RESOLUTION NO. R-15-21
RESOLUTION URGING ILLINOIS STATE LEADERS TO RELEASE NON -GENERAL
FUND REVENUES PAYABLE TO LOCAL GOVERNMENTS
WHEREAS, the State of Illinois has been operating without a Fiscal Year 2016 state
budget since July 1, 2015; and
WHEREAS, the absence of a budget has resulted in the state withholding over $150
million in revenue owed to municipal governments for lack of appropriation authority; and
WHEREAS, critical local services, such as road construction, maintenance, and repair
will remain underfunded until state leaders take action to release local Motor Fuel Tax Funds to
municipalities; and
WHEREAS, many municipalities rely on state distributions of local revenue to fund
their 9-1-1 service centers and, without these funds, the effectiveness of emergency services to
reach citizens will be in peril; and
WHEREAS, municipal budgets and basic services will be negatively impacted without
the release of the local Use Tax
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
that we call upon the Governor and General Assembly to take action to immediately release all

non -general fund revenues owed to local governments. These funds include revenues from the
Motor Fuel Tax, Wireless Service Emergency Fund, and Use Tax;
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the
Governor, Senate President, Senate Minority Leader, House Speaker, House Minority Leader,
and the Illinois Municipal League.

Thank you for sending me a copy of your resolution relative to the ongoing state budget impasse and its
impact on the services that cities and villages across Illinois, including Deerfield, provide countless residents.
In May, the General Assembly approved a spending plan that provided local governments the funding they are
owed through the motor fuel iax, use tax. 9-1-1 services and gaming fees. Governor Rauner decided to veto
the measure in its entirety. However, the Governor could have approved this critical funding for local
governments by signing the bill, or he could have retained the funding by rising his authority to eliminate or
reduce specific line -items in the bill he opposed,, as provided by Article IV, Section 9, Subsection (d), of the
Illinois Constitution, which states:
The Governor may reduce or veto any item of appropriations in a bill presented to
him. Portions of a bill not reduced or vetoed shall become law.... If a reduced item
is not so restored, it shall become law in the reduced amount.
Though it is clear the Governor understands the authority given to him under the Constitution when he used
his line -item veto power to remove specific items from another budget bill while allowing other items — such
as billions of dollars in road projects across the state — to become law, the House has taken steps to ensure
local governments receive the funding they are owed. On December 2, the House ap roved. Senate Bill_ 2039;
which would appropriate more than $1 billion through non -general revenue funds for local governments' share
of motor fuel tax, use tax and gaming revenue, and funding for 9-1-1 services.
While House passage of this legislation is an important step forward, much work remains to address the state's
most important responsibility: passing and implementing a full state budget for Fiscal Year 2016. Failure to
pass a budget that takes a balanced approach will continue to negatively impact middle-class and struggling
families, elderly residents and children in every community in Illinois. I will continue working in moderation
to pass a budget with a balanced approach that includes spending reductions and funds the state's priorities
without devastating programs that our families depend on,
