assault weapons ban
taking effect June 13
On Monday, April 2, the Deerfield Village
Board unanimously approved an ordinance
that bans the possession, sale and manufacture
of assault weapons and large capacity
magazines in the Village. The ordinance
is based on the City of Highland Park’s
ordinance, approved in 2013. Following a legal
challenge, the Highland Park ordinance was
upheld by the Federal Courts.
On February 20, just days after the
Parkland, Florida mass shooting, Mayor
Rosenthal directed staff and the Village
attorney to prepare a report concerning the
implementation of a ban on assault weapons
similar to that of Highland Park.
“Over four years ago, the state gave home
rule communities a window of time to pass
some type of assault weapon law with the
understanding it could be revisited at a later
date,” Rosenthal said. “I believe the time
has now come to revisit a complete ban of
assault weapons.”
The Village Board approved Ordinance O-13-
24 on July 1, 2013, providing definitions of
assault weapons and large capacity magazines,
and requiring the safe storage and safe
transportation of assault weapons in the
Village. In the opinion of the Village Attorney,
the adoption of ordinance O-13-24 on July
1, 2013, met the time window requirement
included in the State of Illinois’ Firearm
Concealed Carry Act. As a result, the Village
preserved the right to amend the ordinance in
the future.
“We hope that our local decision helps spur
state and national leaders to take steps to make
our communities safer,” Rosenthal said.
The ordinance goes into effect June 13, 2018,
and does not otherwise regulate or prohibit

Deerfield Area Historical
Society Celebrates 50th
Anniversary
The Deerfield Area Historical Society will
be celebrating its 50th anniversary this year,
beginning with a Jubilee Celebration on
Sunday, May 20, from 11 a.m.-3 p.m. at the
Deerfield Historic Village.
This event will feature tours of the Historic
Village, antique appraisals, historic games and
activities and food service.
All funds raised will go toward repairs and
improvements to the historic structures,
including the oldest building in Lake County,
the Caspar Ott log house built in 1837.
As a non-profit organization, all of the
Society’s services, including the maintenance
of the Historic Village, are made possible by
membership dues and donations.
This community event is made possible
through a partnership between the Deerfield
Area Historical Society, the Village of
Deerfield, District 109 Schools, the Deerfield
Public Library, the Deerfield Park District
and the West Deerfield Township.

The Village has been sued concerning the
ordinance banning assault weapons and
large capacity magazines. The Village is
confident it has acted within its statutory
authority. The Village is considering a
proposal for pro bono legal assistance from
the Brady Center to Prevent Gun Violence.

Street Rehabilitation
project 2018
Bids for the Village of Deerfield 2018 Street
Rehabilitation Project were accepted in
March and the project was awarded by the
Village Board in April.
Work is currently underway and
is anticipated to be complete by
Thanksgiving. The contract includes the
reconstruction/rehabilitation of thirteen
streets within the Village.
The following roads are associated with
this year’s project: Bentley Ct.; Bristol
Dr.; Byron Ct. north of Longfellow
Ave.; Central Ave. from Castlewood Ln.
to Wilmot Rd.; Crabtree Ln. north of
Greenwood Ave.; Elmwood Ave. west of
Stratford Rd.; Estate Dr. west of Pfingsten
Rd.; Kenmore Ave. from Gordon Ter. to
Country Ln.; Meadow Ln. west of Stratford
Rd.; Osterman Ave. west of Jonquil Ter.;

Village Approves Ban
of Coal Tar Pavement
Sealants
On April 2, the Deerfield Village Board
approved an ordinance that bans the use
and sale of coal tar pavement sealants and
regulates the licensing of pavement sealant
professionals. The ordinance took effect on
May 1, 2018.
Pavement sealant professionals are required
to fill out a license application with the
Village and must display a decal on their
vehicles. This license must be renewed
annually in the amount of $100.
Homeowners who sealcoat their own
driveways do not need a license but are
prohibited from using coal-tar-based
sealants. Home Depot and other retailers
do not sell coal tar sealants.
Asphalt based sealants are a readily available
alternative to coal tar based sealants
and numerous studies by the United
States Geological Survey, among other
governmental entities, have shown that
asphalt based sealants have significantly
lower concentrations of Polycyclic
Aromatic Hydrocarbons (PAHs) and lower
potential for contributing harmful organic
material into the environment.
Similar ordinances banning the use of
coal tar exist in several neighboring
communities including Highland Park,
Wilmette, Winnetka, Vernon Hills, South
Barrington and Evanston.

Village’s Director
of Public Works and
Engineering to Retire
Barbara K. Little has announced she is
retiring as the Village of Deerfield’s Director
of Public Works and Engineering effective
June 1, 2018. Ms. Little has served as the
Department Director since June of 2000
and previously served as the Assistant
Village Engineer for Deerfield beginning in
May of 1989.
Accomplishments during her tenure
include a complete overhaul of the
Village’s Wastewater Reclamation Facility to
include LEED certification; improvements
to Waukegan Road intersections from
Lake Cook Road north to Deerfield High
School; improvements to Deerfield Road
from Highland Park to Saunders Road;
attainment of millions of dollars in Federal
grants for roadways and bridges; upgraded
storm water management systems,
including regional basins; a new water
system connection with Highland Park and
expanded and upgraded water pumping and
storage facilities.
“Barbara has been a vital part of advancing
what the Village does, from public
improvements to engineering oversight of
private development to supervising our
Public Works and Engineering operations,”
noted Mayor Harriet Rosenthal. “Her work
and public service have been outstanding
and we will miss her,” added Rosenthal.
Ms. Little stated that “retirement from the
Village of Deerfield is bittersweet since
I will be leaving my Village family and
associates behind. I am grateful for all the
support I received from the organization in
the furtherance of the goals of the Public
Works and Engineering Department.
It is rewarding to reflect upon my
accomplishments and know that my
contributions have benefited the
community. From the construction of new
storm water reservoirs to the Lake Cook
Road railroad underpass; the many years of
street rehabilitation projects; the beautiful
downtown streetscape - all of these
accomplishments will continue to benefit
the Village for many years to come. I am
honored to have been able to contribute to
the community’s success and could not
have done it without the support of my
team, the Village Board and the residents.
The future is bright for the Village of

‘Cop on Top’ Event at
Dunkin’ Donuts May 18
On Friday, May 18, Deerfield Police officers
will spend the day on the roof of our local
Dunkin’ Donuts, 499 Lake Cook Road, not
on surveillance, but rather raising awareness
and funds for Special Olympics Illinois.
Officers will participate from 5 a.m. to 1
p.m. at the annual “Cop on Top of Dunkin’
Donuts” event in the hopes of raising
$6,000 - last year over $5,000 was raised.
Dunkin’ Donuts of Illinois will make a
corporate contribution of $10,000 to
Special Olympics Illinois for our efforts.
As part of our commitment to this cause,
the Police Department is also selling
raffle tickets for $10 each. Prizes include a
new Harley Davidson, an ATV or one of
five big screen HDTVs, as well as Special
Olympics merchandise.

Crime Prevention Tips
for the Summer
Tips for Homeowners :
• Keep doors in your home and cars
closed and locked, including garage
doors. An open door is an invitation.
• Be a good neighbor and alert police to
any unusual activity in your neighbor-
hood. Plan for vacation by having your
mail and newspapers stopped or having
a neighbor pick them up. Leave inside
lights on timers to create the impres-
sion that your house is occupied. Be
sure to set your alarm system. Have a
lawn service or neighbor mow your
lawn.
• Avoid home improvement scams and
deception burglaries by taking a proac-
tive approach. Be particularly alert to
anyone in your neighborhood looking
to perform home repair and asking to
gain entry into your home. Ask to see
identification and let them know you
are going to call and get verification
from their company before allowing
them inside. If they are legitimate, they
won’t mind the wait.
Tips for Drivers:
• Do not leave valuables or cash in your
car. If you must leave items in the car,
lock them in the trunk.
• Be alert for children playing in neigh-
borhoods and residential areas.
• Drive safely and slowly around parks
and playgrounds. More children are
out playing during the summer.
Tips for Parents:
• Provide a list of phone numbers of
neighbors, family and friends that your
child can call in an emergency. Make
sure your child knows how to dial 9-1-
1 and when it is appropriate to do so.
• Know the route your child will take
to and from a given location. Remind
your child never to take a shortcut or
deviate from the agreed-upon route.
• Establish rules for using the Internet.
Children should have adult supervi-
sion when online. Make sure your
child knows to never give out personal
information on the Internet.
• Require your child to check in with a
parent before leaving the house and
when returning home. Teach your
child that there is safety in numbers
and that it is best to be with a group of
friends when going places without an
adult. e
Give Where You Live-
Deerfield
As part of the Give Where You Live -
Deerfield year-round giving campaign,
spearheaded by Deerfield Mayor Harriet
Rosenthal, the Village is appealing to the
generosity of our community to help fill
the shelves of the West Deerfield Township
Food Pantry with non-perishable food
items, toiletries and household items.
Donations can be dropped off at either the
Village Hall lobby or the Deerfield Police
Department. Donations are typically slow
over summer, when the need is still great.

Police Participate in
Torch Run
Starting June 10, the Deerfield Police
Department, along with law enforcement
throughout Illinois, will carry the Flame
of Hope nearly 1,500 miles, running
through hundreds of communities via 23
different legs.
The Flame of Hope will ultimately be
delivered to Bloomington-Normal for
the Opening Ceremony of the Special
Olympics Illinois Summer Games June 15.

Curfew applies year-
round, including
holidays
The curfew law is applicable to those 17
and under. It is in effect Sunday through
Thursday from 11 p.m. to 6 a.m., and Friday
and Saturday from midnight to 6 a.m.
Drivers under the age of 18 may not operate
a motor vehicle between 10 p.m. and 6 a.m.,
Sunday through Thursday, and between
11 p.m. and 6 a.m., Friday and Saturday.
During allowed driving times, the number
of passengers is limited to one person
under the age of 20, unless the additional
passenger is a sibling, step-sibling, child or
step-child of the driver.
Exemptions in the law allow new drivers to
drive to and from employment or school-
sanctioned activities outside the restricted
times. Underage drivers convicted of
violating the driving curfew may have their
driver’s license suspended.

Lawn Sprinkling and
Irrigation Regulations
From May 15 through September 15 lawn
sprinkling regulations are in place.
Even numbered addresses may water on
even numbered dates from midnight to
noon and/or from 6 p.m. to midnight.
Odd numbered addresses may water on
odd numbered dates from midnight to
noon and/or from 6 p.m. to midnight. This
applies only to lawn sprinkling.
As a reminder, all irrigation systems are
required to have a backflow prevention
device called a Reduced Pressure Zone
Backflow Preventer (RPZ). This must
be certified annually by a licensed Cross
Connection Device Inspector. This testing
and certification must be completed every
year prior to the system going into service.
The Village has contracted with Backflow
Solutions, Inc., (BSI) to administer the
backflow prevention tracking program.
The annual backflow assembly test report
must be submitted electronically by your
tester via the BSI Online system at www.
BsiOnlineTracking.com.
Residents who have an irrigation system
that they do not use can contact Public
Works to join a lockout device program and
be exempted from the annual RPZ testing
requirement. At the owner’s request, Village
staff will install a specially keyed ‘lockout’
device that prevents the irrigation system
from being turned on. This ensures that
inadvertent contamination of the water
supply cannot occur, satisfying the IEPA’s
regulation, and allows residents to avoid
paying for the annual inspection of a system
they do not use.
To sign up for this program, residents are
required to sign an agreement form along
with an installation fee of $45. There is also
an annual inspection fee of $25 beginning
in the second year and continuing until
the device is removed. This is a low-cost
alternative when compared to the price of
annual RPZ testing.

Deerfield Flood
Information
Special Flood Hazard Areas (100-year
floodplain) in the Village of Deerfield are
located near the Middle Fork and West Fork
of the North Branch of the Chicago River.
The eastern portion of Deerfield is in the
Middle Fork watershed, while the western
part of town is in the West Fork watershed.

Information on whether your property is in
the 100-year floodplain can be obtained by
visiting the Engineering Department and
having a staff member help you. Contact the

Flood Safety
The following common-sense guidelines
can help protect you from the dangers of
flooding:
• Do not drive through a flooded area.
More people drown in cars than
anywhere else. Do not drive around
barriers.
• Do not walk through flowing water.
Currents can be deceptive. Six inches of
water can knock you off your feet.
Flood Recommendations
• Stay away from power lines and
electrical wires. If your house is about
to be flooded, turn off the power at
the service box. Electrical current can
travel through water. Electrocution
is the second leading cause of death
during floods.
• Be alert for gas leaks. Turn off the gas
to your house before it floods. If you
smell gas, report it to a Village official
or your gas company. Do not use
candles, lanterns or open flames if you
smell gas or are unsure if your gas has
been shut off.
• Keep children away from the flood
waters, ditches, culverts and storm
drains. Flood waters can carry items
that have dislodged themselves.
• Clean everything that has been wet.
Flood water will be contaminated with
sewage and other chemicals that pose
severe health threats.
• Look out for animals, especially snakes.
Small animals flooded out of their
homes may seek shelter in yours.
• Do not use gas engines, such as
generators, or charcoal fires indoors
during power outages. Carbon
monoxide exhaust can pose serious
health hazards.

Water Tower Painting
In early April, the Public Works Department
began the Kates Road Water Tower painting
project. As part of the project, both the
interior and exterior of the tank will be
painted. The exterior of the tank was last
painted in 1995. However, this will be the
first time that the interior of the tank has
been painted since it was installed in 1960.
To contain debris during the sand blasting
of the tank, a containment curtain will be
raised around the tank using outriggers
installed on the top of the tower. Weather
depending, the actual painting of the tower
should begin in May and will be completed
by the end of November.
Residents may also notice a 190-foot
monopole installed directly west of the
tank. The pole is being used to temporarily
house cellular and police communication
equipment that was installed on the tower.
The monopole will be removed, and cellular
equipment reinstalled on the tower, once
the project is complete.

Deerfield Farmers
Market
The Deerfield Farmers market season
begins June 16 and continues every
Saturday through October 13, from 7
a.m. to 12:30 p.m., rain or shine.
Each week the market will host more
than 25 vendors with the finest locally
grown fruits, vegetables and specialty
items including freshly baked breads
and cookies, maple syrups, honey,
salsas, hand-crafted cheeses and fresh
flowers.

“Going Places” Made
Easy
West Deerfield Township has a
transportation service designed to
make life easier for many residents.
Going Places is an appointment-based
systems that requires a quick and
simple registration process. Once
registered, a modified minivan can
transport you to your medical, dental
and physical therapy appointments.

and ask to have a registration form
mailed to you.
Once registered, schedule an
appointment for your ride up to 30
days in advance. Fares are $5 round
trip and $2 for Veterans.

Deerfield Historic
Village Opens June 3
The Deerfield Historic Village, 517
Deerfield Road, is open Sundays from
2-4 p.m., June through September. Tour
the oldest building in Lake County, the
Caspar Ott log house (1837), two pre-
Civil War era houses, a carriage house
and a one-room schoolhouse that has
been a favorite with children for many
years. Admission is free.
The Deerfield Area Historical Society
is a donor-supported, independent
nonprofit organization. All of the
Society’s programs and services are
made possible by membership dues and
donations.

Planter Program
Brightens Downtown
The Village of Deerfield is offering
the Flower Planter Program for the
ninth year, coordinated by the Village’s
landscaper Green Acres, Inc.
This program allows merchants and
commercial property owners in the
Village Center to purchase attractive
planters and have them filled with
colorful plantings all year.

Village Vehicle Sticker
Registration
Applications for 2018 vehicle stickers
will be mailed in mid-May. Stickers must
be displayed on all vehicles registered or
garaged in Deerfield by July 1.
If purchased by June 30, stickers for
passenger vehicles cost $30. After June 30, a
50 percent late penalty is assessed.
Residents may purchase vehicle stickers in
person at Village Hall, online at the Village
website, www.deerfield.il.us (convenience
fee applies) or by returning the renewal
application by mail or by using the payment
drop box located in the median just south of
Village Hall on Jewett Park Drive.
If you do not receive your application, you
still need to have your stickers by July 1.
Additional applications are available online
or at Village Hall.
Remember: The deadline to display a new
2018 sticker is July 1.

Rebate For Sump
Pump Disconnection
Program
The Residential Sump Pump Disconnection
Program has been implemented to reduce
costly and unnecessary sanitary sewer
overflows and backups.
For a limited time only, the Village is
offering a 20% rebate to homeowners that
eliminate illegal sump pump connections. If
you have an illegal sump pump connection,
please consider taking advantage of this
limited-time offering while it lasts.
Participation in the program is important
for the following reasons:
1. Eliminating illegal sump pump
connections can reduce sanitary sewer
backups and basement flooding. In
total, illegal connections put millions
of gallons of storm water into the
sanitary sewer system, overburdening
the system and causing backups for our
residents.
2. Illegal sump pump connections costs
taxpayers’ money. When sump pumps
are connected incorrectly, the Village
is forced to unnecessarily treat clean
storm water at its Water Reclamation
Facility. This is an unnecessary expense
borne by all taxpayers.
3. Having this type of connection
in your home is illegal. If you are
unsure about whether or not you
have this connection, contact your
preferred plumber or the Community
Development Department at
847.719.7484.
In order to receive a rebate, you must
submit to the Village a Certificate of
Compliance completed by a licensed
plumber and a paid invoice. Documents
can be found at www.deerfield.il.us under
“Services.”

When Do You need A
Permit?
Planning a home improvement project?
In most situations, a permit will be
required. Projects that include structural,
mechanical, electrical, plumbing or grading
modifications to your home or property
will most likely require a permit.
When planning a home improvement
project, it is important to factor the permit
process into your project schedule. Permits
are required to ensure that home and
property modifications are constructed in
compliance with all building, zoning and
municipal codes adopted by the Village.
The enforcement of these codes allows the
Village to ensure the integrity and safety of
permitted projects, as well as to maintain
the character of the community.
The permitting process is in the best interest
of the property owner, as it enables the
Village to engage in plan review, building
and engineering inspections, contractor
licensing and property record maintenance.

Landscape Waste Pickup
Landscape and yard waste pickup started
the first week of April and runs through
December 15.
Residents north of Deerfield Road will have
yard waste collected on Tuesdays; those
south of Deerfield Road will have collection
on Wednesdays.
Yard waste must be placed in a 30-gallon
paper bag and placed at the curb with a
sticker affixed for collection. A sticker is also
required for each bundle of sticks or other
yard waste not exceeding 4 feet in length,
30 inches in circumference and 50 pounds
in weight.
The price of landscape waste stickers this
year is $2.82. View a list of locations selling

TeenConnect
Deerfield’s TeenConnect program aims to
connect teens who are able to do outside
yard work, including lawn mowing, with
Deerfield residents who need the service.
The TeenConnect list will provide contact
information for Deerfield teens including
the name and phone number of the teen,
days of availability, type of work they are
willing to do and their expected rate of pay.
