The festivities will be held on Saturday, September 22, from noon to 4:00 p.m. at Brickyards Park and the Patty Turner Center in Deerfield. Community Services Day is spearheaded by local government agencies to help promote services offered by the many local organizations that serve the community. This event is a unique opportunity for residents to learn about the programs and services that local agencies offer. Deerfield, Bannockburn and Riverwoods community service clubs and organizations will be represented. Throughout the day there will be demonstrations, exhibits and activities. Food will be available for purchase. A passenger/ child safety seat checkpoint will be offered from 8:00 a.m. to 11:00 a.m. and a household electronics drop-off from 9:00 a.m. - 4:00 p.m. at the Deerfield Public Works facility, 465 Elm Street. Additionally, the Sustainability Commission has coordinated for MC Squared Energy Services to host an information booth at this year’s event to help inform residents about the Green Power program that is offered as part of the Village’s electricity aggregation program. Continued on Page 6 Consortium Customers Save on Their Electric Bills Comparing ComEd’s current rate to the North Shore Electricity Aggregation Consortium’s (“Consortium”) Supply Rate, the Consortium is pleased to announce that customers in the Consortium’s program have saved $2,838,785 during the months of June/July. Using a historical comparison of electricity use of the Consortium’s customers, it is anticipated that from June 2012 to May 2013 Consortium customers will save over $25 million off the supply charge on their electric bill. This substantial savings clearly demonstrates the positive impacts the Electricity Aggregation process has brought to all eight member communities. The Village encourages Deerfield customers to stay informed about the aggregation process. The Village only communicates with our residents and businesses through official letterhead or on the Consortium website and will not make phone calls soliciting business. If you are concerned about the phone calls that you are receiving, contact the Illinois Commerce Commission (ICC) at 1-800-524-0795. SMS Phone Number: Language Preference: e publicWORKS Page 3 Street Rehabilitation Project The Village’s 2012 Street Rehabilitation Project was awarded to A-Lamp Concrete Contractors in May of 2012 in the amount of $2,000,000. The project began early in the season and is scheduled to be completed on time and within budget. In addition to routine maintenance items, the contract included the rehabilitation of 11 streets within the Village. The project will be complete by September 16, 2012. The streets that were focused on this year include: • Cumnor Ct., from Warrington Rd. to Carlisle Pl. • Carlisle Pl., from Cumnor Ct. to Warwick Rd. • Warwick Rd., from Carlisle Pl. to Oxford Rd. • Camille Ave., Rago Ave., Williams Ave., and Davis St., from Crowe Ave. to Chestnut St. • Crowe Ave., from Camille Ave. to North Ave. • Elmwood Ave., from Stratford Rd. to Chestnut St. • Kenmore Ave., from Gordon Ter. to Rosewood Ave. • Jonquil Ter., from Central Ave. to Deerfield Rd. Fall Leaf Collection The Village’s annual leaf collection program provides residents with an alternative for disposal of their autumn leaves. Residents who do not mulch or bag their leaves may simply rake leaves to the curb or carriage walk line the night before their scheduled pickup. Beginning the week of October 22 and continuing through November 16, Public Works Department crews will make one pass by each house in the Village every week during the 4-week program. Here are some reminders for leaf pickup: • Do not park on the street the day of your pickup. • Do not rake grass clippings, sticks, rocks, branches or mud to the curb with your leaves. • Try to put leaves out each week, if pos sible. • Inclement weather may delay pickups, but crews will make at least four trips through your neighborhood. For more information call the Public Works Department at 847.317.7245 e Flood Information: Floodplain Permit Requirements All development within the 100-year floodplain (not just construction of buildings, but filling, excavation, fences, etc.) is required to undergo a formal review by the Engineering Department. Approval must be granted prior to doing any work in a floodplain area. Please contact the Engineering Department to receive all the information you will need in order to properly develop in the floodplain at 847.317.2490 Substantial Improvement/ damage The NFIP requires that if the cost of im- provements to a building in a floodplain or the cost to repair damages (from any cause) to a building in a floodplain exceeds 50% of the market value of the building (excluding land value), the en- tire building must be brought up to cur- rent floodplain management standards. Building improvement projects include exterior and interior remodeling, reha- bilitation, additions and repair and re- construction projects. Additionally, the cost of currently planned improvements will be added to the cost of previously made improvements and compared to the existing market value to determine if the improvements exceed 50% of the structure’s value. Please contact the Engi- neering Department at 847.317.2490 for further information. Flood Insurance If you do not have flood insurance, talk to your insurance agent. Most homeowners’ insurance policies do not cover damage from floods. Flood insurance is only avail- able to those communities participating in the National Flood Insurance Program (NFIP). Because of our floodplain man- agement programs that work to protect us from the multiple flooding hazards, Deer- field is part of the NFIP, and thus residents are able to obtain flood insurance. Ad- ditionally, because the Village participates in FEMA’s CRS program, flood insurance premiums are discounted. e Leaf Collection Zones This map delineates collection routes and days. Drug Take-Back and Disposal Program The Deerfield Police Department will again be participating in the Drug Enforcement Agencies (DEA) National Prescription Drug Take-Back Day on Saturday, September 29, from 10:00 a.m. to 2:00 p.m. This is a great opportunity for residents to drop off unused or expired prescription medication for destruction. Unused or expired prescription medications are a public safety issue, and can lead to accidental poisoning, overdose and abuse. Most abused prescription drugs come from family and friends. The Deerfield Police Department’s participation with both the Take-Back program as well as the Save-a-Star program demonstrate our commitment to our mission to provide professional and ethical service to our citizens while proactively identifying risks to Deerfield’s quality of life. e Child Passenger Safety Week The Deerfield Police Department is urging parents and caregivers to make sure their child safety seats are properly installed on “National Seat Check Saturday,” happen- ing Saturday, September 22, in conjunc- tion with Deerfield’s Community Services Day. As part of Child Passenger Safety Week (September 16-22, 2012) the Police Department will have certified technicians available to provide free hands-on child safety seat inspections and advice from 8:00 a.m. to 11:00 a.m. at Brickyards Park, 300 Pfingsten Rd., Deerfield, IL. For more information and registration, contact Stephanie Locascio, LPC at 847.945.3120 Ext. 2 e Overnight Parking Deerfield Municipal code prohibits park- ing any vehicle on any street for a period of time longer than thirty (30) minutes between the hours of 2:00 a.m. and 6:00 a.m. of any day, except physicians on emer- gency calls and those persons who shall have prior permission from the Deerfield Police Department. Any person desiring permission to park within the prescribed hours must contact the Police Department to receive permis- sion, except that no such permission will be granted for parking within twelve (12) hours of a snowfall of three inches (3”) or more as set forth in Section 22-71. Permis- sion is limited to the overnight parking of twelve (12) vehicles, in the aggregate, to the members of a single household during any twelve (12) month period. Uniformed officers from the Deerfield Police Department will serve cus- tomers on Tuesday, October 4th, at Tom & Eddie’s in Deerfield Square, 740 Waukegan Road. With this second annual event, Tom & Eddie’s is joining local law enforcement in their commitment to the Illinois Special Olympics. At the “Burgers and Badges” event Tom & Eddie’s will donate 10% of net sales for the day to the Illinois Special Olympics. In addition, from noon to 8 p.m., officers of the Deerfield Police Department will have a 2012 Harley-Davidson parked under a tent in front of Tom & Eddie’s and will sell $10 raffle tickets to win a black HD Street Glide FLHX motorcycle. The Funds raised will benefit the Law En- forcement Torch Run for Special Olympics Illinois. The Kane County Chiefs of Police Association began the Harley-Davidson raffle in 1998. To date, $830,000 has been raised for the athletes of Special Olympics Illinois. Six winners will be drawn at 1:00 p.m. Friday, October 19, at the Special Olym- pics headquarters in Bloomington. Each winner will be given a key but only one key starts the Harley. The other five winners will receive 50-inch big screen TVs worth $1,000 each. Little Brother is the story of seventeen-year- old Marcus, who ditches school one morn- ing to hang out with his friends. But when a major terrorist attack takes place, Marcus finds himself in the wrong place at the wrong time and is swept up by the Depart- ment of Homeland Security and whisked away to a secret prison, where he is inter- rogated for days. When he is finally released, Marcus discovers that his city has become a police state where every citizen is treated like a potential terrorist. He knows that no one will believe his story, which leaves him only one option: take down the Department of Homeland Security himself. No owner or any person entitled to the custody of any dog shall permit the dog to be at large or to confine the dog in a manner so that it can escape and be at large, unless the dog is securely confined upon a leash of sufficient strength not more than three feet (3’) and accompanied by any able bodied person capable of controlling the ac- tions of the dog under any circumstance. Any person, firm or corporation in violation of the leash ordinance shall be fined not less than ten dollars ($10.00) for the first such offense; and shall not be fined less than twenty five dollars ($25.00) for the second such offense; and shall be fined not less than fifty dollars ($50.00) for the third offense and all subsequent offenses within a one year period. Remember to pick up after your pets and properly dispose of animal waste. Be courte- ous to your neighbors and only dispose of animal waste in your own garbage recep- tacle. West Deerfield Township Clerk Kristen Scott encourages Deerfield residents to register so they may vote in the General Election November 6. If you are new to Deerfield, have moved within the Village - even just across the street- or have changed your name, you must re-register to vote. It takes just a few minutes to register to vote at the Township Office, 601 Deerfield Road. Bring two forms of identification, one of which must have your current address. The voter registration deadline is October 9. No appointment is necessary. Grace period registration takes place at the Lake County Clerk’s Office from October 10 to villageNEWS November 3. If you register during the grace period and want to vote in the Gen- eral Election, you must vote at the time of registration. VOTING OPTIONS Registered voters in Deerfield have three convenient voting options: 1. Early in-person voting begins October 22 and goes until November 3. You’ll be required to present a valid, government- issued ID containing a photograph and name. Each voter has a convenient local site available for early voting. Every household with registered voters will received a postcard prior to the election, listing early voting and Election Day sites for the addressee(s). Weekday early voting hours are 9:00 a.m. - 4:30 p.m. On Saturdays, early voting ends at 2:00 p.m. There is no voting on Sundays. Pre-elec- tion voting is also available on Monday, November 5, 9:00 a.m. - 4:30 p.m. 2. Request a ballot by mail beginning September 27. To request a ballot by mail contact the Lake County Clerk by email at VotingByMail@lakecountyil.us or call 847.377.2406. 3. Election Day voting takes place November 6. Polls are open 6:00 a.m. - 7:00 p.m. All voting sites are handicap accessible. When you opt-in to the Green Power Program, the Village’s electric sup- plier, MC Squared Energy Sevices (mc2), buys Renewable Energy Certificates (REC’s) for 100% of your electricity from those producers. This means that the amount of elec- tricity you use every day comes from a renewable source. So what is a Renewable Energy Certificate? A “Renewable Energy Certificate” or “REC,” is generated each time one megawatt hour of alternative energy has been produced (by solar, wind, etc.) and fed into the power grid. The federal government created a market for these certificates in order to help renewable energy producers effectively sell their energy all across the country. Electricity producers without renewable sources buy these REC’s for consumers who want to support renewable energy even though it isn’t pro- duced in their area. The Green Power Program is surprisingly inexpensive. MC Squared provides our electricity for approximately 4.8 cents/kilowatt hour. Under the Green Power Program, it’s about 4.9 cents/kilowatt hour. In May, 2012, for example, a household that used 667 kWh paid $32.01 (667 x .048). Under the Green Power Program, the cost for May would have been $32.68. So, for less than $1 per month over the base price, electricity can be purchased from a renewable energy source without contracting with anyone special. Want to opt in? 1.
