Arts - June 4 - 5
Save the date! The 2016 Deerfield Festival of
Fine Arts will be held June 4 through 5 from
10:00 a.m. to 5:00 p.m. on Park Avenue at
Deerfield Road.
Now in its 14th
year, the Festival
of Fine Arts has
proven to be an
entertaining,
family-friendly
community
event. The show’s popularity continues to
grow, with several thousand visitors from all
over the Chicagoland area in attendance to
peruse or purchase art. As in past years, all art
media will be represented.
This year’s festival will again feature food ven-
dors and live music.

Deerfield Tap Water:
The Environmentally
Friendly Choice -

The Deerfield Sustainability Commission
and Deerfield High School Earthworks Club
encourage residents to choose tap water over
bottled
water
whenever
possible.
To make
consuming tap water more convenient,
consider utilizing a reusable water bottle.
You can purchase a reusable water bottle with
the “GreenUpDeerfield” logo on it for $3.00
at Village Hall, 850 Waukegan Road, while
supplies last. Funds raised from the sale of
reusable water bottles will help support costs
for installing a water bottle refill station in
the Village.
Deerfield tap water is a bargain when
compared to bottled water. Tap water is less
than half a penny per gallon compared to an
average of $1.70 per gallon for a 24 pack of
16.8 ounce bottles; 312 times more expensive!
Deerfield tap water is safe. The Village gets
its water from Lake Michigan, among the
cleanest fresh water sources in the nation.
Village water meets or exceeds strict EPA
regulations and is tested multiple times per
week using the newest technology available to
offer faster results.
According to the Environmental Working
Group, bottled water is not necessarily safer
than tap water and is often sourced from
municipal supplies. While water quality
reports from bottled water manufacturers are
often unavailable, the Village mails a water
quality report to all water customers annually.
The 2016 water quality report will be included
in the July/August issue of D-Tales.

to produce plastic bottles and about 75
percent end up in a landfill, about 1 million
tons per year nationwide. Transportation
creates additional environmental costs.

Fine Arts Commission
Looking for Artists for
Public Art Program
The Village of Deerfield is soliciting artwork
loans from artists as part of the third year of
the Deerfield Public Art Program. Artists
must be willing to loan works of art for
public display for up to one year.
The Deerfield Fine Arts Commission will
review artwork proposals submitted by
artists interested in having their works
displayed in the community as part of this
public art initiative.
The program is soliciting paintings, murals,
drawings and other pieces to be displayed
in Deerfield Village Hall, the Public Works
Facility, Deerfield Park District facilities, the
Deerfield Public Library, and other govern-
ment buildings.
The art is displayed for one year in public
buildings and new pieces are selected each
year. Applications for the next year of the
program are now available.
The Deerfield Fine Arts Commission’s
Public Art Program has placed 23 pieces
of art on display in public buildings
throughout the Village this year.
Artists from Deerfield include Caren
Kaplan, Anne Kleinerman, Rita Price,
Wayne Rhodes, Kris Van Stockum, Linda
Trytek, Barbara Wagner, Penny Weinberg,
Susan Willis and Sherri Wolfe. Other artists
include Janet Austin of Evanston, Molly
Cranch of Chicago, and Richard Cody Janes
of Stillman Valley.
The Deerfield Public Art Program is
open to all visual artists who meet the
following criteria:
• Artists who are professional and of
serious intent
• Artists working in any permanent
media
• Art students working with practicing
artists/teachers may be considered
• Artists must have knowledge of
public art. While previous experience
in public art is not required, artists
should be knowledgeable of materials,
techniques, and public art processes.
• Appropriateness of an artist’s work for
public display. (Appropriateness in
terms of scale, material, content and
placement).
• All selected artwork must be delivered
to the village “ready-to-hang” for
immediate display.
Artists may submit up to three pieces of art
for consideration.

Deerfield Road
Reconstruction Project
Underway
The Village would like to thank residents
and businesses for their patience as the
Deerfield Road Reconstruction Project
continues. Please continue to use caution in
the construction zone.
The Village has created a project specific
website, www.DeerfieldRoad.com, where
residents can learn up-to-date information
regarding the project. The website is cur-
rently live and is a great way to stay in-
formed about the project, sign up for e-mail
updates regarding construction, and contact
staff engineers.
Work began in early February, with lane
closures to facilitate the installation of water
main and temporary traffic signals. The lane
closures will reduce Deerfield Road to one
lane in each direction for the remainder of
the year.
This project is an $18 million
improvement, with only $2 million paid
by the Village. The remaining costs are
covered by Lake County, the State of
Illinois and federal funds.
The portion of the project impacting traffic
will be complete this November, some
landscape and punch-list work may extend
into 2017.

Lawn Sprinkling and
Irrigation
As a reminder, between May 15 and
September 15 lawn sprinkling regulations
are in place.
Even numbered addresses may water on
even numbered dates from midnight to
noon and/or from 6 p.m. to midnight.
Odd numbered addresses may water on
odd numbered dates from midnight to
noon and/or from 6 p.m. to midnight. This
applies only to lawn sprinkling.
As a reminder, all irrigation systems are
required to have a backflow prevention
device called a Reduced Pressure Zone
Backflow Preventer (RPZ). This must
be certified annually by a licensed Cross
Connection Device Inspector. This testing
and certification must be completed every
year prior to the system going into service.
The Village has contracted with Backflow
Solutions, Inc., (BSI) to administer the
backflow prevention tracking program. The
annual backflow assembly test report must
be submitted electronically by your tester
via the BSI Online system at www.BsiOnlin-
eTracking.com.
Residents who have an irrigation system
they do not use can contact Public Works
to join a new lockout device program and
be exempted from the annual RPZ testing
requirement. At the owner’s request, Village
staff will install a specially keyed ‘lockout’
device that prevents the irrigation system
from being turned on. This ensures that
inadvertent contamination of the water
supply cannot occur, satisfying the IEPA’s
regulation, and allows residents to avoid
costly annual inspection of a system they do
not use.
To sign up for this program, residents are
required to sign an agreement form along
with an installation fee of $45. There is also
an annual inspection fee of $25 beginning
in the second year and continuing until
the device is removed. This is a low-cost
alternative when compared to the price of
annual RPZ testing.
The annual inspection fee will be broken
into four payments of $6.25 and will be
added to the utility bill. Installation is quick
and devices can be removed at any time by
contacting the Village.

Arbor Day
Mayor Harriet Rosenthal, Village staff, and
members of the Deerfield High School
Earthworks Club planted a Swamp White
Oak tree in front of DHS on April 28 in ob-
servance of Arbor Day. This was the fourth
tree planted along Waukegan Road near
DHS in honor of Arbor Day.
This year, Deerfield was recognized for the
fifth consecutive year as a Tree City USA by
the Arbor Day Foundation. e

FloodPlain Permit
Requirements
All developments within the 100-year flood-
plain (not just construction of buildings, but
filling, excavation, fences, etc.) are required
to undergo a formal review by the Engineer-
ing Department. Approval must be granted
prior to doing any work in a floodplain area.
Please contact the Engineering Department

tion you will need in order to properly
develop in the floodplain.
Substantial
Improvement/Damage
The National Flood Insurance Program
(NFIP) requires that if the cost of improve-
ments to a building in a floodplain or the
cost to repair damages (from any cause)
to a building in a floodplain exceeds 50
percent of the market value of the building
(excluding land value), the entire building
must be brought up to current floodplain
management standards. Building improve-
ment projects include exterior and interior
remodeling, rehabilitation, additions and
repair and reconstruction projects. Ad-
ditionally, the cost of currently planned
improvements will be added to the cost of
previously made improvements and com-
pared to the existing market value to deter-
mine if the improvements exceed 50 percent
of the structure’s value. Please contact the

Flood Insurance
If you do not have flood insurance, talk to
your insurance agent. Most homeowners’
insurance policies do not cover damage
from floods. Flood insurance is only avail-
able to those communities participating in
the NFIP. Because of our floodplain man-
agement programs, Deerfield residents are
able to obtain flood insurance. Additionally,
because the Village participates in FEMA’s
CRS program, flood insurance premiums
are discounted.
Be sure to check your policy to ensure you
have adequate coverage. These policies
usually cover the building structure, but not
its contents. Contents coverage can also be
obtained upon request. There is a 30-day
waiting period before flood insurance cover-
age becomes effective. Plan ahead; do not
wait until a flood is predicted before pur-
chasing flood insurance. If you are building
inside the floodplain, the purchase of flood
insurance is mandatory if using a federally
regulated/insured bank for a loan.

Don’t Be a Victim:
Beware of Cybercrooks
The Deerfield Police have seen an increase
in “spearphishing,” a method in which
cybercrooks target select groups of people
with something in common—they work
at the same company, bank at the same fi-
nancial institution, attend the same college,
order merchandise from the same website,
etc. The e-mails are seemingly sent from
organizations or individuals the potential
victims would normally get e-mails from,
making them even more deceptive.
Once the victim clicks on a link, they are
led to a phony but realistic-looking website,
where they are asked to provide passwords,
account numbers, user IDs, access codes,
PINs or other personal information.
Remain diligent when it comes to the
privacy of your personal information and
read e-mails very carefully. Minor incon-
sistencies and oddities are often indica-
tors of “spearphishing” messages. To date,
examples seen locally include grammatical
errors in the e-mail and e-mails claiming to
be from an organization, but the e-mail is
sent using a Gmail account and not through
the organization’s e-mail system.
How to avoid becoming a spearphishing
victim:
• Most companies, banks, agencies, etc.,
don’t request personal information via
e-mail. If in doubt, give them a call but
don’t use the phone number contained
in the e-mail — that’s usually phony,
as well.
• Use a phishing filter, such as avast!
Internet Security and avast! Premier.
Both include anti-spam filters to detect
phishing and scam e-mails.
• Never follow a link to a secure site
from an e-mail; always enter the URL
manually.
Remember to always use your best judg-
ment and common sense. If something
looks unusual to you, do not respond to
the e-mail and do not be afraid to contact
the person or organization if the e-mail
appears to have been sent through alter-
native means.

theft, contact the Deerfield Police Depart-
ment to initiate a report. The non-emergen-

‘Cop on Top’ Event at
Dunkin’ Donuts May 20
On Friday, May 20, Deerfield Police of-
ficers along with a celebrity guest or two
will spend the day on the roof of our local
Dunkin Donuts, 499 Lake Cook Road, not
on surveillance, but rather raising awareness
and funds for Special Olympics Illinois.
Officers will participate from 5 a.m. to 1
p.m. at the annual “Cop on a Rooftop of
Dunkin’ Donuts” event in the hopes of
again raising $5,000. Dunkin’ Donuts of
Illinois will make a corporate contribution
of $10,000 to Special Olympics Illinois for
our efforts.
As part of our commitment to this cause,
the Police Department is also sell-
ing raffle tickets for $10 apiece. Prizes
include a new Harley Davidson or one of
five big screen HDTVs, as well as Special
Olympics merchandise.

for the Summer
The following crime prevention tips are
recommended by the Police Department:
Bike Theft Prevention:
Most bikes are stolen while left unlocked. If
you’re not riding it, lock it up!
Bike Safety Tips:
• Obey the rules of the road.
• Always wear a helmet.
• Wear bright-colored or reflective
clothing while riding.
• Always ride with traffic – never
against it.
• Parents should be aware of where their
children are going.
Vacation Watch:
• When leaving town on vacation, stop
by the Police Department and fill out a
Vacant House Form.
• Have someone pick up your mail
and newspapers.
• Leave a lamp on a timer.
• Always lock your home, car, garage
or office.
General Safety:
• Lock your car, especially in the eve-
ning.
• Do not leave valuables in your car.
• If you must leave items in your car, put
the items in the trunk.

Blood Drive May 10 at
Village Hall
On Tuesday, May 10, the Deerfield
Police Department and the Deerfield
Bannockburn Fire Protection District will
host a blood drive in Deerfield Village Hall.
They will be battling it out, pint-for-pint,
in this Battle of the Badges, all benefiting a
good cause. Donating participants will be
able to submit a vote on behalf of the police
officers or firefighters, with the winning
agency walking away with bragging rights.

SWALCO Extends
Electronics Recycling
Program Through Year
After voting at an emergency meeting on
March 3, 2016, to close its five remaining
collection sites effective May 1, 2016,
the Solid Waste Agency of Lake County
(SWALCO) Board of Directors reversed
that decision at its April 14, 2016, meeting.
The concern over the lack of recycling
options for residents and the need for
more time to try to amend the State law
prompted more than 15 Lake County
units of local government to donate the
approximately $62,000 needed to keep the
program operating for the rest of this year.
The Village of Deerfield has pledged $3,000
to the partnership to keep this service
available for residents.
The SWALCO Board of Directors next
meeting is in June and at that time it will
know whether the effort to amend the
Illinois Electronic Products Recycling and
Reuse Act was successful. If not, SWALCO
will have to decide what role it will play in
the long term collection of electronics.
Under the State law, units of local
government are not required to provide
collection services, but since the law was
first implemented in 2010 numerous county
and municipal governments have provided
collection services and residents have relied
on those programs to comply with the law
which bans TVs, printers, computers and 15
other devices from the landfill.
For at least the remainder of the year,
Lake County residents should continue
to use the five collection sites located in
Waukegan, Highland Park, Grayslake, Grant
Township, and Cuba Township.

Village Vehicle Sticker
Registration
Applications for 2016 vehicle stickers will
be mailed in mid-May. Stickers must be dis-
played on all vehicles registered or garaged
in Deerfield by July 1.
If you purchase your sticker by June 30, the
fee is $30. After June 30, a 50 percent late
penalty is assessed.
This year, all vehicle stickers will cost the
same amount, as the senior discount has
been eliminated. Vehicle sticker revenues
help cover the cost of road maintenance and
this cost will now be shared evenly by all
drivers. Should there be a financial hard-
ship, contact the Village Manager’s Office at
847.719.7400.
Residents may purchase vehicle stickers in
person at Village Hall, online at the Village
website, www.deerfield.il.us (convenience
fee applies), or return the renewal applica-
tion either by mail or the payment drop box
located in the median just south of Village
Hall on Jewett Park Drive.
If you do not receive your application, you
still need to have your stickers by July 1.
Additional applications are available online
or at Village Hall.
Remember: The deadline to display a new
2016 sticker is July 1.

The Deerfield Area Historical Society hosts
its annual spaghetti dinner prepared by the
Italian Kitchen on Thursday, May 12, at 6
p.m. at the Patty Turner Center. Following
dinner, historian Anette Isaacs relates the
extraordinary story of Margarete Steiff, who
created Steiff toys nearly 140 years ago and
brought us the teddy bear.

Planter Program
Brightens Downtown
The Village of Deerfield and the Village
Center Commission are offering the Flower
Planter Program for the seventh year, co-
ordinated through the Village’s landscaper
Moore Landscapes, Inc. This program
allows merchants and commercial property
owners in the Village Center to purchase
attractive planters and have them filled with
colorful plantings all year.
This year’s participants in the Flower
Planter Program are Deerfield Village
Center, West Deerfield Township, Village
of Deerfield, Essence Pilates, and One
Deerfield Place.

Reduce Mosquitoes
The South Lake Mosquito Abatement
District offers the following tips to defend
your home and garden from mosquitoes
and West Nile Virus.
Every week:
• Tip and toss free-standing containers
such as flowerpot saucers, watering
cans and buckets.
• Change the water and clean bird baths.
• Empty water that collects in folds of
tarps used to cover woodpiles, boats, etc.
• Position corrugated drain pipes to
ensure drainage or dump out water.
As necessary:
• Clean leaves and debris from gutters.
• Store or recycle old tires.
• Clear debris to allow water to flow
freely from drainage ditches and
culverts.
• Filter or aerate ornamental ponds using
a circulation pump, or stock it with fish.
• Drain or fill-in puddles and areas of
your yard that remain wet and soggy
for more than a week.
• Check window and door screens to
ensure mosquitoes cannot enter.

Deerfield Takes Mayors’
Monarch Pledge
On May 2, Mayor Harriet Rosenthal
and the Village Board approved a
proclamation committing the Village
to the National Wildlife Federation’s
Mayors’ Monarch Pledge. By taking
the Pledge, Deerfield joins more than
100 other municipalities to commit to
create habitat and educate citizens on
the ways they can make a difference at
home or in their community. To support
the monarch butterfly species, Mayors
who take the pledge commit to at least
three of 25 action items to help save the
monarch butterfly. These actions can
include creating a monarch-friendly
demonstration garden, converting
abandoned lots to monarch habitat,
changing mowing schedules to allow
milkweed to grow unimpeded and 22
other possible actions.
While monarchs are found across the
United States, numbering some one
billion in 1996, they have declined
significantly in recent years, a result of
numerous threats. Populations have
declined by 90 percent in the last 20 years.
A new study by the Monarch
Conservation Science Partnership states
that there is a significant probability
that in the next 20 years monarch
butterflies will decline to the point of
“quasi-extinction,” with numbers so
small and scattered that species recovery
becomes impossible. The study’s authors
recommend conservation efforts that
focus on habitat creation and restoration.
Monarch caterpillars feed exclusively
on the leaves of milkweed, the only host
plant for this iconic butterfly species.
Planting milkweed or nectar plant seeds
provides essential elements of butterfly
habitat: food, water, cover and a place for
monarchs to raise their young.
