Update on the Village’s
assault weapons
Ordinance
On April 15, the Mayor and Village Board
unanimously agreed to appeal the March 22
ruling prohibiting enforcement of the Village’s
assault weapons ordinance to the Illinois
Appellate Court.
The Brady Center to Prevent Gun Violence
and Mr. Christopher Wilson, partner of the
Chicago office of Perkins Coie, have agreed
to continue to provide pro bono legal services
throughout the appeal process. These services
have covered more than $100,000 of the total
cost of the litigation, with the Village paying
less than $30,000 to the Village Attorney for
services not covered by the pro bono partners.
The Village continues to believe that
these weapons have no place in our
community and that our common-sense
assault weapon regulations are legal and
were properly enacted.
“We hope that our local decision helps spur
state and national leaders to take steps to make
our communities safer,” Mayor Rosenthal said.
Last February, Mayor Rosenthal directed that
Staff and the Village Attorney present a report
concerning the implementation of a ban on
assault weapons.
The ordinance bans the possession, sale
and manufacture of assault weapons and
large capacity magazines in the Village. It is
based on a City of Highland Park ordinance
that withstood a legal challenge and is
currently in effect.

Elected to Village Board
Following the local consolidated election on
April 2, 2019, Deerfield congratulates trustees
Thomas Jester, William Seiden and Daniel
Shapiro on their re-elections to the Village
Board for new, four-year terms.
Thomas “Tom” Jester has
been a Deerfield resident since
1976 and is entering his fourth
term on the Board of Trustees.
Trustee Jester is a former
engineer and serves as a
founding committee member
on the Farmers Market Committee.
William “Bill” Seiden
has been in the Deerfield
community for over 41 years.
He served his first term on the
Board of Trustees in 1999 and
is entering his sixth. Trustee
Seiden works in Finance and
is a member of the Deerfield Optimist Club.
Daniel “Dan” Shapiro has
been part of the Deerfield
community since 1991
and has served on the
Board of Trustees since
2015. Trustee Shapiro is a
practicing attorney at
Shapiro & Associates Law.

Lawn Sprinkling and
Irrigation Regulations
From May 15 through September 15, lawn
sprinkling regulations are in place.
Even numbered addresses may water on
even numbered dates from midnight to
noon and/or from 6 p.m. to midnight.
Odd numbered addresses may water on
odd numbered dates from midnight to
noon and/or from 6 p.m. to midnight. This
applies only to lawn sprinkling.
As a reminder, all irrigation systems are
required to have a backflow prevention
device called a Reduced Pressure Zone
Backflow Preventer (RPZ). This must
be certified annually by a licensed Cross
Connection Device Inspector. This testing
and certification must be completed every
year prior to the system going into service.
The Village has contracted with Backflow
Solutions, Inc. (BSI) to administer the
backflow prevention tracking program.
The annual backflow assembly test report
must be submitted electronically by your
inspector via the BSI Online system at
www.BsiOnline.com.
Residents who have an irrigation system
that they do not use can contact Public
Works to join a lockout device program and
be exempted from the annual RPZ testing
requirement. At the owner’s request, Village
staff will install a specially keyed ‘lockout’
device that prevents the irrigation system
from being turned on. This ensures that
inadvertent contamination of the water
supply cannot occur, satisfying the IEPA’s
regulation and allowing residents to avoid
paying for the annual inspection of a system
they do not use.
To sign up for this program, residents are
required to sign an agreement form along
with an installation fee of $45. There is also
an annual inspection fee of $25 beginning
in the second year and continuing until
the device is removed. This is a low-cost
alternative when compared to the price of
annual RPZ testing.

Village Offering New
Online Utility Bill
Payment System
The Village of Deerfield now accepts
the online payment of utility bills at no
additional charge to residents! Visit our
website at www.deerfield.il.us and click the
“Pay Online” button or visit https://pay.
deerfield.il.us (Munis Self Service).
Use the Munis Self Service website to create
a unique user ID and password, register
your account and pay your Village utility
bills online. Once registered, citizens can
link their Village utility account and pay
bills online, view previous payments and
review consumption history.
To register, you will need to enter your
account number as shown in the top-right
corner of your utility bill (Note: You must
omit the hyphen when entering your
account number). You will also need your
customer number as shown in the top-
right corner of your utility bill, also called a
“customer ID” in the system.
This service provides the public with a
more convenient, easier way to pay. There
is no additional charge for online utility bill
payment, which accepts Visa, MasterCard,
American Express and Discover.
Note that you cannot set up auto-pay
with your credit card, and the Village does
not store your credit card information. If
you already have auto-pay set up with the
Village via your checking account, it will
remain unaffected by this new system.

Coal Tar Pavement
Sealants Prohibited in
Deerfield
Last year, the Deerfield Village Board
approved an ordinance that bans the use
and sale of coal tar pavement sealants and
regulates the licensing of pavement sealant
professionals. The ordinance took effect on
May 1, 2018.
Pavement sealant professionals are required
to fill out a license application with the
Village and must display a decal on their
vehicles. This license must be renewed
annually in the amount of $100.
Homeowners who sealcoat their own
driveways do not need a license but are
prohibited from using coal-tar-based
sealants. Home Depot and other retailers
do not sell coal tar sealants.

‘Cop on Top’ Event at
Dunkin’ Donuts May 17
On Friday, May 17, Deerfield Police officers
will spend the day on the roof of our local
Dunkin’ Donuts (499 Lake Cook Road),
not on surveillance, but to raise awareness
and funds for Special Olympics Illinois.
Officers will participate from 5 a.m. to 1
p.m. at the annual “Cop on Top of Dunkin’
Donuts” event in hopes of raising $6,000
- last year over $5,000 was raised. Dunkin’
Donuts of Illinois will make a corporate
contribution of $10,000 to Special
Olympics Illinois for our efforts.
As part of our commitment to this
cause, the Police Department is also selling
raffle tickets for $10 each. Prizes include a
new Harley Davidson, an ATV or one of
five big screen HDTVs, as well as Special
Olympics merchandise.

Crime Prevention Tips
for the Summer
Tips for Homeowners :
• Keep doors in your home and cars
closed and locked, including garage
doors. An open door is an invitation.
• Be a good neighbor and alert police
to any unusual activity in your
neighborhood. Plan for vacation by
having your mail and newspapers
stopped or having a neighbor pick
them up. Leave inside lights on timers
to create the impression that your
house is occupied. Be sure to set your
alarm system. Have a lawn service or
neighbor mow your lawn.
• Avoid home improvement scams
and deception burglaries by taking a
proactive approach. Be particularly
alert to anyone in your neighborhood
looking to perform home repair and
asking to gain entry into your home.
Ask to see identification and let
them know you are going to call and
get verification from their company
before allowing them inside. If they are
legitimate, they won’t mind the wait.
Tips for Drivers:
• Do not leave valuables or cash in your
car. If you must leave items in the car,
lock them in the trunk.
• Be alert for children playing in
neighborhoods and residential areas.
• Drive safely and slowly around parks
and playgrounds. More children are
out playing during the summer.
Tips for Parents:
• Provide a list of phone numbers of
neighbors, family and friends that your
child can call in an emergency. Make
sure your child knows how to dial 9-1-
1 and when it is appropriate to do so.
• Know the route your child will take
to and from a given location. Remind
your child never to take a shortcut or
deviate from the agreed-upon route.
• Establish rules for using the internet.
Children should have adult supervision
when online. Make sure your child
knows to never give out personal
information on the internet.
• Require your child to check in with a
parent before leaving the house and
when returning home. Teach your
child that there is safety in numbers
and that it is best to be with a group of
friends when going places without an
adult. e
Curfew applies year-
round, including
holidays
The curfew law is applicable to those 17
and under. It is in effect Sunday through
Thursday from 11 p.m. to 6 a.m., and Friday
and Saturday from midnight to 6 a.m.
Drivers under the age of 18 may not operate
a motor vehicle between 10 p.m. and 6 a.m.,
Sunday through Thursday, and between
11 p.m. and 6 a.m., Friday and Saturday.
During allowed driving times, the number
of passengers is limited to one person
under the age of 20, unless the additional
passenger is a sibling, step-sibling, child or
step-child of the driver.
Exemptions in the law allow new drivers to
drive to and from employment or school-
sanctioned activities outside the restricted
times. Underage drivers convicted of
violating the driving curfew may have their
driver’s license suspended.

2019 Police & Fire Blood
Drive Schedule
In our continued efforts to meet our
mission and to meet the ever-increasing
demand for blood donations, we have
developed an annual schedule for blood
drives. All drives will take place in the
Robert Franz Room at Deerfield Village
Hall (850 Waukegan Road) from noon to
6 p.m.
2019 dates are May 10, August 9 and
November 1. Mark your schedules and save
the dates as it can be a challenge to collect
enough blood to meet the needs of patients
and victims of tragedies.
It’s always a good time to donate blood
because:
• every two seconds someone in the U.S.
needs blood;
• approximately 36,000 units of red
blood cells are needed every day in the
U.S.;
• the blood type most often requested by
hospitals is type O;
• the blood used in an emergency is
already on the shelves before the event
occurs; and
• a single car accident victim can require
as many as 100 pints of blood.

2019 Street
Rehabilitation project
Bids for the Village of Deerfield 2019 Street
Rehabilitation Project were accepted earlier
this year, and the project was awarded by
the Village Board in March.
Work is currently underway and is
anticipated to be complete by Thanksgiving
at the latest. The contract includes the
reconstruction/rehabilitation of nineteen
streets within the Village.

Woodland Subdivision
Water Main
Improvements
As part of the Village’s ongoing water
main system improvements, the Village
initiated the execution of the Woodland
Subdivision Water Main Improvement
Project this spring.
This project will replace the aging water
main in the Woodland Subdivision in the
northwest part of town on Woodland Drive,
Oakwood Place, Hawthorne Place and
Woodbine Court. This work is anticipated
to be completed in August with roadwork
to follow.

Deerfield Flood
Information
Special Flood Hazard Areas (100-year
floodplain) in the Village of Deerfield are
located near the Middle Fork and West Fork
of the North Branch of the Chicago River.
The eastern portion of Deerfield is in the
Middle Fork watershed, while the western
part of town is in the West Fork watershed.

Information on whether your property is in
the 100-year floodplain can be obtained by
visiting the Engineering Department and
having a staff member help you. Contact the

Flood Safety
The following common-sense
guidelines can help protect you from
the dangers of flooding:
• Do not drive through a flooded area.
More people drown in cars than
anywhere else. Do not drive
around barriers.
• Do not walk through flowing water.
Currents can be deceptive. Six inches of
water can knock you off your feet.
Flood Recommendations
• Stay away from power lines and
electrical wires. If your house is
about to be flooded, turn off the
power at the service box. Electrical
current can travel through water.
Electrocution is the second leading
cause of death during floods.
• Be alert for gas leaks. Turn off the gas to
your house before it floods. If you smell
gas, report it to a Village official or
your gas company. Do not use candles,
lanterns or open flames if you smell
gas or are unsure whether your gas has
been shut off.
• Keep children away from the flood
waters, ditches, culverts and storm
drains. Flood waters can carry items
that have dislodged themselves.
• Clean everything that has been wet.
Flood water will be contaminated with
sewage and other chemicals that pose
severe health threats.
• Look out for animals, especially snakes.
Small animals flooded out of their
homes may seek shelter in yours.
• Do not use gas engines, such as
generators, or charcoal fires indoors
during power outages. Carbon
monoxide exhaust can pose serious
health hazards.

Made Easy
West Deerfield Township has a
transportation service designed to
make life easier for many residents.
Going Places is an appointment-based
systems that requires a quick and
simple registration process. Once
registered, a modified minivan can
transport you to your medical, dental
and physical therapy appointments.

Deerfield Historic
Village Opens June 2
The Deerfield Historic Village (517
Deerfield Road) is open Sundays from
2-4 p.m., June through September. Tour
the oldest building in Lake County, the
Caspar Ott log house (1837), two pre-
Civil War era houses, a carriage house
and a one-room schoolhouse that has
been a favorite with children for many
years. Admission is free.
The Deerfield Area Historical Society
is a donor-supported, independent
nonprofit organization. All of the

TeenConnect
Deerfield’s TeenConnect program
aims to connect teens who are able to
do outside yard work, including lawn
mowing, with Deerfield residents who
need the service.

work they are willing to do and their
expected rate of pay.

Save The Date: “Battling
Buckthorn” Presentation
Join the Village of Deerfield’s Sustainability
Commission, the Deerfield Public Library and
Lake County Forest Preserves for a presentation
about “Battling Buckthorn” on Saturday, June
15, at 10 a.m. at the Deerfield Public Library.
Buckthorn has harmful effects on surrounding
trees, wildlife and landscapes. Learn from an
expert why these invasive woody plants need
to be removed and how to establish a plan
for eradication. The presenter holds a B.S. in
Animal Ecology and a Master’s in Biology and
has more than 20 years’ experience conserving
habitats in the Chicago region.
The Sustainability Commission and partners
are working to increase awareness of this
destructive species as Lake County Forest
Preserves strategically move towards eradicating
buckthorn from Lake County.

Village Vehicle Sticker
Registration Beginning
Mid-May
Applications for 2019 vehicle stickers
will be mailed in mid-May. Stickers must
be displayed on all vehicles registered or
garaged in Deerfield by July 1.
If purchased by June 30, stickers for
passenger vehicles cost $30. After June 30, a
50 percent late penalty is assessed.
Looking for a quicker and more
convenient way to purchase vehicle
stickers? Look no further! The Village
now offers a new online payment system
for vehicle stickers. Visit www.deerfield.il.us
and click the “Pay Online” button on the
website’s homepage. There is no additional
charge for online payment.
Additional vehicle sticker purchasing
options include in-person at Village Hall;
returning the renewal application by mail;
or using the payment drop box located in
the median just south of Village Hall on
Jewett Park Drive.
If you do not receive your application, you
still need to have your stickers by July 1.

Remember, the deadline to display a new
2019 sticker is July 1.

Landscape Waste Pickup
Continues Through
December
Landscape and yard waste pickup started
the first week of April and runs through
December 15.
Residents north of Deerfield Road will have
yard waste collected on Tuesdays; those
south of Deerfield Road will have collection
on Wednesdays.
Yard waste must be placed in a 30-gallon
paper bag and placed at the curb with a
sticker affixed for collection. A sticker is
also required for each bundle of sticks or
other yard waste not exceeding 4 feet in
length, 30 inches in circumference and 50
pounds in weight.
The price of landscape waste stickers this
year is $2.88. View a list of locations selling

Village Regulations for
Commercial Solicitors
Spring is here and so are door-to-door
salespeople. All commercial solicitors are
required to get a Village permit prior to going
door-to-door. Along with the permit, they are
required to carry a Village-issued badge that
includes a photo, their name, their company
and the expiration date of the license.
Before engaging with any door-to-door
salesperson, ask to see their badge. The
badge proves that the solicitor has paid their
$50 fee, has been informed of the Village’s
door-to-door solicitation regulations and
has passed a background check by the
Police Department. The permit is good for
two weeks. If you encounter a commercial
solicitor without a badge, please call the
Police Department non-emergency number
at 847.945.8636.
Commercial solicitors are prohibited from
entering any private property that has
posted a “No Solicitors or Peddlers” sign.
Commercial solicitation is authorized
between 9 a.m. and 5 p.m., Monday through
Saturday. It is not allowed on Sundays or on
a State or National holiday.
Although the Village issues door-to-door
solicitation permits, it does not endorse any
service or product.
Please note that these regulations apply
only to commercial solicitors. Non-
commercial solicitors, such as people
asking for support for a charitable, political,
religious or not-for-profit organization, are
not required to register with the Village.

modifications to your home or property
will most likely require a permit.
When planning a home improvement
project, it is important to factor the permit
process into your project schedule. Permits
are required to ensure that home and
property modifications are constructed in
compliance with all building, zoning and
municipal codes adopted by the Village.
The enforcement of these codes allows the
Village to ensure the integrity and safety of
permitted projects, as well as to maintain
the character of the community.
The permitting process is in the best interest
of the property owner, as it enables the
Village to engage in plan review, building and
engineering inspections, contractor licensing
and property record maintenance.
