Join Mayor Rosenthal and local businesses for
free treats and entertainment as downtown
Deerfield is lit up with holiday lights.
Complimentary holiday beverages and
snacks will be provided by Coldwell Banker,
PetPeople, Seta Salon and Starbucks while
attendees are entertained by holiday music.
Mayor Rosenthal will plug in the lights at 5
p.m., but arrive early with your family and
friends for the festivities.

2020 Census - Shape your
Future
The 2020 Decennial Census is fast
approaching in the spring of 2020. The
U.S. Census Bureau will conduct its survey
to count every person living in the United
States. An accurate Census count is extremely
important to us as a Village as we receive state
and federal funds based on our population.
Census data directly affects how federal and
state funding is allocated to communities for
transportation, neighborhood improvements,
public health, education and much more.
For example, the final Census population
count for Deerfield will determine funding
from the State of Illinois income tax and the
federal government’s motor fuel tax. A short
population count means Deerfield will not
get its fair share of those funds. Census data
are also used to determine the number of
seats each state will have in the U.S. House of
Representatives and to make decisions about
what community services to provide.
An invitation to respond to the 2020 Census
will be mailed in March of next year to each
household in the Village, and each household
will need to complete only one questionnaire.
Every household will have the option of
responding online, by mail or by phone. Your
answers are protected by law and are strictly
confidential. The bottom line is the Census
is safe, easy and important, and we need all
households to participate.

New Grate Keepers Program Protects
Waterways
Become a gate keeper of our waterways by registering for
the Village’s new Grate Keepers Program. Residents and
businesses can now adopt the storm water inlets near their
property and pledge to clean the areas around them to
reduce local flooding and keep litter and yard waste from
polluting local waterways and impeding proper flow.
Using the Villages GIS mapping program, residents can
search their neighborhood to find nearby grates. Then they
get to name their grate and show their commitment to
reduce trash and organic pollutants.
Rain washes anything that’s on streets and paved surfaces down storm drains and into
the local branches of the Chicago River, and eventually to the Mississippi River and
to the Gulf of Mexico. Dog waste carries harmful bacteria. Leaves, grass and dirt feed
algae and turn lakes and rivers green. Trash clogs drains and pipes, causing flooding.
With more than 4,000 individual inlets and catch basins in the Village, this is a task
that Public Works cannot tackle all on its own.
Participants will be sent a welcome packet containing instructions on how to
properly clean around storm grates, materials needed and safety information. The
Village will send emails to participants a few times a year reminding them of their

Deerfield Veterans Day
The Village of Deerfield and the American
Legion Deerfield Post 738 invite everyone
to participate in Give Where You Live –
Deerfield, a service campaign to make a
difference in the lives of area veterans.
Spearheaded by Deerfield Mayor Harriet
Rosenthal, Give Where You Live –
Deerfield is collecting donations now
through Monday, November 11, when
volunteers will come together to make
no-sew fleece blankets, assemble care
packages and write letters of thanks and
encouragement to veterans.
Join Mayor Rosenthal on Monday,
November 11, at Village Hall from noon to
2 p.m. for activities suitable for all ages.
Everyone can help, starting now,
by donating:
• Non-perishable food
• Clothing, small appliances and
household items
• Sweat suits, socks and underwear
• Toiletries
• Gift cards to popular chain restaurants,
such as McDonalds, Subway and
Dunkin’ Donuts
• Monetary donations
These donations are earmarked for the
following organizations:
• West Deerfield Township Food Pantry
• Midwest Veteran’s Closet in North
Chicago (where veterans can shop for
free)

10th Annual Holiday
Drive-Thru Charity
Event
The Deerfield Police Department will host
its tenth annual Holiday Drive-Thru Charity
Event on Saturday, December 14, from 10
a.m.-2 p.m. in the parking lot at Deerfield
Road and Rosemary Terrace.
Residents are encouraged to donate new,
unwrapped toys for the Marines’ Toys
for Tots program, as well as canned food,
personal care items and cleaning supplies
for the West Deerfield Township Food
Pantry. Marines, Deerfield police officers
and volunteers will be on-site to assist.
Donations can be made from the warmth
of your car.
Proceeds will be donated to Toys for
Tots, the West Deerfield Township Food
Pantry, The ARK and the North Chicago
Community Partners Family Care Closet.

Frequently Asked
Questions
Have you ever wondered how you will be
notified of a weather emergency or what
different siren noises mean? The following
questions will help identify the meaning
and protocol for warning sirens.
What does it mean when I hear the outdoor
warning sirens?
In short, it means that something life-
threatening is happening and you should go
indoors, seek shelter and tune in to a radio
or television for more information.
What should I do when I hear the outdoor
warning sirens?
When the sirens are heard, go inside
and tune to local media to get more
information. Keep an emergency kit with a
battery-powered radio in case of crisis.
Why can’t I hear the outdoor warning sirens
in my house?
Sirens are an outdoor warning system
designed to alert those who are outside that
something dangerous is approaching.
How can I get alerts when I’m at work or in
my house?
For alerts indoors, every home and
business should have a NOAA Weather
Radio All-Hazards. NOAA Weather
Radio is like a smoke detector for severe
weather, and it can wake you up when a
warning is issued for your area so you can
take appropriate action. You can purchase
one at stores that sell electronics or by
contacting the National Weather Service
office nearest to you.
When are outdoor warning sirens tested?
Sirens are tested on the first Tuesday of
each month at 10 a.m.
Do outdoor warning sirens sound an all-
clear signal?
No. An additional siren sound can cause
confusion. People should be indoors and
monitoring local media for updates.
Why are the outdoor warning sirens
sometimes sounded for hail and wind?
When thunderstorm winds exceed 70 mph,
trees can be uprooted or snapped. Hail
that is golf-ball-sized or larger can break
windows. Both of these things pose a direct
risk to life if people are caught outdoors.
Will the outdoor warning sirens warn me of
every dangerous storm?
The safest approach is to be proactive
and use all of the information available
to protect yourself and your family from
threatening weather. Nothing can replace
common sense. If a storm is approaching,
the lightning alone is a threat. Sirens are
only one part of a warning system that
includes preparation, NOAA Weather
Radio, local media and even weather apps
for your phone.
Who activates the outdoor warning sirens?
Sirens are activated by the Deerfield
Police Department.
Does the National Weather Service
recommend guidelines for sounding
outdoor warning sirens?
Nationally, no. However, the Village, with
guidance from local emergency managers,
has developed recommended
siren guidelines that have since been
adopted by many local communities.
Why has the Village adopted
common guidelines for sounding
outdoor warning sirens?
When life-threatening weather is
approaching, minutes or even seconds
could make a difference. If people are
unsure or confused about an alert, they
may not respond quickly or appropriately.
By adopting common outdoor warning
system guidelines, confusion is eliminated,
response time is reduced and lives can be
saved.
What is the Thor Guard Lightning
Prediction System and how is it different?
The Thor Guard Lighting Prediction System
is owned and operated by the Deerfield
Park District. It sounds a 15-second
warning and flashes light when conditions
indicate the potential for a lightning strike.
When the potential for lightning has passed,
Thor Guard sounds three blasts of the siren
and the strobe light turns off. Visit www.

Taking Donations for
Toys for tots
The Deerfield Police Department is proud
to announce its annual partnership with the
Marines’ Toys for Tots program.
From now through Christmas, the
Deerfield Police Station, Village Hall,
Jewett Park, the Deerfield Public Library,
the Patty Turner Center and the Sachs
Center will serve as drop-off points for
new, unwrapped toys. e

Snow Plowing
Operations
The Village’s Public Works Department is
prepared for snow and is able to effectively
clear Deerfield’s 70 center-line miles of
roadway quickly to make safe travel possible
for all who use our streets.
To assist your neighbors and Village staff
this winter, please remember the following:
• Keeping vehicles off the street assists
plows and salt trucks in clearing the
streets more effectively.
• Vehicles cannot be parked on the street
for 24 hours after 2 inches of snow have
fallen, per Village ordinance.
• By Village ordinance, you may not
deposit snow from your property onto
the street or sidewalk. This can hinder
safe passage of vehicles and pedestrians
and make it harder for Village plow
crews to keep streets clear.
• Adopt a fire hydrant! Remember, when
you shovel your sidewalk and driveway,
do not forget to clear snow from fire
hydrants in front of your property to
ensure that they are accessible.
• Please remember to shovel an extra
area on your driveway apron or
parkway to properly stage your refuse
and recycling bins for pick-up by Waste
Management.

Sidewalk Snow Clearing
Program
The Village asks all residents to please
be considerate of pedestrians and school
children by clearing sidewalks of snow
and ice.
Trash bins should be placed on the
driveway apron or parkway to keep the
sidewalk unobstructed.
After 2 inches of snow fall, the Public
Works Department clears over 24 miles of
sidewalks throughout the Village.
The snow clearing route focuses on strategic
locations that include the sidewalks along
major thoroughfares such as Deerfield,
Waukegan and Lake Cook Roads as well
as the sidewalks around schools and Metra
parking lots.
The sidewalk snow clearing program
prioritizes keeping students and pedestrians
safe and clearing snow from sections of
sidewalk that are critical to public safety.

flood hazard areas
Special Flood Hazard Areas (100-year
floodplain) in the Village of Deerfield are
located near the middle fork and west fork
of the north branch of the Chicago River.
The eastern portion of Deerfield is in the
middle fork floodplain while the western
part of town is in the west fork floodplain.
For a detailed map, visit the “Maps and
Information” page on the Village of
Deerfield’s website at www.deerfield.il.us.
Guidance on whether your property is in
the 100-year floodplain can be obtained by
contacting the Engineering Department
and having a staff member help you. Maps
are available to look at as well as other
flood-related information. Contact the
Engineering Department at 847.317.2490
for further assistance.
Flood safety
The following common sense guidelines
can help protect you from the dangers
of flooding:
• Do not drive through a flooded area.
More people drown in cars than
anywhere else. Do not drive
around barriers.
• Do not walk through flowing water.
Currents can be deceptive. Six inches
of water can knock you off your feet.
• Stay away from power lines and
electrical wires. If your house is about
to flood, turn off the power at the
service box. Electrical current can
travel through water, and electrocution
is the second leading cause of death
during floods.
• Be alert to gas leaks. Turn off the gas
to your house before it floods. If you
smell gas, report it to a Village official
or your gas company. Do not use
candles, lanterns or open flames if you
smell gas or are unsure if your gas has
been shut off.
• Keep children away from flood
waters, ditches, culverts and storm
drains. Flood waters can carry
dangerous items.
• Clean everything that made contact
with flood waters. Flood waters can
be contaminated with sewage and
chemicals that pose health threats.
• Look out for animals, especially snakes.
Small animals that have been displaced
from their shelters by the flood may
seek shelter in yours.
• Do not use gas engines, such as
generators or charcoal fires, indoors
during power outages. Carbon
monoxide exhaust can pose serious
health hazards.
PROPERTY PROTECTION
MEASURES
Temporary yard and street flooding is the
intended means to direct heavy rain from
homes and buildings. However, if your
property is susceptible to flooding, there are
many flood damage reduction measures you
can employ:
• Watertight seals can be applied to brick
and block walls to protect against low-
level flooding.
• Utilities such as heating and air
conditioning systems, water heaters
and other major appliances can
be elevated to higher floors in the
structure or on raised platforms.
• Temporary measures such as moving
furniture and other valuables to
higher floors or sandbagging exterior
openings can be employed.
• Elevating or relocating the entire
structure may also be a feasible option.

Holiday Tree Lot -
New Location
The Deerfield Optimist Club will
again be selling Christmas trees,
wreaths and roping/tree garland
at Jewett Park this year starting
November 29.
Due to the construction at Jewett
Park, the tree lot will now be located
at the north end of the park, adjacent
to Hazel Avenue. Parking is available
at the Park District lot on Hazel
Avenue. Look for the Optimist Club’s
lights and banners on Hazel Avenue!
On November 29, the lot will be open
from 9 a.m.-6 p.m. For the rest of the
season, the regular hours of operation
are Mondays through Thursdays from
4 -8 p.m.; Fridays from 3 -9 p.m.;
Saturdays from 9 a.m.-6 p.m.; and
Sundays from noon-6 p.m.
Proceeds from the Christmas tree
sales allow the Optimist Club to fund
and support Deerfield-area programs
annually. These include the Essay
Contest for middle school students,
scholarships for high school seniors
and the Service Recognition Award
for high school students. In addition,
the Club supports area programs such
as Deerfield High School Warriors
Helping Warriors, the Deerfield Park
District Foundation, the After Prom
Party, Deerfield Give Where you
Live, D.A.R.E., the West Deerfield
Township Holiday Wish program,
the West Deerfield Township Food
Pantry and Elyssa’s Mission for the
prevention of teen suicide.
The trees all come from Wisconsin or
Canada. Available varieties include
Scotch Pine, Fraser Fir, Balsam Fir
and Canaan Fir.

Holiday Refuse
Collection Schedule
Waste Management follows the
schedule below for refuse collection
during the weeks of these holidays:
• Thanksgiving Day - Thursday,
November 28, 2019 - No delay
• Christmas Day - Wednesday,
December 25, 2019 - One day
delay for Wednesday collection
only. Tuesday collection remains
the same.
• New Year’s Day - Wednesday,
January 1, 2019 - One day delay
for Wednesday collection only.
Tuesday collection remains
the same.
Waste Management will pick up trees
and other organic holiday decorations
during the first two collections in
January (January 7-8 and January
14-15). All bags, metal and other
decorations must be removed.
Per Village ordinance, refuse and
recycling carts can be set out as early
as sundown the day before collection
and no later than 7 a.m. the day of
collection. Collection on Waukegan
and Deerfield Roads must be out no
later than 6:30 a.m. on the scheduled
collection day.
Be courteous to your neighbors by
following Village regulations on when
carts are permitted in your driveway.
After collection, all carts should be
removed from the front yard no later
than the evening of your collection day.
On non-collections days, all containers
should be stored in the garage or out of
plain sight from the street in an effort
to make the containers inconspicuous
from the public way.

2019 Leaf Collection
Program Continues
The Village’s annual leaf collection program
provides residents with an alternative for
disposal of their autumn leaves.
Residents who do not mulch or bag
their leaves may rake leaves to the curb
or carriage walk the night before their
scheduled pickup.
The Village began collecting leaves on
October 21 this year and will continue this
service through November 15.
Public Works Department crews will make
one pass by all homes in the Village each
week during the four-week program.
We ask that you do not put out leaves
more than one day prior to your scheduled
pickup day. Leaves should be raked in a
long, neat row that does not exceed five feet
in width.
They should be raked as close to the
curb as possible, so long as they are not
placed in the street or on top of the carriage
walks or sidewalk, as this causes safety
hazards. If you have landscapers, please
direct them to abide by the Village’s leaf
collection guidelines.

Landscape Waste
Collection
As a reminder, landscape and yard waste
collection runs through December 15.
Residents north of Deerfield Road have
yard waste collected on Tuesdays; those
south of Deerfield Road have collection
on Wednesdays.
Yard waste must be placed in a 30-gallon
paper bag and placed at the curb with a
sticker affixed for collection. A sticker is also
required for each bundle of sticks or other
yard waste not exceeding 4 feet in length,
30 inches in circumference and 50 pounds
in weight. Pumpkins are now accepted as
yard waste.
The price of landscape waste stickers this
year is $2.88. View a list of locations selling

Prevent Damage to
Mailboxes
During the winter months, mailboxes are
sometimes damaged when snow storms
affect Deerfield. If your mailbox is damaged
or if you are planning to install a new one,
please be aware of how to properly install a
mailbox that meets postal standards.
The majority of mailbox knockdowns occur
because the post supporting the mailbox
has deteriorated or because the mailbox was
installed too close to the roadway.
The front of the mailbox must be at least 12
inches away from the back of the curb or
the roadway edge. The mailbox post must
be installed at least 18 inches away from
the back of the curb or roadway edge. The
post should be strong but should be able to
break away if struck by a vehicle that leaves
the pavement.
If you decide to install a new mailbox,
contact JULIE by dialing 811 before you
dig. This will allow you to know where
buried utilities are located.

TeenConnect
Deerfield’s TeenConnect program aims to
connect teens who are able to do outside
yard work, including raking leaves and
shoveling snow, with Deerfield residents
who need the service.
The TeenConnect list will provide contact
information for Deerfield teens including
the name and phone number of the teen,
days of availability, type of work they are
willing to do and their expected rate of pay.

Township Holiday Wish
Program 2019
The Holiday Wish Program is an
opportunity for our community to bring
special happiness to some of our less
fortunate neighbors during the winter
holiday season. Their holiday “wishes”
are passed along to gift donors (offices,
families, churches, temples, individuals,
scout troops, etc.) who will know only the
recipient’s number and age.
If you are interested in sponsoring a
senior, a senior couple or a family for the
Holiday Wish Program, please contact the
Township office at 847.945.0614 or email
wdtransportation@sbcglobal.net with the
subject line “Holiday Wish.”
The Township hopes you will choose to
be a part of this community-supported
program that has brought smiles to those
without the means to provide holiday gifts
for their children and a warm touch to
the elderly living alone on very restricted
incomes.
