door locks be manipulated by breaking glass or door panels to reach inside? Can locks be reached through a mail slot, delivery port or pet entrance? 6. If there are no windows in the doors, are there wide angle viewers or voice intercommunications devices? o 7. Are there adequate locks on all screen or storm doors? 8. If any of these doors are sliding glass doors, is the sliding panel secured from being lifted out of the track? Here are two ways to secure a sliding glass door to prevent it from being lifted out. Does your porch or landscaping offer concealment from view from the street or a public area? 12. Is a rigid wooden dowel placed in a track or a key operated auxiliary lock used on a sliding glass door? IF YOU ANSWERED NO TO ANY OF THESE QUESTIONS PLEASE TAKE THE TIME TO MAKE THE NECESSARY IMPROVEMENTS. Is your home properly numbered? Remember that if the police or fire departments can't find you they can't help you. We suggest your home have... 1. 3" numbers or larger, visible from the street. 2.
