New Mayor Dan Shapiro
Hello, Deerfield!
For those who do not
know me, I’m Dan Shapiro.
I am a husband, father of
two, practicing attorney,
and, as of May 3, your new
Mayor.
I’ve served on numerous Village boards and
commissions, including three years as Plan
Commission Chairman and six years as a
Trustee on the Village Board.
We are more than one year into the Covid-19
pandemic, and I look forward to working with
residents, businesses and community groups
to face the challenges still ahead of us to come
back stronger and more resilient than before.
Please continue to shop local to support
our businesses and keep your dollars in our
Village.
As a Village, we need to maintain our fiscal
strength while at the same time maintaining
our superior services during this pandemic.
We need to keep a close eye on our budget and
expenditures, especially for the next couple of
years, and exercise fiscal responsibility.
I describe my leadership style as “mean what
you say, and say what you mean.” I promise
to continue an open, honest and transparent
government with my example coming from
the top.
Success does not necessarily come from a
single individual’s actions. Rather it comes
from the actions of a team. The Village is
fortunate to have an extraordinary staff and
committed advisory board and commission
members that allow us to make sound policy
decisions. As such, my success is intertwined
with the Village’s success as a whole. If I can
build upon the wonderful accomplishments

Dear Deerfield,
It has been my greatest honor
to serve as your Mayor these
past 12 years, and as Trustee
the 24 years before that. I
appreciate the trust you have
placed in me, and hope I have
lived up to my promises of transparency,
honesty, fiduciary responsibility, and
continuation of the many municipal services
we all so much enjoy.
My family has benefitted greatly from
our many years as Deerfield residents,
our great schools and parks, our friendly
neighborhoods, and of course the efficient
workings of our municipal government. It is
up to all of us to make certain that Deerfield
remains the safe, vibrant, inclusive village it
long has been.
Together we have accomplished a great
deal throughout this most difficult time
of pandemic. We have come together as a
community that helps those in need and
faces the virus with what we have accepted
to be best practices. If we continue in this
manner, we most surely will continue to move
forward. Do it for Deerfield!
A sincere thank you to my fellow members
of the Board, who have fulfilled their elected
terms with utmost cooperation and respect.

Elected to Village
Board
Following the local consolidated election
on April 6, 2021, Deerfield congratulates
Trustees Bob Benton, Rebekah Metts-
Childers and Mary Oppenheim on their
elections to the Village Board for four-year
terms.
Robert “Bob” Benton has been a Deerfield
resident since 1965 and has served on
numerous Village boards and commissions
and was re-elected to another term. Trustee
Benton also represents the Village on
the Northwest Municipal Conference
Transportation Committee.
Rebekah Metts-Childers has lived in
Deerfield for 11 years. This is her first term
in office. She has previously served on the
Community Relations Commission and
has worked in corporate communications
for over 20 years.
Mary Oppenheim has been part of the
Deerfield community for 40 years and has
30 years of leadership experience in the
Village. She is a retired landscape architect
who now focuses on art.

Lawn Sprinkling and
Irrigation Regulations
From May 15 through September 15, lawn
sprinkling regulations are in place.
Even numbered addresses may water on
even numbered dates from midnight to
noon and/or from 6 p.m. to midnight.
Odd numbered addresses may water on
odd numbered dates from midnight to
noon and/or from 6 p.m. to midnight. This
applies only to lawn sprinkling.
As a reminder, all irrigation systems are
required to have a backflow prevention
device called a Reduced Pressure Zone
Backflow Preventer (RPZ). This must
be certified annually by a licensed Cross
Connection Device Inspector. This testing
and certification must be completed every
year prior to the system going into service.
The Village has contracted with Backflow
Solutions, Inc. (BSI) to administer the
backflow prevention tracking program.
The annual backflow assembly test report
must be submitted electronically by your
inspector via the BSI Online system at www.
BsiOnline.com.
Residents who have an irrigation system
that they do not use can contact Public
Works to join a lockout device program and
be exempted from the annual RPZ testing
requirement. At the owner’s request, Village
staff will install a specially keyed ‘lockout’
device that prevents the irrigation system
from being turned on. This ensures that
inadvertent contamination of the water
supply cannot occur, satisfying the IEPA’s
regulation and allowing residents to avoid
paying for the annual inspection of a system
they do not use.
To sign up for this program, residents are
required to sign an agreement form along
with an installation fee of $45. There is also
an annual inspection fee of $25 beginning
in the second year and continuing until
the device is removed. This is a low-cost
alternative when compared to the price of
annual RPZ testing.

Coal Tar Pavement
Sealants Prohibited in
Deerfield
The Deerfield Village Board approved
an ordinance in 2018 that bans the use
and sale of coal tar pavement sealants and
regulates the licensing of pavement sealant
professionals.
Pavement sealant professionals are required
to fill out a license application with the
Village and must display a decal on their
vehicles. This license must be renewed
annually in the amount of $100.
Homeowners who sealcoat their own
driveways do not need a license but are
prohibited from using coal-tar-based
sealants. Home Depot and other retailers
do not sell coal tar sealants.

Police Launch Special
concerns Program
The prevalence of autism in the United
States has risen from 1 in 125 children in
2010, to 1 in 59 children in 2020; the need
for awareness, promoting acceptance, and
being more inclusive in everyday life is
critical.
The Deerfield Police Department would
like to take this opportunity to encourage
you to enroll your child in our Special
Concerns Program. We’ve developed
a confidential form to capture helpful
details about your loved one’s autism
spectrum disorder that are only shared with
emergency responders. This form captures
a current photo as well as tips and remedies
you wish to share to insure your child’s
safety in an emergency.

Crime Prevention Tips
for the Summer
Tips for Homeowners :
• Keep doors in your home and cars
closed and locked, including garage
doors. An open door is an invitation.
• Be a good neighbor and alert police
to any unusual activity in your
neighborhood. Plan for vacation by
having your mail and newspapers
stopped or having a neighbor pick
them up. Leave inside lights on timers
to create the impression that your
house is occupied. Be sure to set your
alarm system. Have a lawn service or
neighbor mow your lawn.
• Avoid home improvement scams
and deception burglaries by taking a
proactive approach. Be particularly
alert to anyone in your neighborhood
looking to perform home repair and
asking to gain entry into your home.
Ask to see identification and let
them know you are going to call and
get verification from their company
before allowing them inside. If they are
legitimate, they won’t mind the wait.
Tips for Drivers:
• Do not leave valuables or cash in your
car. If you must leave items in the car,
lock them in the trunk.
• Be alert for children playing in
neighborhoods and residential areas.
• Drive safely and slowly around parks
and playgrounds. More children are
out playing during the summer.
Tips for Parents:
• Provide a list of phone numbers of
neighbors, family and friends that your
child can call in an emergency. Make
sure your child knows how to dial 9-1-
1 and when it is appropriate to do so.
• Know the route your child will take
to and from a given location. Remind
your child never to take a shortcut or
deviate from the agreed-upon route.
• Establish rules for using the internet.
Children should have adult supervision
when online. Make sure your child
knows to never give out personal
information on the internet.
• Require your child to check in with a
parent before leaving the house and
when returning home. Teach your
child that there is safety in numbers
and that it is best to be with a group of
friends when going places without an
adult.
Curfew applies year-
round, including
holidays
The curfew law is applicable to those 17
and under. It is in effect Sunday through
Thursday from 11 p.m. to 6 a.m., and Friday
and Saturday from midnight to 6 a.m.
Drivers under the age of 18 may not operate
a motor vehicle between 10 p.m. and 6 a.m.,
Sunday through Thursday, and between
11 p.m. and 6 a.m., Friday and Saturday.
During allowed driving times, the number
of passengers is limited to one person
under the age of 20, unless the additional
passenger is a sibling, step-sibling, child or
step-child of the driver.
Exemptions in the law allow new drivers to
drive to and from employment or school-
sanctioned activities outside the restricted
times. Underage drivers convicted of
violating the driving curfew may have their
driver’s license suspended.

Bike Safety Tips
There are so many great reasons to ride
your bike: It offers fun, freedom and
exercise, and it’s good for the environment.
We want kids and families to ride their
bikes as much as possible.
Here are a few tips so that you’ll be safe
while you do so:
• Wear a properly-fitted helmet.
Properly-fitted helmets can reduce
the risk of head injuries by at least 45
percent – yet less than half of children
14 and under usually wear a bike
helmet.
• Ride on the sidewalk when you can.
If not, ride in the same direction as
traffic as far on the right-hand side as
possible.
• Use hand signals and follow the rules
of the road. Be predictable by making
sure you ride in a straight line and don’t
swerve between cars.
• Wear bright colors and use lights,
especially when riding at night and
in the morning. Reflectors on your
clothes and bike will help you be seen.
• Ride with your children. Stick together
until you are comfortable that your
kids are ready to ride on their own.

2021 Street
Rehabilitation project
Bids for the Village of Deerfield 2021
Street Rehabilitation Project were accepted
in March and the project was officially
awarded by the Village Board in early April.
Work will begin in May and is anticipated
to be complete by Labor Day. The contract
includes the reconstruction of five streets
within the Village. The following roads
are associated with this year’s project:
Ambleside Drive, Dimmeydale Drive, Elder
Lane, Greenwood Avenue east of Waukegan
Road, and Windcrest Drive. Updates on the
project will be shared on the Village website
under Road Construction Updates in blog
form. You can sign up to receive email and/

Water Meter Head
Replacement Program
The Public Works department began
installing updated Orion radio frequency
water meter heads in 2001. At this time,
many of the meter heads have now reached
the end of their useful lifecycle and need
replacement. In November, the Village
Board approved a plan to replace all
residential and commercial water meter
heads in the Village over the next four years.
Water meters are made up of two separate
parts – the brass water meter body and the
radio frequency meter head. Water flows
through the meter body, which sends the
reading to the meter head using a magnet.
The meter head then transmits the data to
the Village via radio frequency. As part of
the upcoming project, only the meter head
will be replaced.
This year, the work will focus on the
northwest quadrant (north of Deerfield
Road, west of Waukegan Road), which
has the highest concentration of old meter
heads. As part of the competitive bidding
process, the Village hired United Meters
Inc. (UMI) to perform the work.
In early May, residents in the northwest
quadrant will receive a letter from UMI
to schedule an appointment. Residents
will schedule an appointment directly
with UMI, who will dispatch licensed
plumbers to complete the work. All UMI
employees will wear a face mask and follow
social distancing guidelines as part of the
installation.
Depending upon the location of your
water meter, UMI may need to enter
your home to complete the meter head
replacement. Please ensure that the plumber
has direct access to the meter before your
appointment. Replacements are tentatively
scheduled to begin the week of May 10.
The meter head replacement should take
30 minutes or less and your water may
need to be turned off during that time by
the licensed plumbers. Residents owning
an irrigation system deduct meter, will also
benefit from replacement of the irrigation
meter head.

Deerfield Flood
Information
Special Flood Hazard Areas (100-year
floodplain) in the Village of Deerfield are
located near the Middle Fork and West Fork
of the North Branch of the Chicago River.
The eastern portion of Deerfield is in the
Middle Fork watershed, while the western
part of town is in the West Fork watershed.

Information on whether your property is in
the 100-year floodplain can be obtained by
visiting the Engineering Department and
having a staff member help you. Contact the

Flood Safety
The following common-sense guidelines
can help protect you from the dangers of
flooding:
• Do not drive through a flooded area.
More people drown in cars than
anywhere else. Do not drive around
barriers.
• Do not walk through flowing water.
Currents can be deceptive. Six inches of
water can knock you off your feet.
Flood Recommendations
• Stay away from power lines and
electrical wires. If your house is about
to be flooded, turn off the power at the
service box. Electrical current can travel
through water. Electrocution is the
second leading cause of death during
floods.
• Be alert for gas leaks. Turn off the gas to
your house before it floods. If you smell
gas, report it to a Village official or
your gas company. Do not use candles,
lanterns or open flames if you smell
gas or are unsure whether your gas has
been shut off.
• Keep children away from the flood
waters, ditches, culverts and storm
drains. Flood waters can carry items
that have dislodged themselves.
• Clean everything that has been wet.
Flood water will be contaminated with
sewage and other chemicals that pose
severe health threats.
• Look out for animals, especially snakes.
Small animals flooded out of their
homes may seek shelter in yours.
• Do not use gas engines, such as
generators, or charcoal fires indoors
during power outages. Carbon
monoxide exhaust can pose serious
health hazards.

Farmers Market
The Village and the Farmers Market
Committee are looking forward to opening
day of the 27th consecutive Deerfield
Farmers Market season! Come join us on
Park Avenue between Jewett Park Drive and
Hazel Avenue every Saturday morning, June
12 through October 9, from 7 a.m. to 12:30
p.m.
The 2021 Season will require our
continued adaptation to COVID-19
market safety regulations. Although this
is not the traditional Village market we all
long to return to, our continued patience
and compliance with safety rules will
help us return to normalcy in due time.
In accordance with Phase 4 guidelines,
last season’s COVID-19 market safety
regulations will continue to be enforced
in the 2021 season. This season’s rules
will continue to space out vendors, limit
the number of patrons allowed to shop
at one time, require face coverings and
provide increased sanitation. Market staff
will monitor any changes in public health
guidance and will alter the rules when
appropriate.
Opening day for the Farmers Market 2021
season is Saturday, June 12. The 2021
market season will once again be focused
on “health and safety” rather than on our
traditional focus of “food, friends and fun.”
Our 2021 season goal is to present a market
that is dedicated to providing fresh, locally
grown and prepared food in a safe, open-air
shopping experience. Although this will
require the continued suspension of all
traditional social and civic market activities,
as well as the limitation on the number of
vendors, there is still a lot to look forward
to this season. Exciting 2021 market news
includes the introduction of “grab and go”
kids’ activities on select market dates and
the return of all 2020 vendors (except one)!
When visiting the market, patrons should
keep a few rules in mind, including:
• Face coverings must be worn over
the nose and mouth at all times while
attending the market
• Social distance of at least 6 feet should
be maintained between non-household
individuals
• Food & beverage items cannot be
consumed inside market limits
• Dogs are not allowed at the market this
season
We will continue to monitor existing
guidlines from the CDC and make changes
as necessary.

10 Tips to Reduce
Mosquitoes
The South Lake Mosquito Abatement
District offers the following tips to defend
yourself from mosquitoes and the West Nile
Virus.
Every week:
• Tip free-standing containers such as
flowerpots, watering cans and buckets.
• Change the water and clean bird baths.
• Empty water that collects in folds of
tarps
• Position corrugated drain pipes to
ensure drainage or dump out water.
As necessary:
• Clean leaves and debris from gutters.
• Store or recycle old tires.
• Clear debris to allow water to flow
freely from drainage ditches and
culverts.
• Filter or aerate ornamental ponds using
a circulation pump, or stock it with fish.
• Drain or fill-in areas of your yard that
remain wet for more than a week.
• Check windows and screens for holes.

TeenConnect
Deerfield’s TeenConnect program aims to
connect teens who are able to do outside
yard work, including lawn mowing, with
Deerfield residents who need the service.
The TeenConnect list will provide contact
information for Deerfield teens including
the name and phone number of the teen,
days of availability, type of work they are
willing to do and their expected rate of pay.

Do You need A Permit?
Planning a home improvement project?
In most situations, a permit will be
required. Projects that include structural,
mechanical, electrical, plumbing or grading
modifications to your home or property will
most likely require a permit.
When planning a home improvement
project, it is important to factor the permit
process into your project schedule. Permits
are required to ensure that home and
property modifications are constructed in
compliance with all building, zoning and
municipal codes adopted by the Village.
The enforcement of these codes allows the
Village to ensure the integrity and safety of
permitted projects, as well as to maintain the
character of the community.

Village Vehicle Sticker
Registration Beginning
Mid-May
Applications for 2021 vehicle stickers
will be mailed in mid-May. Stickers must
be displayed on all vehicles registered or
garaged in Deerfield by July 1.
Stickers for passenger vehicles cost $30 if
purchased by June 30. After June 30, a 50
percent late penalty is assessed.
The Village offers an online payment
system for vehicle stickers. Visit www.
deerfield.il.us and click the “Pay Online”
button on the website’s homepage. There is
no additional charge for online payment.
Additional vehicle sticker purchasing
options include returning the renewal
application by mail or using the payment
drop box located in the median just south of
Village Hall on Jewett Park Drive. Prior to
making a vehicle sticker purchase at Village
Hall, please note hours are subject to
change due to COVID-19 protocols. Visit
www.deerfield.il.us or call 847.945.5000 to
inquire about current hours of operation.
If you do not receive your application, you
still need to have your stickers by July 1.
Additional applications are available online
or at Village Hall. Remember, the deadline
to display a new 2021 sticker is July 1.

Mayor Shapiro
Announces Garden to
Honor Former Mayor
Rosenthal
To honor her more than 40 years of public
service, a new garden dedicated to former
Mayor Rosenthal will be installed at Village
Hall. Mayor Shapiro announced the garden
on May 3 moments after taking office.
Designed by landscape architect Trustee
Mary Oppenheim, the garden will feature
walking paths and benches from which the
public can view Village Hall’s landscaping
and public art. The garden will be planted
this summer and a formal dedication
ceremony will be held in the early fall.
The goal of the project is to make a special
place that recognizes and honors all that
Harriet has contributed to Deerfield and
that ties in to and celebrates the existing
landscape of Village Hall.
She has done so much over the years to
beautify the Village and to encourage
residents to get involved and connect
with each other. The garden aims to invite
people in, enables and encourages them
to gather together, and shows them the
beauty and grace that our former Mayor has
worked so tirelessly to create for us all.
Yard Waste Reminders
Lakeshore Recycling will accept leftover
Waste Management yard waste stickers
through the end of the year.
Any yard waste placed in your compost
container does not require a sticker.
Yard waste can be placed in the compost
container year-round. Yard waste stickers
will be needed for bag service, and may
be purchased at the same retailers that
currently sell stickers.
Lake County COVID-19
Vaccine AllVax Registry
The Lake County Health Department’s
AllVax Portal is open. All Lake County
residents can now register to be notified
when a COVID-19 vaccine is available
to them. Registering online is easy and
securejust visit AllVax.lakecohealth.
org. You can also register over the phone
by calling the Lake County Health
Department at 847.377.8130.
By entering basic information and
answering a few screening questions on
the portal, you will be notified when a
COVID-19 vaccine becomes available.
You can register yourself and others
on the portal. Once you are registered,
you can also schedule your vaccination
appointments through the Lake County
clinics or facilities through the system when
a vaccine is available to you. The portal
also includes answers to frequently asked
questions on COVID-19 vaccination.
The Patty Turner Center vaccination site
opened in April to anyone living or working
in Lake County 16 years of age or older by
appointment only. The vaccination site,
located at 375 Elm Street, Deerfield, IL
60015, is operated by Doctors Test Centers
(DTC), in partnership with the Lake
County Health Department.
Currently, DTC is sending e-mail and text
messages to people who are registered in
the AllVax system with a link to schedule
an appointment at the Patty Turner Center.
Please be sure to check your e-mail and
spam folder. After scheduling, you will
receive an e-mail confirmation with a link
to complete intake paperwork before your
appointment.
If appointment times are not filled
up by AllVax registrants, additional
appointments will be made available at the
following registration site: https://www.
doctorstestcenters.com/vaccine.
The arrival of COVID-19 vaccines will
help us protect our communities. The
Lake County AllVax Portal streamlines the
process of getting vaccines to Lake County
residents to reach our goal of 80% of Lake
County residents vaccinated.
Because vaccine supply is limited, certain
groups at higher risk will be eligible for
vaccination before others. The Centers for
Disease Control and Prevention (CDC) is
helping state and local health departments
distribute the vaccine fairly.

Composting Helps Reduce Landfill Waste
As part of the Village’s new contract with LRS, residents can place organics material and
food waste out for weekly collection. Locally, food waste accounts for approximately
24.9% of all waste that ends up in landfills. With the organics/food waste option, residents
will now play a larger role in reducing this type of waste in landfills while helping reduce
greenhouse gases.
Diverting organic (compostable) material, such as yard waste and food waste, to a compost
bin means that our landfills won’t fill up as fast. Instead, food waste can be turned into
healthy soil that can be used on farms and in many other ways.
Composting conserves regional water consumption and reduces greenhouse gas emissions.
When food decomposes in a landfill with no oxygen, it produces methane, a greenhouse
gas that traps 85% more heat than carbon dioxide. Keeping foods and landscape waste
from the landfills reduces methane gas.
