Deerfield Harvest Fest -
Saturday, September 28
Visit Deerfield Road and
Park Avenue on Saturday,
September 28 from 5:30-9
p.m. for a day of music,
food and fun at Deerfield’s
annual Harvest Fest.
The morning of the event
will kick-off at the Farmers
Market from 7 a.m.-12:30 p.m. In addition
to fruit, vegetables, plants and specialty
foods, there will be kids’ activities from
8 a.m.-noon including Touch-A-Truck,
balloons, face painting and more.
Harvest Fest gates open at 5:30 p.m. –
admission is free. The event will feature
entertainment including live music from
The Wayouts from 5:30-6:45 p.m. and
Modern Day Romeos from 7-9 p.m. and
the annual Bags Tournament (online pre-
registration required).
In addition to live entertainment, food and
refreshments will be available for purchase
from City Barbeque, Taco Vida, Nothing
Bundt Cakes and The Wild Roaster. Wine,
craft beer, hard seltzer (ages 21 and older)
and water will be available for purchase.

Deerfield Police Dispatch
Consolidation
On July 23, the Deerfield Police Department
dispatch center took over emergency police
dispatch communication duties for the
Lincolnshire Police Department. Established
in 1970, the dispatch center currently serves
Deerfield, Bannockburn and Riverwoods,
which was added 2013, with 9-1-1 and police
dispatching services. In 2016, a new State
law took effect requiring dispatch centers
serving a population of less than 25,000
residents to consolidate with a larger center.
The combined populations of Deerfield,
Bannockburn and Riverwoods fell just short
of the threshold. Over the last few years,
appeals and litigation have ensued in an
attempt to prevent the Deerfield dispatch
center from having to close.
The successful consolidation retains service
levels, results in cost savings for all Villages,
an additional income of $185,000 for the
first year and increased opportunities for
interoperability and shared infrastructure and
resources. Adding Lincolnshire to the dispatch
center brings the total population served well
over the 25,000 threshold to avoid the State
consolidation mandate.

Public Art Open House -
September 19
The Deerfield Fine Arts Commission
will host a community open house at
the Deerfield Library to showcase the
more than 23 pieces selected for the sixth
year of the Deerfield Public Art Program
before they are put on display. The open
house, which runs from 6 p.m. to 8 p.m.
on Thursday, September 19, will feature
many of the artists who created this year’s
pieces. Light refreshments will be served.
This year’s collection includes artists from
Deerfield and many others from throughout
the region.
Watch for these new, eye-catching pieces to
go on display in Village Hall, the Deerfield
Library, Jewett Park Community Center,
Patty Turner Center and more locations
this fall. The specific artwork selected for
display were chosen from submissions
by a talented pool of artists and were
reviewed via jury process. The Fine Arts
Commission is responsible for reviewing
artwork submissions and making a final
recommendation. The artists have agreed to
loan their works of art for public display for
up to one year.

2018 Building Code
Update
The Village of Deerfield recently adopted
the International Code Council’s 2018
edition as follows: model construction,
mechanical, maintenance, fire prevention
codes and the 2017 National Electrical
Code (NFPA 70). The adoption of the
codes assures a continuing level of life /
safety oversite, the ability to address and
regulate new technologies, materials,
assemblies and will benefit current and
future residents of the Village. Regular
comprehensive code updates also weigh
heavily in the Community Rating System
(CRS) review, which ultimately determines
the extent of the discount offered to
homeowners on flood insurance.
The effective date of the newly adopted
codes is October 1, 2019. Complete permit
submissions received on and after October
1, 2019 will be reviewed and issued under
the applicable 2018 codes.
Notably, Section 313 Automatic Fire
Sprinkler Systems of the 2018 International
Residential Code has not been deleted.
Suppression applicability is only to new
construction. Additions or alterations are
specifically exempted unless a system is
already in place.

Fall Leaf Collection
Program
The Village’s annual
leaf collection program
provides residents with an
alternate way to dispose of
their leaves. Residents who do not mulch or
bag their leaves may rake them to the curb
or carriage walk line the night before their
scheduled pickup.
Beginning the week of October 21 and
continuing through November 15, Public
Works Department crews will make one
pass by each house in the Village every
week during the four-week program.
See the following guidelines and reminders
for leaf pickup:
• Rake leaves into piles no greater than 5’
in width.
• Do not rake leaves into the streets,
sidewalks or carriage walks.
• Do not put out leaves more than one
day prior to your scheduled pickup day.
• Do not park on the street the day of
your pickup.
• Do not rake grass clippings, sticks,
rocks, branches or mud to the curb
with your leaves.
• Try to put leaves out each week.
• Inclement weather may delay pickups,
but crews will make at least four trips
through each neighborhood.
• Direct landscapers to abide by the
Village’s guidelines for leaf collection.

Save the Date - Coffee
With a Cop
The first Wednesday in October is National
Coffee with a Cop day. This is a day
dedicated to encourage communication
between law enforcement agencies and
the public and bridge the gap between the
community and the law.
The Deerfield Police Department will
host a Coffee with a Cop event on
Wednesday, October 2, and community
members are invited to come together
with police officers in an informal, neutral
space to discuss community issues, build
relationships and drink coffee. This
event provides a unique opportunity for
community members to ask questions and
learn more about the department’s work in
Deerfield neighborhoods and throughout
the community.
Enjoy free coffee and giveaways while
officers of different ranks and different
divisions answer questions about the

Car Seat Check Saturday
The Deerfield Police Department will be
celebrating Car Seat Check Saturday on
September 21 from 10:30 a.m.-1:30 p.m.
at the Bannockburn Green Retail Center,
located at the corner of Half Day Road and
Waukegan Road in Bannockburn.
Licensed Safety Seat Technicians will
be available to conduct child safety seat
checks, where parents and caregivers will
receive education and hands-on assistance
with proper use of child restraint systems
and safety belts.
Together with the National Highway
Traffic Safety Administration and Safe Kids
Worldwide, we are reminding parents and
caregivers the importance of properly using
car seats, booster seats and seat belts. When
used and installed correctly, child safety
seats can reduce the risk of death by 71%
for infants and 54% for toddlers.

School Safety Reminders
As a new school year begins, the Deerfield
Police Department wants to remind all
students, parents and guardians to focus
on safe travels throughout the Village –
especially in school zones.
We ask all to follow traffic and parking
laws in and around school zones, including
the following:
• Prohibit handheld cellphone use
• Watch your speed
• Obey traffic signs and red lights
• Obey school bus stop arms
• Watch for parking restrictions
around schools
• Do not park within 20 feet of a
crosswalk or intersection or within 15
feet of a fire hydrant e

A Safe Place for Online
Transactions
Did you know that the Deerfield Police
Department also functions as a safe place to
complete internet transactions? Members
of the community are welcome to utilize the
lobby and/or parking lot of the Deerfield
Police Department (850 Waukegan Road).
Here are a few guidelines:
• Transactions can only be conducted in
the lobby between 7 a.m. and 6 p.m.
• Police Department personnel will not
oversee or be involved in any way.
• Disputes regarding the sale price,
condition of the item or quantity are
considered to be a civil matter.
• The sale of large, cumbersome items
(furniture, appliances, etc.) must take
place in the parking lot.
• The sale of counterfeit, stolen or other
illegal items is prohibited.
• Transactions cannot disrupt the daily
business of the Police Department.
• Trust your instincts and be cautious
when buying and/or selling online. e

Coats & Gloves for Vets
The Deerfield Police Department is
collecting new or gently used coats and
gloves to benefit veterans in Lake County
through the months of September and
October as part of Operation Stand Down.
Donation boxes are available in the Police
Department lobby and the Deerfield Public
Library lobby.

Illinois Rail Safety Week -
September 22-28
The Deerfield Police Department will
participate in Illinois Rail Safety Week,
a local and multi-state effort to promote
vehicle and pedestrian safety around
railroad tracks and trains. Enforcement
details are planned throughout the week of
September 22 at railroad grade crossings
and commuter stations to contact drivers
and pedestrians who disobey the laws
associated with railroad grade crossings
and railroad property. Police officers will
distribute literature to the public that
contains information on how to be safe
around trains and train tracks.
If an engineer sees a person or motor
vehicle on the tracks, it takes the average
train more than one mile to stop, which
is equivalent to about 20 football fields.
Walking or playing on the tracks at any time
is not only dangerous but is also illegal.
Whether on foot or by car, only cross
tracks at designated railroad crossings and
look for the cross buck signs, lights or safety
gates. Crossing at any other place on the
tracks can be considered illegal trespassing.

“Taking Turns” - How
the Village Prioritizes
Construction Projects
Every year, Village staff prepares a capital
plan outlining needed infrastructure
improvements, and every year they rely
on data, field observation and science
to determine which streets receive the
highest priority. Starting by looking at
the surface of the road and then looking
underground, layer by layer, the projects
that are most in need are weighed against
available funds to develop each year’s
construction projects.
Some of the factors that are considered
when selecting a road for reconstruction/
rehabilitation are: surface condition,
existing material make-up of the roadway
pavement, underlying soil conditions, the
age/condition of Village utilities, traffic
characteristics and ultimately the cost to
achieve the desired outcome.
The Village endeavors to schedule projects
so that any required detour routes are
not also under construction. This takes
communication between Deerfield staff
and neighboring communities, Lake and
Cook County and the Illinois Department
of Transportation.
In the current year, the Village spent more
than $6 million on capital improvements.
That represents a fraction of the cost of
bringing all infrastructure up to levels
that both the Village and residents would
like. In recent years, the Village Board has
accelerated spending on infrastructure with
the goal of bringing all roads and utilities up
to acceptable standards in order to be able
to replace infrastructure when it reaches the
end of its estimated lifecycle.

Woodland Subdivision
Water Main
Improvements
The Village’s underground contractor
continues to upgrade the water main in
the Woodland Subdivision. This project
began in the spring and is anticipated to
be completed in September. Once
complete, the contractor will then begin
making repairs to the roadways and
parkways. All work is anticipated to be
completed by Thanksgiving.

Greenwood Avenue
Infrastructure
Improvement Project
The scope of the Greenwood Avenue project
is split in two by the Metra tracks between
Waukegan Road and Wilmot Road.
On the west side of the tracks, the contractor
is working to repair underground and
concrete appurtenances as necessary and will
resurface the roadway from Chestnut Street
to Wilmot Road. All work is scheduled to be
completed by October 31.
East of the Metra tracks, the contractor
worked during the summer to install a
new water main and fully reconstruct the
roadway. This work required a full closure
of this section of roadway, and all but final
surfacing was completed August in time
for school.

Fall Fest
Mark your calendars for the Historical
Society’s Fall Festival on Sunday,
September 8, from noon-4 p.m. at the
Deerfield Historic Village (450 Kipling
Place). The event will feature tours
of the Village, craft demonstrations,
historic games, antique cars, farm
animals, music and food vendors.
The Historical Society, a donor

Lifestyle Expo
The Deerfield-Bannockburn-
Riverwoods Chamber of Commerce
is hosting the 16th annual Healthy
Lifestyle Expo on Saturday, September
7 at the Patty Turner Center from 10
a.m.-1 p.m. This event, sponsored by
Whitehall Deerfield, is free to attend
and will feature flu shots, health
screenings and healthy lifestyle products
and services.
This year’s Expo will include
community organizations with health
and safety information. Flu shots will
be administered by Walgreens and
will be available to everyone including
those over 65 with Medicare part B.
For patients with Medicare part B,
there is no charge, and most insurance
plans cover flu shots as a preventative
measure. Free hearing screenings
courtesy of Audiology Associates of
Deerfield, vision screenings and blood
pressure testing will also be available.
A shredding truck, sponsored by First
Midwest Bank, will be on-site and
will accept up to 3 grocery-size bags
per person at no charge. Sponsored
by Whitehall Deerfield, Walgreens,
First Midwest Bank, Sleep Number,
Tempurpedic and West Deerfield
Township, there will be over 30
exhibitors with products and services
targeted at all ages.

Pantry, serving over 330 people
monthly, relies entirely on the support
of the community. Food, paper goods,

Since 1956, the Village of Deerfield has owned and operated a wastewater treatment plant
known as the Water Reclamation Facility (WRF), or the Wastewater Treatment Plant. The
plant is located at 1045 Hackberry Road, and an innovative reconstruction of the facility was
completed in 2013. The facility is designed to meet water quality requirements determined by
the Illinois EPA (IEPA).
Over the years, the equipment, staff and regulations have changed, but the results are the same –
turning waste into a resource. Each day, regardless of conditions, the WRF treats approximately
three million gallons of wastewater.
How does the WRF work?
The process begins with the collection of wastewater from each home or business in the Village.
This is done via underground pipes and manholes that direct all of the flow to the WRF. The
raw wastewater is pumped up into our headworks building where it is screened and de-gritted.
The fine screens act as strainers, letting the liquid go through and pulling out plastics and paper
products (mostly wet wipes, or “flushable wipes,” which should, in fact, never be flushed).
Next, the grit or heavy inorganic material such as sand, egg shells, coffee grounds, etc. are settled
out and removed. The wastewater then flows to aeration tanks where it is mixed in with millions
and billions and trillions of bacteria and other micro-organisms that consume the organic material and turn it from dirty to clean.
This soup of microorganism filled water flows to the secondary clarifiers where the microorganisms settle to the bottom and the clear water
comes off the top. This treated water flows down to the UV Disinfection channels where any remaining bacteria and viruses are destroyed
by UV lights that are in the water, like an underwater tanning bed. Finally, this screened, de-gritted, biologically treated, clarified and
disinfected water is discharged to the West Fork of the North Branch of the Chicago River, which runs along the west side of the WRF.
What happens after the wastewater is treated?
The microorganisms and solids that settled in the clarifiers are constantly pumped back into the aeration tanks so that we have a steady
supply of microorganisms ready to consume all of the organics that come into the WRF. A portion of these solids need to be removed from
the treatment process to keep the WRF ecosystem healthy. This portion of the solids is sent to digesters where it is mixed and aerated to
further break down, or digest, the material. After a number of weeks, the solids are dewatered in a centrifuge and stock piled in the WRF’s
storage barn. This material is similar to the consistency of potting soil and is referred to as “biosolids.” Since biosolids are rich in nitrogen
and phosphorus, two times a year the material is removed from the plant with semi trucks and spread onto agricultural fields. All operations,
including land applying biosolids and discharging into the West Fork, are in compliance with IEPA rules and regulations.

Since there can be an increase of odors and truck traffic during the biosolids removal process, staff created an online email notification list

Sustainability Commission to Host Educational
Tree Walk - September 21
Members of the Village’s Sustainability Commission and Deerfield Park District invite
you to join us at Jewett Park for a guided educational tree walk on Saturday, September
21 at 10 a.m. (park at the Hazel Avenue Parking Lot).
Two Village Arborists will provide participants with a guided tour of the trees on the
north end of Jewett Park, including the 200+ year old Oak trees. In total, participants
will stop to learn about trees at eight designated stations. Participants will see examples
of girdling root, tree cavities, soil compaction and storm damage. In addition,
participants will learn the benefits of planting native trees, structural pruning, proper
tree protection and mulching techniques and more. The first 50 participants will
receive a free reusable “Green Up Deerfield” tote bag and tree saplings.
Please be advised this is a walking tour, and not all areas of the tour will be on a paved
path or ADA accessible. The event will be held rain or shine. Participants are advised to
park at the Hazel Avenue Parking Lot adjacent to the north end of Jewett Park.

Hands-On Tree Activity - October 12
Bring your work gloves, boots, shovel and gardening tools to the Briarwood Nature Area
on Saturday, October 12 at 10 a.m. Members of the Sustainability Commission and Park
District will be hosting a working day as we plant trees and remove invasive species.
This is an opportunity for residents to participate in a “hands-on” tree activity as we
work together to further beautify and restore this area amenity. Parking is available at
297 River Road.
