General Primary
Election Information:
March 20
The General Primary Election will be held
Tuesday, March 20, for election of Precinct
Committeemen for the two major political
parties and nominations of various county
and state positions.
On Election Day, polls will be open from
6 a.m. to 7 p.m. Residents can find their
Election Day polling place at the County’s
website LakeVoterPower.info.
Early Voting runs from March 5 through
March 17 from 9 a.m. to 5 p.m., Monday
through Friday, and from 9 a.m. to 2 p.m.
on Saturdays. The West Deerfield Township
office located at 601 Deerfield Road is
serving as an early voting site.
Voting by mail is available through the Lake
County Clerk’s office. Residents may request
a ballot by mail at LakeVoterPower.info or by
calling 847.377.2406.
Those who need to register to vote and
missed the February 20 deadline may
register during the grace period through
March 20. Those registering to vote during
this period must vote at the time
of registration.

Village Seeks Applicants
for TeenConnect
program
Deerfield teens – are you looking to help
the community and make a little money?
Deerfield residents – do you or someone you
know need help from time to time shoveling
snow, mowing the lawn or raking leaves? Let
the Village help connect you.
Deerfield’s TeenConnect program aims
to connect Deerfield teens who are available
to do outside yard work, including snow
shoveling, with Deerfield residents who need
the service.
The Village is working to update its database
of teens who are looking for this kind of work.
The TeenConnect list will provide contact
information for Deerfield teens including the
name and phone number of the teen, days of
availability, type of work they are willing to do
and their expected rate of pay.
Residents will then be able to receive
the list by mail or email. The resident
will be responsible for contacting the
teen and for making financial and
scheduling arrangements.

This program is looking for teens
interested in participating. Applications

The application requires a parent or legal
guardian’s signature for teens under the age
of 18. The list will be updated every year
and teens can indicate what kind of work
they are willing to perform, when they
are available and their minimum payment
accepted per hour of work.
The intent of this program is to assist
residents who are unable to do physical
work themselves, unable to afford the cost
of a professional contractor on a regular
basis or would only require assistance on an
as-needed basis.

Fire Hydrant Flushing
During the week of April 23, the Public
Works Department will begin flushing all
fire hydrants within the Village.
Opening fire hydrants and flushing out
water on an annual basis allows Public
Works to ensure that hydrants are in proper
working condition and helps to flush
sediment out of the distribution system.
Signs will be posted in each area before
flushing begins. The work is typically
performed between the hours of 7:30 a.m.
and 3:30 p.m., Monday through Friday,
and takes approximately two weeks to be
completed for the entire Village.
Do not do laundry on the day hydrants
are flushed in your area. Flushing may stir
up rust that can enter washing machines
and cause discoloration to certain types
of clothing. Additionally, there may be
discoloration in the water coming from the
faucets in your home after hydrant flushing
is complete in your area.
It is recommended that residents flush
water from their residential, interior
system through a tub spout for a few
minutes to clear out sediment. Please note
that the water from the tap is safe to drink
at all times.

Arbor Day 2018
In celebration of Arbor Day, Friday, April
27, the Sustainability Commission and the
Deerfield High School Earth Works Club
will plant a tree in the parkway of the High
School.
The Village urges all citizens to celebrate
Arbor Day and to support efforts to protect
our trees and woodlands.

Tree City USA
The Village of Deerfield has been
named a Tree City USA community by
the Arbor Day Foundation for the 8th
consecutive year.
To earn this award, a municipality must
have a community forestry program with an
annual budget of at least $2 per capita.
In 2017, the Village spent nearly
$100,000 on tree planting and
maintenance. This includes planting
dozens of trees and completing the
annual tree trimming program.

Vacation Safety Tips for
Your Home
According to the FBI, a home is burglarized
every 15 seconds in the United States
– resulting in an average valued loss of
$2,188. Basic preventative measures that
take only minutes to complete can work
wonders to help you keep your home safe
while you’re away:
•Resist the urge to mention your trip
on social media or in public. Don’t
tip criminals off by sharing too much
information on your social networks.
•Make an inventory of your valuables,
including serial numbers and photos.
•Keep important documents, financial
information & small valuables in a
fireproof safe, discreetly hidden.
•Stop the newspaper and mail, or ask a
trusted neighbor to pick them up.
•Park your car inside the garage – and
ask a neighbor to park in your driveway
occasionally.
•Put at least one light on a timer.
•Arrange for your lawn to stay trimmed
(summer) or your driveway to be
plowed (winter).
•Notify your home security company
that you’ll be out of town.
•Leave your emergency contact
information with a neighbor.

2018 Blood Drive
Schedule
The Deerfield Police Department has
developed an annual schedule for blood
drives to meet the increasing demand for
blood donations. All drives will take place
in the Council Chambers of Deerfield
Village Hall, 850 Waukegan Road, from
noon to 6 p.m.
Blood drives will be held May 1, August 3
and November 2.
Mark your schedules and save the dates.
Blood donations are always needed, and the
following facts are part of the reason why:
•Every two seconds someone in the U.S.
needs blood.
•The blood type most often requested
by hospitals is type O.
•Blood used in an emergency is already
on the shelves before the event occurs.
•A single car accident victim can require
as many as 100 pints of blood.

Citizen’s Police Academy
Program Starts april 12
Registration will begin soon for the Citizen’s
Police Academy that will run Thursdays
from April 12 to May 31.
The Citizen’s Police Academy is an eight-
week program designed to give participants
a working knowledge of the Deerfield Police
Department.
It consists of a series of classes and
discussions held once a week, Thursday
evenings from 7-9:30 p.m. The classes
provide an in-depth view into various areas
of law enforcement. Topics include arrest,
search and seizure, traffic accident
investigation, crime scene processing,
defensive tactics and more.
There is no cost and it is open to anyone
who resides or works in the Village of

Cop on Top Event set
for Friday, May 18
On Friday, May 18, Deerfield Police officers
will spend the day on the roof of our local
Dunkin’ Donuts, 499 Lake Cook Road, not
on surveillance, but rather raising awareness
and funds for Special Olympics Illinois.
Officers will participate from 5 a.m. to 1
p.m. at the annual “Cop on Top of Dunkin’
Donuts” event in the hopes of raising
$5,000. Last year, they raised $4,500 and
hope to surpass it this year. Dunkin’ Donuts
of Illinois will be making a corporate
contribution of $10,000 to Special
Olympics Illinois for our efforts.
The Police Department is also selling raffle
tickets to support the Special Olympics.
Prizes include a new Harley Davidson, big
screen HDTVs, a custom ATV and Special
Olympics merchandise.

National
Telecommunicators
Week: April 8 - 14, 2018
Each year, the second full week of April
is dedicated to the men and women who
serve as Telecommunication Officers. In
October 1991, Congress made a formal
proclamation to recognize this week as
National Telecommunicators Week.
Deerfield has eight full-time and three
part-time Telecommunicators who
serve as an indispensable link between
the officers and the public, as well as a
vital support service in the public safety
community. They provide radio, telephone
and dispatch services with dedication and
professionalism.
The Village will celebrate the week by
issuing a proclamation from Mayor
Rosenthal and the Village Board. Please
take the time to thank this group of heroes. e

Deerfield Flood
Information:
FloodPlain Permit
Requirements
All developments within the 100-year
floodplain (not just construction of
buildings, but filling, excavation, fences,
etc.) are required to undergo a formal
review by the Engineering Department.
Approval must be granted prior to doing
any work in a floodplain area. Please
contact the Engineering Department at
847.317.2490 to receive all the information
you will need in order to properly develop
in the floodplain.
Substantial
Improvement/Damage
The National Flood Insurance Program
(NFIP) requires that if the cost of
improvements to a building in a floodplain
or the cost to repair damages (from any
cause) to a building in a floodplain exceeds
50 percent of the market value of the
building (excluding land value), the entire
building must be brought up to current
floodplain management standards. Building
improvement projects include exterior
and interior remodeling, rehabilitation,
additions and repair and reconstruction
projects. Additionally, the cost of currently
planned improvements will be added to
the cost of previously made improvements
and compared to the existing market value
to determine if the improvements exceed
50 percent of the structure’s value. Please

Flood Insurance
If you do not have flood insurance,
talk to your insurance agent. Most
homeowners’ insurance policies do not
cover damage from floods. Flood insurance
is only available to those communities
participating in the NFIP. Because of
our floodplain management programs,
Deerfield residents are able to obtain flood
insurance. Additionally, because the Village
participates in FEMA’s CRS program, flood
insurance premiums are discounted.
Be sure to check your policy to ensure you
have adequate coverage. These policies
usually cover the building structure, but not
its contents. Contents coverage can also
be obtained upon request. There is a 30-
day waiting period before flood insurance
coverage becomes effective. Plan ahead;
do not wait until a flood is predicted before
purchasing flood insurance. If you are
building inside the floodplain, the purchase
of flood insurance is mandatory if using a
federally regulated/insured bank for a loan.

Lawn Irrigation System
RPZ Requirements
The Village would like to remind residents
that all irrigation systems are required to
have a backflow prevention device. This
equipment is also known as a Reduced
Pressure Zone device (RPZ). The device
must be certified annually by a licensed
Cross Connection Device Inspector. The
testing and certification must be completed
yearly prior to the system going into service.
The Village has contracted with Backflow
Solutions, Inc. (BSI) to administer the RPZ
tracking program. The annual backflow
assembly test report must be submitted
electronically, by your certified inspector,
via the BSI Online system at www.
bsionlinetracking.com.

Backflow Prevention
Lock Program
The Village’s backflow prevention lock
program brings relief to residents who have
irrigation systems they no longer use.
At the owner’s request, Village staff will
install a specially keyed ‘lockout’ device that
prevents the irrigation system from being
turned on. This ensures that inadvertent
contamination of the water supply cannot
occur, satisfying the IEPA’s regulation, and
allowing residents to avoid costly annual
inspections of the system.
To sign up for this program, residents are
required to sign an agreement form and
pay a $45 installation fee. There is also an
annual inspection fee of $25 beginning in
the second year and continuing until the
device is removed.
The annual inspection fee will be broken
up into four payments of $6.25 and will
be added to the utility bill. Installation is
quick, and devices can be removed at any
time by contacting the Village.

and a check for $45 to the Public Works and
Engineering Department at 465 Elm Street.

Are You a Swiffer
Flusher?
Dry/Wet cleaning cloths and wipes, such
as Swiffer and Lysol, are gaining popularity.
When people flush these cloths down
toilets, they cause problems in your sewer
line and in the Village’s sewer system.
These wipes are not biodegradable and
do not dissolve in the sewer pipes. They
also get caught on debris, such as roots,
in the sewer lines. One or two cloths may
not stop the flow of sewage out of your
residence, but they could build up over
time, necessitating a call to a plumber.
Additionally, these cloths do not tear easily
and can clog the Village’s sewage facilities
and cause backups in the sewer system.
The directions on these products state
that the cloths are to be disposed of in the
trash and are not to be flushed down the
toilet. Please dispose of these cleaning and
disinfecting cloths in the trash. e

Scholarship Foundation is pleased to
offer scholarships to local graduating
high school seniors.
Two science scholarships in the
amount of $5,000 each will be
awarded this year. Requirements for
application include but are not limited
to residence in the 60015 zip code
and high school graduation in the
2017/2018 school year.

Flower Planter
Program Brings
Spring Blooms to
Downtown
The Village of Deerfield is offering
a Flower Planter Program for the
ninth year, coordinated though the
Village’s landscaper, Green Acres, Inc.
This program allows merchants and
commercial property owners in the
Village Center to purchase attractive
planters and have them filled with
colorful flowers and plantings for all
four seasons of the year.

Thank you to the sponsors and volunteers

Give Where You Live: Deerfield “Day of
Service” on Martin Luther King Jr. Day.
A record crowd of volunteers helped
create 400 personal hygiene kits; 180 care
packages (that included socks, gloves,
mittens, hats, scarves, bottled water and
granola/power bars); and 35 no-sew
blankets, all of which were accompanied

Historical Society
Celebrates 50th
Anniversary
Jubilee Celebration: May 20
The Deerfield Area Historical Society will
be celebrating its 50th anniversary this year,
beginning with a Jubilee Celebration on
Sunday, May 20.
This event will feature tours of the Historic
Village, antique appraisals, historic games
and activities and food service.
All funds raised will go toward repairs and
improvements to the historic structures,
which include the oldest building in Lake
County, the Caspar Ott log house built
in 1837.
As a non-profit organization, all of
the Society’s services, including the
maintenance of the Historic Village, are
made possible by membership dues
and donations.
Save the date for May 20! Come learn
about local history while helping to
preserve it for generations to come.
Historic Photo Display
In honor of the 50th anniversary of the
Deerfield Area Historical Society and
Illinois’ Bicentennial, staff and members of
the DAHS collaborated to install a series of
historical photos of the Deerfield area in the
Deerfield Metra Station.
The photos, which will be on display for
one year, were taken around 1930 and
feature local churches, schools, shopping
areas and homes.

Earth Day 2018
With Earth Day right around the corner on
April 22, it’s time to start thinking about
ways in which Deerfield residents can
continue to promote, and be leaders of,
sustainable and environmentally friendly
growth in our community.
The Earth Day Network is currently
focusing on ways to end plastic pollution.
Earth Day Network’s mission is to diversify,
educate and activate the environmental
movement worldwide. Growing out of
the first Earth Day, Earth Day Network
is the world’s largest recruiter to the
environmental movement, with more than
50,000 partners in nearly 195 countries to
build environmental democracy.
More than 1 billion people now participate
in Earth Day activities each year, making it
the largest civic observance in the world.

Landscape Waste Pickup
Landscape and yard waste pickup starts the
first week of April. The price of landscape
waste stickers this year is $2.82.
Residents north of Deerfield Road will have
yard waste collected on Tuesdays; those
south of Deerfield Road will be collected
on Wednesdays.
Yard waste must be placed in a 30-gallon
paper bag and placed at the curb with a
sticker affixed for collection.
A sticker is also required for each bundle of
sticks or other yard waste not exceeding 4
feet in length, 30 inches in circumference
and 50 pounds in weight. Collection runs
April 1 through December 15.

Political Signs
During the political campaign season, the
Village wants to remind residents about
regulations for placing political campaign
signs on your property.
Permits are not required for temporary
signs, and residents can place any number
of political signs on their property as long
as the aggregate gross surface area does not
exceed 20 square feet.
Signs must be:
• on private property;
• at least 5 feet from the house side of the
sidewalk;
• at least 10 feet from the house side of a
carriage walk; and
• at least 15 feet from the street edge or
back of curb if no sidewalk.
Signs must not be:
• placed in the public right-of-way;
• attached to trees, traffic or light poles,
utility poles or fire hydrants; or
• higher than 10 feet above curb level.

Flood Prevention & Storm Season Tips
With a recent change in weather from snow to rain, residents can expect an increase of
stormwater. Protect your home and street from flooding with the following tips:
• Clear sewer inlets on your street. Remove any debris from the inlets on your street to
prevent flooding.
• Remove any leftover snow from around your home. Snow near your foundation,
windows and doors can leak into your home once it starts to melt. Remember to
clear any decks, driveways or patios that slope towards your home.
• Clear your roof and gutters. Consider hiring a professional to remove debris from
your roof.
• Test your sump pump. If water gets into your basement, you want to be sure it is
taken care of quickly.
• Clear debris from drainage areas. Storm drains and catch basins can often get clogged
with foliage and even leftover snow.
• Rearrange your storage. In case water does get into your basement, be sure to keep
any valuables, chemicals or anything else you’d like to keep dry off the floor.
• Check your appliances. Clear out space around your water heater, furnace and
other appliances.
