Deerfield Festival of Fine
Arts - June 3-4
Save the date! The 2017 Deerfield Festival of
Fine Arts will be held June 3 through 4 from
10:00 a.m. to 5:00 p.m. on Park Avenue at
Deerfield Road.
Now in its 15th
year, the Festival
of Fine Arts has
proven to be an
entertaining,
family-friendly
community
event. The show’s popularity continues to
grow, with several thousand visitors from all
over the Chicagoland area in attendance to
peruse or purchase art. As in past years, all art
media will be represented.
This year’s festival will again feature food ven-
dors and live music.

Mayor Rosenthal Pushes
for Kates Bridge Funding
The Kates Road Bridge was closed to all
vehicular traffic March 31 following an
inspection that found the bridge to be
structurally deficient. Construction to replace
the bridge is slated to start in July, but the
project - supported by Federal funds that pass
through the State – could be delayed in the
absence of a State budget or the necessary
appropriation authority.
Legislators and Gov. Rauner must take action
by June 30 or the $2 million Kates Road
Bridge replacement and $1.36 billion for
projects statewide receiving Federal pass-
through funds in Illinois will be delayed. The
project was approved earlier this year for
federal funding that will cover 80 percent of
construction costs, while the Village will be
responsible for the remaining 20 percent. No
State funds are included in the project, with
Illinois only serving as a pass-through entity
for the funds.
Approximately 9,500 vehicles use the bridge
daily. Last year, State inaction caused delays
on the Deerfield Road Reconstruction Project
that was already underway.
“The Kates Road Bridge serves as a critical
route connecting Lake Cook and Waukegan
Roads, linking neighborhoods with business
districts and corporate office parks,”
stated Deerfield Mayor Harriet Rosenthal.
“Minimizing the time the bridge is closed is in
everyone’s best interest.”
Mayor Rosenthal has reached out to local
legislators to urge them to support continued
funding for this critical project. She is also
urging other municipal and local government
leaders, the Northwest Municipal Conference
and the Illinois Municipal League to press
legislators throughout the state to continue

pass-through appropriation authority
after June 30 to avoid project delays and
cost increases.
On March 20, the Village Board concurred
with IDOT to award the contract to fully
reconstruct the Kates Road Bridge to Lorig
Construction Company in an amount
of $2.01 million. The scope of work for
the project is bridge deck replacement,
grind and resurface Pfingsten/Kates Road
between Lake Cook Road and Waukegan
Road, repair any pavement failures, minor
drainage improvements, and modernization
of the traffic signal at Kates Road and
Corporate 500 Drive.
Deerfield Road
Construction Update
Construction crews have begun the final
stretch of work along Deerfield Road.
In Deerfield, the contractor is working
to activate the new traffic signals, install
permanent pavement striping, complete the
brick sidewalk work on the north side of
Deerfield Road, and install trees and other
landscape material.
Work will also include finalization of the
new concrete pavement, which includes
surface grinding to ensure a smooth ride.
This work will require some temporary
lane closures.
In Highland Park, the contractor is
completing the reconstruction of the north
side of Deerfield Road. This work requires
a traffic control configuration with only
one lane in each direction through the
work limits in Highland Park. All work is
expected to be complete in June.
The Village has provided a project specific
website, www.deerfieldroad.com, where
residents can learn up-to-date information
regarding the project, and watch the video
from the public meetings.
Street Rehabilitation
The Village of Deerfield 2017 Street
Rehabilitation Project was awarded in
February and work began on Pine Street
in March. The contract will include the
reconstruction/rehabilitation of eight
streets within the Village. The project will
be complete by Thanksgiving.
The following roads are associated with this
year’s project: Pine from Hackberry to Lake
Cook; Laurel from Pine to Willow; Terrace
Ct; Garand from Wilmot to Montgomery;
Fair Oaks from Chestnut to Oakley;
Wincanton from North Ave to Warwick;
and East and West Canton Court.
Brierhill Road
Improvement Project
The Village awarded the construction
contract to Copenhaver Construction
in early 2017. Work will include
reconstruction of Brierhill Road between
Deerfield Road and the south end of
Brierhill Road, water main replacement,
sanitary sewer point repairs and lining,
installation of mountable curbs, drainage
improvements, and all ancillary work
necessary to complete the improvements.
The project began in March and will be
complete this summer.

Fine Arts Commission
Looking for Artists for
Public Art Program
The Village of Deerfield is soliciting artwork
loans from artists as part of the fourth year
of the Deerfield Public Art Program. Artists
must be willing to loan works of art for
public display for up to one year.
The Deerfield Fine Arts Commission will
review artwork proposals submitted by
artists interested in having their works
displayed in the community.
The program is soliciting paintings, murals,
drawings and other pieces to be displayed
in Deerfield Village Hall, the Public Works
Facility, Deerfield Park District facilities, the
Deerfield Public Library, and other govern-
ment buildings.
The art is displayed for one year in public
buildings and new pieces are selected each
year. Applications for the next year of the
program are now available.
The Deerfield Fine Arts Commission’s
Public Art Program has placed 16 pieces
of art on display in public buildings
throughout the Village this year.
Artists from Deerfield include Caren
Kaplan, Sara Kenward, Wayne Rhodes,
Kris Van Stockum, Barbara Wagner, Brenna
Wagner, Penny Weinberg, and Susan Willis.
Other artists include Suzette Bross of
Chicago, Neil Cohen of Buffalo Grove, and,
Janet Poppe of Highland Park.
The Deerfield Public Art Program is
open to all visual artists who meet the
following criteria:
• Artists who are professional and of
serious intent
• Artists working in any permanent
media
• Art students working with practicing
artists/teachers may be considered
• Artists must have knowledge of
public art. While previous experience
in public art is not required, artists
should be knowledgeable of materials,
techniques, and public art processes.
• Appropriateness of an artist’s work for
public display. (Appropriateness in
terms of scale, material, content and
placement).
• All selected artwork must be delivered
to the Village “ready-to-hang” for
immediate display.
Artists may submit up to three pieces of art
for consideration.

Lawn Sprinkling and
Irrigation Regulations
From May 15 through September 15 lawn
sprinkling regulations are in place.
Even numbered addresses may water on
even numbered dates from midnight to
noon and/or from 6 p.m. to midnight.
Odd numbered addresses may water on
odd numbered dates from midnight to
noon and/or from 6 p.m. to midnight. This
applies only to lawn sprinkling.
As a reminder, all irrigation systems are
required to have a backflow prevention
device called a Reduced Pressure Zone
Backflow Preventer (RPZ). This must
be certified annually by a licensed Cross
Connection Device Inspector. This testing
and certification must be completed every
year prior to the system going into service.
The Village has contracted with Backflow
Solutions, Inc., (BSI) to administer the
backflow prevention tracking program.
The annual backflow assembly test report
must be submitted electronically by your
tester via the BSI Online system at www.
BsiOnlineTracking.com.
Residents who have an irrigation system
that they do not use can contact Public
Works to join a lockout device program and
be exempted from the annual RPZ testing
requirement. At the owner’s request, Village
staff will install a specially keyed ‘lockout’
device that prevents the irrigation system
from being turned on. This ensures that
inadvertent contamination of the water
supply cannot occur, satisfying the IEPA’s
regulation, and allows residents to avoid
paying for the annual inspection of a system
they do not use.
To sign up for this program, residents are
required to sign an agreement form along
with an installation fee of $45. There is also
an annual inspection fee of $25 beginning
in the second year and continuing until
the device is removed. This is a low-cost
alternative when compared to the price of
annual RPZ testing.

Flood Hazard Areas
Special Flood Hazard Areas (100-year
floodplain) in the Village of Deerfield are
located near the Middle Fork and West Fork
of the North Branch of the Chicago River.
The eastern portion of Deerfield is in the
Middle Fork watershed, while the western
part of town is in the West Fork watershed.

Information on whether your property is in
the 100-year floodplain can be obtained by
visiting the Engineering Department and
having a staff member help you. Contact the

Flood Safety
The following common-sense guidelines
can help protect you from the dangers
of flooding:
• Do not drive through a flooded area.
More people drown in cars than
anywhere else. Do not drive
around barriers.
• Do not walk through flowing water.
Currents can be deceptive. Six inches of
water can knock you off your feet.
Flood Recommendations
• Stay away from power lines and
electrical wires. If your house is about
to be flooded, turn off the power at
the service box. Electrical current can
travel through water. Electrocution
is the second leading cause of death
during floods.
• Be alert for gas leaks. Turn off the gas
to your house before it floods. If you
smell gas, report it to a Village offi-
cial or your gas company. Do not use
candles, lanterns or open flames if you
smell gas or are unsure if your gas has
been shut off.
• Keep children away from the flood wa-
ters, ditches, culverts and storm drains.
Flood waters can carry unimaginable
items that have dislodged themselves.
• Clean everything that has been wet.
Flood water will be contaminated with
sewage and other chemicals that pose
severe health threats.
• Look out for animals, especially
snakes. Small animals that have been
flooded out of their homes may seek
shelter in yours.
• Do not use gas engines, such as genera-
tors, or charcoal fires indoors during
power outages. Carbon monoxide ex-
haust can pose serious health hazards.
Property Protection
If your property is susceptible to flooding,
there are many flood damage reduction
measures you can employ.
• Watertight seals can be applied to brick
and block walls to protect against low-
level flooding.
• Utilities, such as heating and air con-
ditioning systems, water heaters and
other major appliances, can be elevated
to higher floors in the structure or on
raised platforms.
• Temporary measures such as moving
furniture and other valuables to higher
floors or sandbagging exterior openings
will also help.
• Elevating or relocating the entire struc-
ture may also be a feasible option.

‘Cop on Top’ Event at
Dunkin’ Donuts May 19
On Friday, May 19, Deerfield Police of-
ficers along with a celebrity guest or two
will spend the day on the roof of our local
Dunkin Donuts, 499 Lake Cook Road, not
on surveillance, but rather raising awareness
and funds for Special Olympics Illinois.
Officers will participate from 5 a.m. to 1
p.m. at the annual “Cop on Top of Dunkin’
Donuts” event in the hopes of raising
$6,000. Dunkin’ Donuts of Illinois will
make a corporate contribution of $10,000
to Special Olympics Illinois for our efforts.
As part of our commitment to this cause, the
Police Department is also selling raffle tickets
for $10 each. Prizes include a new Harley
Davidson or one of five big screen HDTVs,
as well as Special Olympics merchandise.

Crime Prevention Tips
for the Summer
Tips for Homeowners :
• Keep doors in your home closed and
locked, including your garage doors.
An open door is an invitation.
• Be a good neighbor and alert police to
any unusual activity in your neighbor-
hood. Plan for vacation by having your
mail and newspapers stopped or having
a neighbor pick them up. Leave inside
lights on timers to create the impression
that your house is occupied. Be sure
to set your alarm system. Have a lawn
service or neighbor mow your lawn.
• Avoid home improvement scams and
deception burglaries by taking a proac-
tive approach. Be particularly alert to
anyone in your neighborhood looking
to perform home repair and asking to
gain entry into your home. Ask to see
identification and let them know you
are going to call and get verification
from their company before allowing
them inside. If they are legitimate, they
won’t mind the wait.
Tips for Drivers:
• Do not leave valuables or cash in your
car. If you must leave items in the car,
lock them in the trunk.
• Be alert for children playing in neigh-
borhoods and residential areas.
• Drive safely and slowly around parks
and playgrounds. More children are
out playing during the summer.
Tips for Parents:
• Provide a list of phone numbers of
neighbors, family and friends that your
child can call in an emergency. Make
sure your child knows how to dial
9-1-1 and when it is appropriate to do
so.
• Know the route your child will take
to and from a given location. Remind
your child never to take a shortcut or
deviate from the agreed-upon route.
• Establish rules for using the Internet.
Children should have adult supervi-
sion when online. Make sure your
child knows to never give out personal
information on the Internet.
• Require your child to check in with a
parent before leaving the house and
when returning home. Teach your child
that there is safety in numbers and that
it is best to be with a group of friends
when going places without an adult.

Deerfield
As part of the Give Where You Live -
Deerfield year-round giving campaign
spearheaded by Deerfield Mayor Harriet
Rosenthal, the Village is appealing to the
generosity of our community to help fill
the shelves of the West Deerfield Township
Food Pantry with non-perishable food
items, toiletries, and household items.
Donations can be dropped off at either the
Village Hall lobby or the Deerfield Police
Department. Donations are typically slow
over summer, when the need is still great.

Police Participate in
Torch Run
Starting June 4, the Deerfield Police
Department, along with law enforcement
throughout Illinois, will carry the Flame
of Hope nearly 1,500 miles, running
through hundreds of communities via 23
different legs.
The Flame of Hope will ultimately be
delivered to Bloomington-Normal for
the Opening Ceremony of the Special
Olympics Illinois Summer Games June 9.

Curfew applies year-
round, including
holidays and prom.
The curfew law is applicable to those 17
and under. It is in effect Sunday through
Thursday from 11 p.m. to 6 a.m., and Friday
and Saturday from midnight to 6 a.m.
Drivers under the age of 18 may not operate
a motor vehicle between 10 p.m. and 6 a.m.,
Sunday through Thursday, and between
11 p.m. and 6 a.m., Friday and Saturday.
During allowed driving times, the number
of passengers is limited to one person
under the age of 20, unless the additional
passenger is a sibling, step-sibling, child or
step-child of the driver.
Exemptions in the law allow new drivers to
drive to and from employment or school-
sanctioned activities outside the restricted
times. Underage drivers convicted of
violating the driving curfew may have their
driver’s license suspended.

Village Vehicle Sticker
Registration
Applications for 2017 vehicle stickers will
be mailed in mid-May. Stickers must be dis-
played on all vehicles registered or garaged
in Deerfield by July 1.
If purchased by June 30, stickers for pas-
senger vehicles cost $30. After June 30, a 50
percent late penalty is assessed.
Residents may purchase vehicle stickers in
person at Village Hall, online at the Village
website, www.deerfield.il.us (convenience fee
applies), or return the renewal application
either by mail or using the payment drop
box located in the median just south of Vil-
lage Hall on Jewett Park Drive.
If you do not receive your application, you
still need to have your stickers by July 1.
Additional applications are available online
or at Village Hall.
Remember: The deadline to display a new
2017 sticker is July 1.

Deerfield Historical
Society Dinner May 12
The Deerfield Historic Village, 517
Deerfield Road, is open Sundays from 2
p.m. to 4 p.m., June through September.
Tour the oldest building in Lake County,
the Caspar Ott log house (1837), two
pre-Civil War era houses, a carriage house
and a one-room schoolhouse that has been
a favorite with children for many years.
Admission is free.
The Deerfield Area Historical Society is a
donor-supported, independent nonprofit
organization. All of the Society’s services,
including the maintenance of the Historic
Village, are made possible by membership
dues and contributions.

Market expands menu of
musical entertainment,
special Kids Activities
The Deerfield Farmers market season
begins June 17 and continues every
Saturday through October 14, from 7 a.m.

25 vendors with the finest locally grown
fruits, vegetables and specialty items

GIS Community Portal
With changes in technology progressing
every day, the Village of Deerfield
continues to look for avenues to improve
the ways it conducts business, both
internally and externally.
Most recently, the Village launched an
updated “Community Portal” on its
website. Community Portal links valuable,
everyday information to a specific property
address, using the Village’s Geographic
Information System (GIS).
Users are able to easily explore property
tax information, look-up garbage/recycling
collection days, locate voting information,
and find zoning districts. The map-based
program helps users find information
regarding nearby properties, as well.
Visitors can access Community Portal by
selecting the Interactive Maps link on the
Village’s homepage, www.deerfield.il.us.

Dogs Are Required To
Be Leashed
All dogs in the Village are required to be
leashed. No owner or any person in the
custody of any dog shall permit the dog to
be at large or to confine the dog in a manner
so that it can escape and be at large, unless
the dog is securely confined upon a leash
of sufficient strength not more than three
feet and accompanied by any able bodied
person capable of controlling the actions of
the dog under any circumstance.
Any person in violation of the leash ordi-
nance shall be fined not less than $10.00
for the first such offense; and shall not be
fined less than $25.00 for the second such
offense; and shall be fined not less than
$50.00 for the third offense and all subse-
quent offenses within a one-year period.
Please remember always to pick up after
your pets and properly dispose of animal
waste.
Be courteous to your neighbors and only
dispose of animal waste in your own gar-
bage receptacle.

Brightens Downtown
The Village of Deerfield is offering the
Flower Planter Program for the eighth year,
coordinated though the Village’s landscaper
Moore Landscapes, Inc. This program al-
lows merchants and commercial property
owners in the Village Center to purchase
attractive planters and have them filled with
colorful plantings all year.
This year’s participants in the Flower Planter
Program are Fleet Feet Sports Deerfield,
Exxon Village Auto, Village of Deerfield,
Deerfield Cemetery and Eisen Orthodontics.

Reduce Mosquitoes
The South Lake Mosquito Abatement
District offers the following tips to defend
your home and garden from mosquitoes
and West Nile Virus.
Every week:
• Tip and toss free-standing containers
such as flowerpot saucers, watering
cans and buckets.
• Change the water and clean bird baths.
• Empty water that collects in folds of
tarps used to cover woodpiles, boats, etc.
• Position corrugated drain pipes to
ensure drainage or dump out water.
As necessary:
• Clean leaves and debris from gutters.
• Store or recycle old tires.
• Clear debris to allow water to flow
freely from drainage ditches and
culverts.
• Filter or aerate ornamental ponds using
a circulation pump, or stock it with fish.
• Drain or fill-in puddles and areas of
your yard that remain wet and soggy
for more than a week.
• Check window and door screens to
ensure mosquitoes cannot enter.

tion service designed to make life easier for
many residents.
Going Places is an appointment-based
systems that requires a quick and simple
registration process. Once registered, a
modified minivan can transport you to
your medical, dental and physical therapy
appointments.
This program provides independence to
those who might otherwise find it difficult
to get to their appointments. Sign up today

registration form mailed to you.
Once registered, schedule an appointment
for your ride up to 30 days in advance.
Fares are $5 round trip and $2 for Veterans.

SWALCO Composting,
Rain Barrel Sale
The Solid Waste Agency of Lake County
(SWALCO) is again selling compost bins
and rain barrels to residents at a discounted
rate. A 55-gallon rain barrel costs $60 and
an 11-cubic-foot compost bins costs $50.
Compost bin accessories are also available
as follows: kitchen scrap pail for $10,
compost aerator for $15, and compost
thermometer for $15.
Limited quanities are available, and
products are made from recycled materials.
Taxes are included in the price.
