Mayor’s Message
Families with young
children need all of our
support and collaboration
to respond to the impacts
of COVID-19. In early
August, the Village of
Deerfield, in partnership
with local government
agencies, non-profit
groups and the DBR Chamber of Commerce,
created a “Rapid Response Network”
to serve as a clearing house of available
programs and resources. We know that a
novel corona virus needs a novel response for
all of us to deal with the emotional, physical
and financial burden of this pandemic.
This is an on-going endeavor. The first goal
was to identify resources available to assist
with addressing these needs and recognize
that local groups may already be providing
some of these programs. The Rapid
Response Network has performed a needs
assessment to identify how residents can best
be helped focusing on the following six areas
of need:
1. Day Care / In-Home Care
2. Academic Support
3. Counseling Advice
4. Medical Support
5. Financial Support
6. Food/Cleaning/Hygiene/Self-Care

Village Facilities Update
Village Hall and Public Works are now closed
from noon to 1 p.m. daily to further limit the
amount of staff present in the building at any
single time due to COVID-19.
Certain precautions, procedures, and
limitations are in place to ensure the health
and safety of Village employees and members
of the public. All visitors are required to wear
the appropriate face covering at all times.
Hand sanitizer will be provided at each service
desk. Restrooms are closed to the public.
Residents are encouraged to perform
transactions online, via mail, phone and any
other non-contact options such as use of drop
boxes for payments or other business related
activities. In person services may experience
delays due to limited on-site staffing. e
Halloween and COVID-19
• Due to concerns over the spread of
COVID-19 , the Village will not post
official trick-or-treat hours for October
31, and encourages everyone to celebrate
Halloween safely with their family and
friends. Door-to-door trick-or-treating is
strongly discouraged this year.
Residents are encouraged to find creative
alternatives for a contact-free Halloween,
including home and yard decorating, virtual
costume contests or placing pre-wrapped
candy in a sealed bag and placing it on porches
of children in the neighborhood, etc.

2020 Census Update
Throughout September, Census takers will
be going door-to-door in the Village to
follow up with households that have yet to
complete the 2020 Census. Census takers
will wear masks and follow local public
health guidelines when they visit your
home. All census takers complete a virtual
COVID-19 training on social distancing
and other health and safety protocols before
beginning their work in neighborhoods.
Census takers are hired from the area, and
their goal is to help you and everyone in
your home be counted in the 2020 Census.
If the census taker who visits your home
does not speak your language, you may
request a return visit from a census taker
who does speak your language.
Census takers work between 9 a.m. and 9
p.m., including weekends. If no one is home
when the census taker visits, the census
taker will leave a notice of their visit with
information about how to respond online,
by phone or by mail.
If you respond online or by phone today,
a census taker is less likely to have to visit
your home to collect your response.
If someone visits your home this year to
collect information for the 2020 Census,
check to make sure they have a valid
ID badge with their photograph, a U.S.
Department of Commerce watermark, and
an expiration date. Census workers may
also carry Census Bureau bags and other
equipment with the Census Bureau logo.
At the end of August, 85.6 percent of
Deerfield households had completed the
Census on their own by mail, phone or
online. This gave Deerfield the 18th highest
self-response rate in the State of Illinois.

Fall Leaf Collection
Program
The Village’s annual leaf collection program
provides residents with an alternate way
to dispose of their leaves. Residents who
do not mulch or bag their leaves may rake
them to the curb or carriage walk line the
night before their scheduled pickup.
Beginning the week of November 2 and
continuing through November 25, Public
Works Department crews will make one
pass by each house in the Village every
week during the four-week program.
See the following guidelines and reminders
for leaf pickup:
• Rake leaves into piles no greater than 5’
in width.
• Do not rake leaves into the streets,
sidewalks or carriage walks.
• Do not put out leaves more than one
day prior to your scheduled pickup day.
• Do not park on the street the day of
your pickup.
• Do not rake grass clippings, sticks,
rocks, branches or mud to the curb
with your leaves.
• Try to put leaves out each week.
• Inclement weather may delay pickups,
but crews will make at least four trips
through each neighborhood.
• Direct landscapers to abide by the
Village’s guidelines for leaf collection.

Flood Information:
Natural & Beneficial Functions
Floodplains play a valuable role in providing
natural and beneficial functions to Deerfield
and the surrounding area. Floodplains
provide a wide range of benefits to both
human and natural systems.
These benefits provide aesthetic pleasure as
well as function to provide environmental
benefits.
Parts of both the Middle and West Fork
of the North Branch of the Chicago River
floodplain help filter chemical run-off so
that these areas can maintain bio-diversity
and ecosystem sustainability.
Both floodplains contain historic and
archeological sites that provide opportunity
for education and study. They enhance
waterfowl, fish and other wildlife habitats
space and natural erosion control to reduce
further flooding damage.
Drainage System Maintenance
As simple as it may sound, keeping smaller
ditches and streams free of debris can
dramatically improve the run-off capacity
of low-lying areas, as well as greatly reduce
incidental blockage that significantly
contributes to flooding. Drainage Districts
are charged with this responsibility
Please note that it is illegal to dump
materials into a required waterway and
violators may be fined. If you see someone
in the act of dumping or see debris in
one of our watercourses, please contact
the Village Engineering Department at

Flood Warning System
Many times, flooding along the West and
Middle Forks of the North Branch of
the Chicago River within Deerfield can be
predicted days in advance, giving ample
warning for preparation and evacuation.
In the event of a flash flood due to a large
rain event, you may be the first to notice the
oncoming situation so please notify the
Village Police Department/Fire District.
You can also tune your radio to WGN-720
AM and WBBM-780 AM for local and
national weather updates. You will also see
regular interruption on local radio and
television stations advising you of the
situation.

National Preparedness
Month Step by Step
National Preparedness Month (NPM) is
recognized each September to promote
family and community disaster planning
now and throughout the year. As our
nation continues to respond to COVID-19,
there is no better time to be involved this
September.
As part of National Preparedness Month,
the Village will test its emergency alert
system. Residents can register or update
their contact information at https://il-
deerfield.regroup.com/signup.
The 2020 NPM theme is: “Disasters Don’t
Wait. Make Your Plan Today.”
Step 1: Make A Plan
Talk to your friends and family about how
you will communicate before, during, and
after a disaster. Make sure to update your
plan based on the Centers for Disease
Control recommendations due to the
coronavirus.
Step 2: Build A Kit
Gather supplies that will last for several
days after a disaster for everyone living
in your home. Don’t forget to consider
the unique needs each person or pet may
have in case you have to evacuate quickly.
Update your kits and supplies based on
recommendations by the Centers for
Disease Control.
Step 3: Prepare for Disasters
Limit the impacts that disasters have on you
and your family. Know the risk of disasters
in your area and check your insurance
coverage. Learn how to make your home
stronger in the face of storms and other
common hazards and act fast if you receive
a local warning or alert.
Step 4: Teach Youth About Preparedness
Talk to your kids about preparing for
emergencies and what to do in case you
are separated. Reassure them by providing
information about how they can get
involved.

Grate Keepers Program
Protects Waterways
Become a gate keeper of our waterways
by registering for the Village’s new Grate
Keepers Program.
Residents and businesses can now adopt
the storm water inlets near their property
and pledge to clean the areas around them
to reduce local flooding and keep litter and
yard waste from polluting local waterways
and impeding proper flow.
Using the Villages GIS mapping program,
residents can search their neighborhood to
find nearby grates. Then they get to name
their grate and show their commitment to
reduce trash and organic pollutants.
Rain washes anything that’s on streets and
paved surfaces down storm drains and into
the local branches of the Chicago River,
and eventually to the Mississippi River and
to the Gulf of Mexico. Dog waste carries
harmful bacteria. Leaves, grass and dirt feed
algae and turn lakes and rivers green. Trash
clogs drains and pipes, causing flooding.
With more than 4,000 individual inlets and
catch basins in the Village, this is a task that
Public Works cannot tackle all on its own.
Participants will be sent a welcome packet
containing instructions on how to properly
clean around storm grates, materials needed
and safety information.

Capital Projects 2020
Status Update
The Village initiated its yearly capital
projects in early 2020 with the start of the
Woodvale Avenue Project. The contractor
then began the 2020 Street Rehabilitation
Project in April and finally the Deerfield
Road resurfacing project in June.
The following table lists the locations and
current status of each project location:
Any parkway deficiencies will be addressed
prior to the end of the construction season.

Face Mask Guidelines
The Village has become aware of a rumor
that we have changed our guidelines for
wearing a face mask when in public. This is
not true. Our face covering guidelines have
been in place for months and have not been
altered.
Recently, the Village Board approved an
Ordinance that would allow Police officers
to issue tickets for noncompliance with
the emergency orders that are in place due
to COVID-19, including face covering
guidelines, as a last resort. Previously, the
Police could enforce the emergency orders,
but that would require them to arrest and
charge violators. The ticket serves as an
alternative and protects officers from having
to take physical custody of the violator or
result in a criminal record for the violator.
Face coverings are required in the Village
when:
1. Working in or patronizing retail stores
that are open to the public and when
employees have contact with the public,
which businesses include, without
limitation, grocery stores, pharmacies,
hardware and supply stores, financial
institutions, laundry services, clothing
stores, merchandise stores, when picking up
food and beverage establishments.
2. Working in or visiting an indoor
construction site.
3. Performing landscape services, including
without limitation, while en route to and
from a work site or at any time while at a
work site, when social distancing of at least
six feet from persons who are not members
of the same household or residence cannot
be maintained.
4. Riding in public transportation, taxis, or
ride share vehicles.
5. When in indoor common areas of a
multi-unit residential, non residential, or
mixed-use building, including, without
limitation, elevators, hallways, lobbies,
multi-purpose rooms, and parking garages.
6. When in outdoor common areas of a
multi-unit residential, non residential, or
mixed-use property, including, without
limitation, common patios, decks, and
parking lots, when social distancing of
at least six feet from persons who are
not members of the same household or
residence cannot be maintained. e

Voter registration is available online and
by mail through the Lake County Clerk’s
office. Visit lakecountyil.gov to register,
through October 6.
In-person registration is available at the
Clerk’s office in Waukegan during their
public hours, 9 a.m. - noon. Remember,
teens who will be 18 years old by Nov. 3,
2020, may register to vote now.

be mailed to applicants beginning Sept. 24.
Early voting will be held at the West
Deerfield Township Center, 601 Deerfield
Road, with expanded hours from October
19 to November 1 on Monday through
Friday of 8:30 a.m. to 7 p.m. and on
Saturdays and Sundays from 9 a.m. to 5 p.m.
A secure drop box for mail-in ballots will
also be available during those hours.

Hide, Lock, Take!
The Village of Deerfield and neighboring
communities have experienced an increase
in reports of burglary to motor vehicles.
In most cases these crimes are committed
in unlocked vehicles. Car burglaries are
crimes of opportunity and failing to lock
your vehicle makes it a target for thieves. A
vehicle can be burglarized or stolen while
on your street, in your driveway, or in a
parking lot—even if it is only unattended
for a short time. Every time you exit your
vehicle, remember to Hide, Lock, Take:
1. Hide (or remove) your valuables
2. Lock your car doors
3. Take your keys
Other safety precautions include keeping
the car windows closed, removing the
garage door opener from your vehicle and
keeping your garage door closed.
If you see something, say something.
Remain vigilant and report any suspicious
people, vehicles or circumstances to the
Police at 9-1-1 or 847.945.8636. e
Regulations for
Political Signage
During the political campaign season, the
Village wants to remind residents about
regulations for placing political campaign
signs on your property.
Permits are not required for temporary
signs, and residents can place any number
of political signs on their property as long
as the aggregate gross surface area does not
exceed 20 square feet.
Signs must be:
• on private property;
• at least 5 feet toward the house side of
the sidewalk;
• at least 10 feet toward the house side of
a carriage walk; and
• at least 15 feet from the street edge or
back of curb if no sidewalk.
Signs must not be:
• placed in the public right-of-way;
• attached to trees, traffic or light poles,
utility poles or fire hydrants; or
• higher than 10 feet above curb level.

Water Reclamation Facility 101
What is the Water Reclamation Facility?
Since 1956, the Village of Deerfield has owned and operated a wastewater treatment plant
known as the Water Reclamation Facility (WRF), or the Wastewater Treatment Plant. The
plant is located at 1045 Hackberry Road, and an innovative reconstruction of the facility was
completed in 2013. The facility is designed to meet water quality requirements determined by
the Illinois EPA (IEPA).
Over the years, the equipment, staff and regulations have changed, but the results are the same
– turning waste into a resource. Each day, regardless of conditions, the WRF treats approximately three million gallons of wastewater.
How does the WRF work?
The process begins with the collection of wastewater from each home or business in the Village.
This is done via underground pipes and manholes that direct all of the flow to the WRF. The
raw wastewater is pumped up into our headworks building where it is screened and de-gritted.
The fine screens act as strainers, letting the liquid go through and pulling out plastics and paper
products (mostly wet wipes, or “flushable wipes,” which should, in fact, never be flushed).
Next, the grit or heavy inorganic material such as sand, egg shells, coffee grounds, etc. are settled
out and removed. The wastewater then flows to aeration tanks where it is mixed in with millions and billions and trillions of bacteria and
other micro-organisms that consume the organic material and turn it from dirty to clean.
This soup of microorganism filled water flows to the secondary clarifiers where the microorganisms settle to the bottom and the clear water
comes off the top. This treated water flows down to the UV Disinfection channels where any remaining bacteria and viruses are destroyed
by UV lights that are in the water, like an underwater tanning bed. Finally, this screened, de-gritted, biologically treated, clarified and
disinfected water is discharged to the West Fork of the North Branch of the Chicago River, which runs along the west side of the WRF.
What happens after the wastewater is treated?
The microorganisms and solids that settled in the clarifiers are constantly pumped back into the
aeration tanks so that we have a steady supply of microorganisms ready to consume all of the
organics that come into the WRF. A portion of these solids need to be removed from the treatment
process to keep the WRF ecosystem healthy. This portion of the solids is sent to digesters where
it is mixed and aerated to further break down, or digest, the material. After a number of weeks,
the solids are dewatered in a centrifuge and stock piled in the WRF’s storage barn. This material is
similar to the consistency of potting soil and is referred to as “biosolids.” Since biosolids are rich in
nitrogen and phosphorus, two times a year the material is removed from the plant with semi trucks and spread onto agricultural fields. All
operations, including land applying biosolids and discharging into the West Fork, are in compliance with IEPA rules and regulations.
2020 Process Investigation Study
The consulting team of Donohue Associates and Webster Associates were hired in February of 2020 to study all of the potential sources of
odor at the WRF. To date they have investigated each of our processes and taken air samples at multiple points around the facility. They will
be providing a final report in the next 30 days that will include an in depth analysis of our air quality impact as well as alternatives to modify
processes or install additional equipment to reduce odor production.
