Vol. 1, No. 2 - Oct 1980KISSING ZONE October, 1980 Vol. 1 No.2 VEHICLE STICKERS AND DOG LICENSES This is the year of the big change in requirements for vehicle stickers - and we want to be absolutely certain that everyone is aware of the changes. Please read this carefully! ALL vehicle stickers must be displayed on or before January 1, 1981. This means EVERY vehicle... mopeds, motorcycles, trucks, college students' cars... every vehicle which is registered in the Village of Deerfield. Failure to purchase and display the sticker by that date will not only subject you to the possibility of a $25.00 fine but will also in- crease the cost of the sticker by 50%. In other words, your $20.00 sticker will cost you $30.00 on and after January 2nd - and you may also get a $25.00 ticket. VEHICLE•sticker applications will be sent to you by mail in plenty of time. They will be done on the computer this year and will show the information on file from last year. If you have changed cars or no longer have the vehicle in question, please note that inform- ation on the form and return it to us. Otherwise, sit right down and complete the form', Iand send or bring it in to the Village Hall. You need not have your new State license to apply for a Village sticker. DOGS must be licensed on or before January 1st, which is no different from past years. Not everyone complies with this requirement because of confusion regarding the rabies in- oculation. The rabies shot is good for one full year (or three, if your dog has a three year inoculation), so everyone has a valid rabies inoculation on January 1st. The fee for the dog license is $5.00. CATS must have rabies inoculations but -are not required to have a Village license. Both dogs and cats, however, MUST have a Lake County rabies tag. This costs $1.00 per year - and we have these available at the Village Hall for your convenience or you can mail the forms to the Lake County Health Department with your check and they will send you the tag. Dogs end up with three tags, cats with two. THE VILLAGE HALL WILL BE OPEN FOR THE SALE OF VEHICLE AND DOG LICENSES ON SATURDAY, November 1st, FROM 8:00 A.M. to NOON!!! DEPOSITORY Did you.know that there is a depository on the south side of the Village Hall? If you can't get to the Village Hall during office hours - Monday through Friday, 8:00 A.M. to 4:30 P.M. - just put your water bill or sticker applications with your check into the depository. We have found that there are many residents who are unaware of this con- venience and make unnecessary trips in to pay a bill. Also, for your convenience, Building Department forms have been placed in the Police lobby. If you need building permit forms, you may now pick them up during the evening or on week -ends. VOTER'S INFORMATION OPTIMISTICALLY SPEAKING... The November 4th election is NOT a Village election, so any questions you may have in regard to this should be directed to the Township Office, at 945-8317• ; To be eligible 1' . A f o 2. 18 3. A' United States citizen. to vote, you must be: resident of your precinct r at least 30 days; years of age or more; and The LAST day to register is October 6th. The Township Office will be open during regular office hours. They will also be open on Friday, October 3rd, from 7:00 P.M. to 9:00•P.M., and on Saturday, the 4th, from 9:00 A.M. to noon. Applications for absentee ballots are avail- able at the .Township until October 29th, but after that, you can..vote absentee in Waukegan. at the Clerk's office, until November..3rd. .. Check your registration card for -your pre- cinct number. VILLAGE, CLERK REFERENDUM Based on a study and report from the League of Women Voters, the Mayor -and -Board adopted a Resolution in July calling for a referen- dum on the question: "Shall Section 2-50 of the Village of Deerfield Municipal Code of 1975 be amended to read 'The Village Clerk shall be appointed by the Mayor and Board of Trustees, voting jointly, for an indefinite term and,until a successor is appointed and qualifies'." The referendum will be -held in conjunction with the General Election on November 4th. The League recommends a YES vote on R this proposition.' If you would like to read their report on this subject, it is available at the Village Hall. The Deerfield Optimist Club will be selling Christmas trees in Jewett Park, starting on November 28th. On September 6th, Mayor Forrest and the Board of Trustees hosted the fourth annual dinner for -the Public -Works personnel, including all spouses, to show their appreciation for this incredible safety record ... and we're looking forward to the fifth! The Department received an award from our insurance company, Employers Insurance.of Wausau, for "exceptional achievement in a cident prevention." CABLE TV UPDATE Nine firms have submitted proposals for bringing cable television to Deerfield. Our CATV Committee is very pleased with the qual- ity of the proposals received. The Committee hopes to make a. recommendation to the Board in early November for awarding the franchise. if all goes well, cable TV service should be available to residents by the Fall of 1981. GHOSTS AND GOBLINS AND WITCHES... Mayor Forrest has announced that Hallowe'en will be observed on October 31st.. While —we do not specify hours for trick or treating, we urge parents to take every precaution for the protection of the children. As usual, treats will be distributed at the Police and Fire stations. Remember: Have our children wear clothing 9 which reflects light.... keep them out of the streets:...and check their booty before they eat any of it. This is a night strictly for fun ... but be vigilant! BOARD OF ZONING APPEALS Upon request, the Board of Zoning Appeals holds public hearings to consider varia- from the Zoning Ordinance.. Some ex- p es are side, front and rear yard re- quirements; location of accessory buildings; or percentage of lot coverage. Legal notices for public hearings are•placed• in the newspaper, not more than thirty nor less than fifteen,days prior to the hearing date.. The petitioner must notify all pro- perty owners within 250' of the subject pro- perty so that they are aware of the varia- tion being sought and.may appear in favor or opposition. The BZA hears the petition and makes its recommendation to the Mayor and Board. All recommendations must be'based on hardship -or practical difficulty and must be fully documented. Hearing fee is $125.00. The BZA also hears appeals from deci.sions of the Director of Building and Zoning; and -i-t functions independently for requests dealing with signs and fences. Richard T. THE FALLING LEAVES... Public Works will still pick up leaves this year. The Mayor and Board are considering' phasing out this service`when we are not able to repair the leaf machines any longer. If you would like to help the Village econo- mize, bag your leaves and put them at the curb for 'the scavenger. This is included in the cost of refuse pick-up. We will pick up leaves from the parkway (NOT in the street). Rake your leaves into piles and keep them out of the street. We can not emphasize too strongly the danger to child- ren who play in piles of leaves which are in the street. Also, this clogs the sewers.... and that causes flooding during heavy rains. 11 do our best to get all of the leaves cked up before the snow flies but we can't give you a schedule. It all depends on how and where the leaves fall. VILLAGE BOARD MEETING HIGHLIGHTS... Since the last issue of D-Tales, the Village Board: - held a public hearing on the Request for Proposal for Cable Television. - contracted with Richard A. Miller and Associates to design an intersection im- provement at Osterman Avenue and Waukegan Road. authorized an agreement with the Township for funding a Youth Worker under the Fed- eral Revenue -Sharing Program. - awarded a bid for street resurfacing in the amount of $42,642. reaffirmed the guidelines used by the - Safety Council to determine the need for stop signs at various intersections. approved ordinances relating to proposed expansion of•the Knaak building (Ford Pharmacy). authorizeda contract with an.independent consultant for a study of the -entire Deerfield water system. approved an agreement with the Village of Bannockburn -for connecting a portion of its residential area to our Wastewater Treatment Facility. - reviewed, with the -developer, plans for the annexation and zoning of the 6.8 acre Vecchione property. approved an.agreement with the State of Illinois for the installation of traffic signals on Lake -Cook -Road at the entrance to Lake -Cook Plaza. - accepted a position paper from the Village Center Development Commission reporting their progr:.ess on a final decision regard- ing "Action Avenue". - authorized the VCDC to hire a traffic con- sultant to work with them in resolving traffic problems in the downtown area. - approved -the final development plan.and related ordinances for the 98 unit Senior: Citizen Housing Development. - awarded bids to demolish buildings on the site for Senior Citizen Housing. - awarded a five year contract to Theta Systems, Inc., for residential. scavenger service: NEW SCAVENGER M Deerfield has a new scavenger company for residential service. Theta Systems, Inc., • • has been awarded a five year contract by the Village Board. The lowest of three pro- • posals received, Theta will continue back door service as we currently know it. • • Beginning October 1st, ALL residents will have their garbage collected on Wednesdays • and Saturdays. New monthly rates - which will be reflected on your quarterly water • • bill - are $7.38 for twice -a -week pick-up and $3.35 for once -a -week service. (Once -a- • • week pick-up is limited to those families with three or less people.) These rates re- • • present a portion of the costs for scavenger service. The balance is collected through • 0 the real estate tax bill, which allows for an annual deduction from Federal Income tax. • • • In awarding the bid to Theta, the Village has made provisions for optional curb service • • at some future time. This would allow additional savings to residents who choose to • • place garbage and refuse at the curb. The Village Board will examine this further and • make a final decision by Spring.
