A Message from Mayor Harriet Rosenthal
One of the important issues
I inherited when becoming
Mayor was a 2008 law suit
brought by the Village against
ComEd regarding reliability
of electric service in our Village. After in-depth
analysis of cost/benefit, I decided it was in the
Village’s best interest to negotiate a settlement.

A cooperative effort of the Village of Deerfield,
the Deerfield-Bannockburn Fire Protection
District, the Deerfield Park District, and
the Deerfield and Bannockburn Police
Departments, the 7th
annual Community
Services Day celebration
is a free, community-wide
event for residents of all
ages. The festivities will
be held on Saturday, September 10 from noon
to 4:00 p.m. at Brickyards Park and the Patty
Turner Center in Deerfield.
Community Services Day is spearheaded
by local government agencies to help
promote services offered by the many local
organizations that serve the community. This
event is a unique opportunity for residents
to learn about the programs and services that
local agencies offer. Deerfield, Bannockburn
and Riverwoods community service clubs and
organizations will be represented.
Throughout the day there will be
demonstrations, exhibits and activities. Food
will be available for purchase. A passenger/
child safety seat checkpoint will be offered
from 9:00 a.m. to 11:00 a.m. and a household
electronics drop-off from 9:00 a.m. - 4:00 p.m.
The Sustainability Commission will be
represented handing out free live tree seedlings
to plant in your yard!

Civic Ceremony -
10th anniversary of
September 11th
Please join us on Sunday, September 11th
for a Civic Ceremony commemorating
the 10th anniversary of September 11th,
2001, at Deerfield Village Hall. Beginning
at 1:30 p.m., on the front lawn of Village
Hall, members of the Deerfield High
School Warriors Marching Band will
perform a musical arrangement. At 1:45
p.m. the Deerfield-Bannockburn Fire
Protection District and the Deerfield Police
Department will be performing an Honor
Guard ceremony.
At 2:00 p.m., in the Village Board Council
Chambers, Rabbi Aaron Melman will speak
about his personal experiences as a Student
Chaplain for the New York Fire Department
on 9/11. This program will be broadcast
live on cable channel 10 and will available
on-demand at www.deerfield.il.us later that
week. This program is sponsored by the
One Book One Zip Code Committee,
the Village of Deerfield and the Deerfield
Public Library.

ComEd SettleMent
Agreement
Continued from Page 1
I am privileged to share with you that a
settlement agreement has been reached.
My compliments to our trustees, manag-
er, staff, and attorneys for their input and
expertise in furthering this settlement,
and to Senator Susan Garrett and Rep-
resentative Karen May for their strong
support throughout.
Notwithstanding continuing local and
regional issues, many significant reliability
improvements have been made to our
system since the suit initially was filed.
Additional significant reliability improve-
ments will be made between now and the
end of 2011. Importantly, ComEd will
undertake these improvements in full
consultation with us and our consulting
engineer, and going forward ComEd will
meet regularly with us to assess progress.
In addition, ComEd has agreed to a cash
settlement to the Village in the amount of
$215,000.
While our electric system remains the
property of ComEd, our residents and
businesses have every right to expect
sound and reliable service. The Village
will continue to be an advocate for that
right.

Bridge Replacement
Projects
According to the Illinois Department of
Transportation standards, both the Central
Avenue Bridge and the Juniper Court Bridge
are in need of reconstruction, and 80% of
project costs are being provided by a federal
grant. The planning and design process
was completed in December of 2010 and
the Village expects to be reconstructed this
fall. Each bridge will be closed during
its construction which is expected to
take 60 calendar days, for the Central
Avenue Bridge, and 25 calendar days,
for the Juniper Court Bridge. They will
be constructed on separate schedules by
the Illinois Constructors Corporation. The
Central Avenue Bridge work is scheduled to
begin the week of September 26, 2011 and
be completed by late November. The Juniper
Court Bridge project is scheduled to begin
the second week of October 2011 and be
completed by late November. Traffic detours
will be in place to facilitate better traffic flow
and emergency vehicle access should it be
necessary. A map of the detour route can be

Fall Leaf Collection
The Village’s annual leaf collection pro-
gram provides residents
with an alternative for
disposal of their au-
tumn leaves. Residents
who do not mulch or
bag their leaves may simply rake leaves to
the curb or carriage walk line the night
before their scheduled pickup. Beginning
the week of October 24 and continuing
through November 18, Public Works
Department crews will make one pass
by each house in the Village every week
during the 4-week program. Please inform
your landscaper of these provisions.
Here are some reminders for leaf pickup:
• Do not park on the street the day of
your pickup.
• Do not rake grass clippings, sticks,
rocks, branches or mud to the curb with
your leaves.
• Try to put leaves out each week, if
possible. Inclement weather may delay
pickups, but crews will make at least four
trips through your neighborhood.

Flood Information:
FLOODPLAIN PERMIT
REQUIREMENTS
All development within the 100-year
floodplain (not just construction of
buildings, but filling, excavation, fences,
etc.) is required to undergo a formal
review by the Engineering Department.
Approval must be granted prior to doing
any work in a floodplain area. Please
contact the Engineering Department to
receive all the information you will need in
order to properly develop in the floodplain
at 847/317.2490
Substantial Improvement/
damage
The NFIP requires that if the cost of im-
provements to a building in a floodplain
or the cost to repair damages (from
any cause) to a building in a floodplain
exceeds 50% of the market value of the
building (excluding land value), the en-
tire building must be brought up to cur-
rent floodplain management standards.
Building improvement projects include
exterior and interior remodeling, reha-
bilitation, additions and repair and re-
construction projects. Additionally, the
cost of currently planned improvements
will be added to the cost of previously
made improvements and compared to
the existing market value to determine
if the improvements exceed 50% of the
structure’s value. Please contact the Engi-

Flood insurance
If you do not have flood insurance, talk to
your insurance agent. Most homeowner’s
insurance policies do not cover damage
from floods. Flood insurance is only avail-
able to those participating communities
in the National Flood Insurance Program
(NFIP). Because of our floodplain man-
agement programs that work to protect
us from the multiple flooding hazards,
Deerfield is part of the NFIP and thus,
residents are able to obtain flood insur-
ance. Additionally, because the Village
participates in FEMA’s CRS program,
flood insurance premiums are discounted.

Citizens’ Police Academy
The Deerfield Citizens’ Police Academy oc-
curs each year and meets Wednesday nights
for twelve weeks from 7:00 p.m. to 9:00 p.m.
at the Deerfield Police Department located
at 850 Waukegan Road. The next Academy
will begin September 14, 2011.
The two hour Academy sessions cover a
variety of subjects ranging from basic law
enforcement and its role in the community
to discussions and demonstrations with
specialized units within Deerfield Police
Department including: SWAT, Mobile
Field Force, Gangs and Drug Suppression
Unit, K-9 Unit, Traffic Unit, Crime Preven-
tion Unit, and Youth and Social Services
Division. Each session will have hands on
activities such as fingerprinting and use of
less-than-lethal weapons. During each ses-
sion, you will be able to ask questions and
interact with police officers and Academy
instructors.
Academy enrollment is limited. Citizens’
Police Academy application forms are
available at the Deerfield Police Depart-
ment at 850 Waukegan Road as well as on
the Village website. We accept applications
throughout the year. In weeks prior to the
Academy start date, the Academy Coor-
dinator (Commander Mel Soltwisch) will
contact you to confirm your selection to
participate in the next Academy.

Coyotes in Lake County
Coyotes in Illinois are protected under
the Illinois Wildlife Code. In urban and
suburban areas, the Illinois Department of
Natural Resources recommends hiring a
Nuisance Wildlife Control Operator, who
is licensed by the State of Illinois to remove
the coyote from the area. By Illinois law,
the animal can only be removed if it is caus-
ing property damage or is at risk to human
health and safety.

Child Passenger Safety
Week
The Deerfield Police Department is urging
parents and caregivers to make sure their
child safety seats are properly installed on
“National Seat Check Saturday,” happen-
ing Saturday, September 10 in conjunction
with Deerfield’s Community Services
Day. As part of Child Passenger Safety
Days (September 10-24, 2011) The Police
Department will have certified technicians
available to provide free hands-on child
safety seat inspections and advice from
9 a.m. to Noon- at Brickyards Park,

Overnight Parking
Deerfield Municipal code prohibits park-
ing any vehicle on any street for a period
of time longer than thirty (30) minutes
between the hours of 2:00 a.m. and 6:00
a.m. of any day, except physicians on emer-
gency calls and those persons who shall
have prior permission from the Deerfield
Police Department.
Any person desiring permission to park
within the prescribed hours shall contact
the Police Department and shall receive
permission, except that no such permission
will be granted for parking within twelve
(12) hours of a snowfall of three inches
(3”) or more as set forth in Section 22-71.
Permission shall be limited to the overnight
parking of twelve (12) vehicles, in the ag-
gregate, to the members of a single house-
hold during any twelve (12) month period.

Charity PLANE PULL
Challenge
The Deerfield Police Department will be
participating in a Charity Plane Pull at
O’Hare International Airport in Chicago,
benefiting the Illinois Special Olympics.
On September 24, 2011, this crazy contest
will pit men and women against machine,
as teams of 20 play tug-of-war with a UPS
Airbus A300 aircraft (weighing more than
198,000 lbs.). That’s right...the plane weighs
more than 99 tons! Each team must raise
a minimum of $1,000. In 2010, the event
raised more than $67,000, up from $41,000
in 2009.

Historic Village Fall
Fest & Car Show
The 36th annual Deerfield Area
Historical Society Fall Festival will take
place on Sunday, September 25, from noon
to 4:00 p.m. at the Deerfield Historic
Village, 517 Deerfield Road. This family-
friendly, free event features children’s
activities, live entertainment, food, craft
demonstrations, antique cars, a book sale
and fun for the entire family. Children
can try their hand at vintage activities and
attend class in a one-room schoolhouse.
Visitors are invited to tour five buildings of
historic interest, including the Caspar Ott
log house. Built in 1837, it is Lake County’s
oldest surviving building.
All profits from the Fall Festival will be used
to help restore the buildings in the Historic
Village. Crafters, artisans and traditional
craft demonstrators are also invited to
participate in the Fall Festival.
A special invitation is extended to Deerfield
area residents to display their antique or
classic car at the Fall Festival on September
25. Cars from the 1970s and earlier are wel-
come. Note: this is a showcase for vehicles,
not a competition.

Garbage Cart Storage
The Village Board recently approved
modifications to the Village’s Code of
Ordinances related to the storage of garbage
and recycling cart storage. The new provi-
sions state that on non-collection days, all
containers for garbage shall be stored in the
garage or out of plain sight from the street
in an effort to make the containers incon-
spicuous from the public way.

One Book One Zip Code
Our community-wide reading program,
One Book, One Zip Code, was moved from
spring to fall this year to coincide with the
10th anniversary of September 11, 2001,
an event that drives the plot of this year’s
selection, “Extremely Loud and Incredibly
Close,” by Jonathan Safran Foer.
In the Book, nine-year-old Oskar Schell
embarks on an urgent, secret mission to
find the lock that matches a mysterious key
that belonged to his father, who died in the
World Trade Center on the morning of Sep-
tember 11. This seemingly impossible task
will brink Oskar into contact with survivors
of all sorts on an exhilarating, affecting,
often funny, and ultimately healing journey.
The 10-year anniversary played a big role
in the OBOZ committee’s selection. On
Sunday, September 11, following the civic
ceremony at Deerfield Village Hall, Rabbi
Aaron Melman of Temple Beth Shalom in
Northbrook will speak about his personal
experiences as a Student Chaplain for the
New York Fire Department on 9/11.
One lasting legacy of our 2011 reading
initiative will be a collection of commu-
nity members’ memories of 9/11. Special
cards for sharing thoughts of 9/11 will be
available at every event, at the Library, Patty
Turner Center, high school and elsewhere.
People can drop off their cards or mail them
to the Library, which will compile the cards
into a book that will be added to the collec-
tion

tion directly from the nearest National
Weather Service office. NWR broadcasts
official Weather Service warnings, watches,
forecasts and other hazard information 24
hours a day, 7 days a week.
Working with the Federal Communication
Commission's (FCC) Emergency Alert
System, NWR is an "All Hazards" radio
network, making it your single source for
comprehensive weather and emergency
information. In conjunction Federal, State
and Local Emergency Managers and other
public officials, NWR also broadcasts warn-
ing and post-event information for all types
of hazards - including natural, environmen-
tal (such as chemical releases or oil spills),
and public safety (such as AMBER alerts).
Known as the “Voice of NOAA's National
Weather Service," NWR is provided as a
public service by the National Oceanic and
Atmospheric Administration (NOAA), part
of the Department of Commerce. NWR
requires a special radio receiver or scanner
capable of picking up the signal. Broadcasts
are found in the VHF public service band at
these seven frequencies (MHz):

Red Cross Thunder-
storm Safety Checklist
A thunderstorm is considered severe if it
produces hail at least 1 inch in diameter
or has wind gusts of at least 58 miles per
hour. Every thunderstorm produces
lightning, which kills more people each
year than tornadoes or hurricanes. Heavy
rain from thunderstorms can cause flash
flooding and high winds can damage
homes.
How can I prepare ahead of time? Put
together an emergency preparedness kit:
* Water - one gallon per person, per day
* Food - non-perishable, easy to prepare
* Flashlight * Battery-powered or hand
crank radio (NOAA Weather Radio if
possible) * Extra batteries * First aid kit *
Medications (7-day supply) and medical
items * Multi-purpose tools * Sanitation
& personal hygiene items * Copies of
personal documents * Cell phone with
chargers * Family & emergency contact
information * Extra cash.
What should I do during a thunderstorm?
Listen to local news or NOAA Weather
Radio for emergency updates. Avoid
electrical equipment and telephones. Use
battery powered TV’s and radios instead.
Watch for signs of a storm, like darkening
skies, lightning flashes or increasing wind.
If you can hear thunder, you are close
enough to be in danger from lightning. If
thunder roars, go indoors! The National
Weather Service recommends staying
inside for at least 30 minutes after the last
thunder clap.
What do I do after a thunderstorm? Con-
tinue to listen to a NOAA Weather Radio
or to local radio and television stations
for updated information or instructions,
as access to roads or some parts of the
community may be blocked. Never drive
through a flooded roadway. Turn around,
don’t drown!
Stay away from downed power lines and
report them immediately.
Know the Difference?
Severe Thunderstorm Watch - Severe thun-
derstorms are possible in and near the
watch area. Stay informed and be ready
to act if a severe thunderstorm warning is
issued.
Severe Thunderstorm Warning - Severe
weather has been reported by spotters or
indicated by radar. Warnings indicate im-
minent danger to life and property.

How does 9-1-1 Find
you on a Cell Phone?
Cell phones are a convenient way for
people to stay in touch seemingly wher-
ever they are, at any time of the day, but
they sometimes provide challenges for
emergency services personnel attempting
to track the exact location of calls. Over
70 percent of 9-1-1 calls come from cell
phones.
When you call 9-1-1 from a landline, the
address from where the call originated is
automatically displayed by the communi-
cation center’s software, so police, fire and
EMS personnel can pinpoint the location;
however, when a cell phone is used to call
9-1-1, dispatchers receive and approxi-
mate location of the call, based on latitude
and longitude. The location gets plotted
on an electronic map, providing us with
the nearest cross streets; it does not pro-
vide altitude and thereby, we are unable to
determine what story you are on.
Plan ahead and keep some basic informa-
tion at the ready in case of emergency.
Place information on your refrigerator or
other prominent place to remind children
babysitters/caregivers and others of what
the address is. In an emergency, when
people are under duress, this makes pro-
viding this information easy. e
