New Residential Refuse
and Recycling Program
Spring 2011
In order to reduce costs and avoid sub-
stantial increases to user fees and/or the
property tax levy for garbage collection,
the Village will be changing waste haul-
ing services. The change in service will
save approximately $2.5 million over the
5 year term of the contract. Village staff,
working with the Solid Waste Agency of
Lake County, requested 5 year pricing and
Waste Management provided the lowest
cost proposal by over $140,000 per year.
The Village’s Sustainability Commission
endorsed the service change as it reduces
costs, generates less traffic and pollution,
and encourages recycling.
Effective April 1, 2011, the Village in part-
nership with Waste Management, Inc. will
be implementing an automated solid waste
collection program. Waste Management
will be providing a once-a-week unlimited
curbside pick-up service as the standard
for residential collection. As a result, the
Village will be able to maintain the current
user fee of $6.50 per month for once-a-
week service.

If you are not a registered voter or have
moved since the last election, please take
the opportunity to register to vote now.
The last day to register at the West Deer-
field Township office is March 8. The Lake
County Clerk’s office in Waukegan will
be offering grace period registration until
March 29. You may register to vote if you
are a United States citizen, 18 years of age
by the time of the election and a resident
of your precinct address for at least 30 days
immediately prior to an election. You will
need to bring two forms of identification,
one of which must provide your permanent
address. e
Parking Fines
On January 3, 2011, the Village Board
amended the Municipal Code regarding
parking regualtions. Effectivelty im-
mediately parking fines are $25, fire lane
violations are $50 and handicap parking
violations are $250.

Each election season the Village is asked
about sign posting regulations. Signs are
not allowed anywhere in the public right-
of-way.
These areas are along streets and in parks as
follows:
• Standard Sidewalks (sidewalk with park-
way between walk and curb): Signs must be
at least 5 feet towards the house from the
sidewalk.
• Carriage Walks (sidewalk next to street):
Signs must be placed at least 10 feet to-
wards the house from the sidewalk.
• No Sidewalk: Signs must be placed at least
15 feet in from the street edge or back of
curb.
Signs found to be within the public right-
of-way or, those attached to light poles,
street signs or other appurtenances in the
right-of-way will be removed.

Outstanding Youth
Award
The Deerfield Community Relations Com-
mission would like your help in nominating
deserving young men and women for the
Jeffrey Werner Outstanding Youth Award.
This award was first presented in 1969 as
a memorial to Jeffrey Werner, a Deerfield
teenager who, despite a terminal illness,
distinguished himself in service to his com-
munity. Nomination forms are available

Web Streaming - Watch Village Board Meetings
Village Board meetings can now be watched live or on demand on the Village’s website.
On the first and third Mondays of the month at 7:30 p.m., Village Board meetings will
stream live on the internet. The morning after each Village Board meeting, the video will
be indexed to the meeting’s agenda on the website for easy viewing. Residents can select
the section of the meeting they are interested in and the video will jump right to that
section of the meeting. The service is also searchable, which means that residents can
search for an item of particular interest, and the meetings where that issue was on the
agenda will appear. A link to the meeting videos is on the front page of the website at
www.deerfield.il.us – just click on the link called “Watch Board Meetings Online.” e
AT&T U-Verse
The Village’s cable station – Channel 10 – is now available on AT&T U-Verse’s Channel
99. Village Board meetings broadcast live and are also replayed on Mondays and
Thursdays at 7:30 p.m. and Saturday at 1:30 p.m. e
fire hydrant flushing
Beginning the week of April 13, and finishing on or about April 24, Deerfield Public
Works will flush all fire hydrants in the Village of Deerfield to make sure they are in
good working order in case of emergencies and to help flush sediment out of the distri-
bution system. Signs will be posted in each area before flushing begins. Flushing will be
done between 7:30 a.m. and 3:30 p.m. on Mondays through Fridays.
Do NOT do laundry on the day hydrants are flushed in your area. Flushing stirs up rust
that can enter washing machines. Also, if there is any discoloration in your faucet water,
let it run for a few minutes, preferably from the tub spout, and it will clear up. The water
is safe to drink at all times.

Pedestrian Underpass
Project
Deerfield Road is bisected by the Metra
tracks that provide service for the Metra
Milwaukee North Line, Amtrak, and the
Soo Line Railroad. The sidewalks adja-
cent to Deerfield Road which go under
the railroad tracks are very narrow. These
sidewalks are used by residents to access
downtown as well as commuters who park
at the lot or ride a bus, to get from one
side of the tracks to the other, without
going up to track level. This is particularly
important when trains are expected and
late commuters are running to get on the
correct side for boarding. They utilize
these substandard, but grade separated
sidewalks to get to the train on time. The
project involves installing a pedestrian un-
derpass of the Metra tracks, on the south
side of Deerfield Road, behind the railroad
bridge abutment.
Please be advised that Deerfield Road will
incur daily road closures at the Deerfield
Road Metra underpass while this project is
underway. Therefore, the road will be peri-
odically closed to both directions of traffic.
Closures will typically begin at 9 a.m. to
facilitate the work, and will re-open at 3
p.m. on the same day. Full road closures
will be in effect for a period of 30 days as
the project gets into full swing. Although
a detour route is already in place it is
recommended that motorists use alternate
routes.
The project will provide safe passage
for pedestrians wishing to walk/ride
along Deerfield Road and under the
Metra Railway via a pedestrian underpass.
The new underpass will not only provide
safer access to the Deerfield train sta-
tion platform, but also serves as a link for
cyclists and pedestrians between Highland
Park and Riverwoods. The Deerfield Road
Sidewalk Improvement and Pedestrian
Underpass is an important addition to the
multi-use pedestrian network in Lake

Refuse and recycling program continued

Residents interested in maintaining back door service can do so for a $6 a month fee
billed directly by Waste Management. To subscribe for back door service please call
Waste Management at 800/796.9696 between the hours of 7:00 a.m. and 5:30 p.m.,
Monday through Friday.
To ease the conversion, Waste Management will provide a 96 gallon refuse cart and a 64
gallon recycling cart to residences during the last two weeks of March. If you would like
a different sized cart by your first pick-up, call Waste Management before March 18th.
All residents will be delivered the standard sized carts, however; if you requested an alter-
nate size, leave the standard carts at the curb and they will be replaced with the correct size
within 24 hours. Residents can request different cart sizes before May 31st, free of charge,
by calling Waste Management directly. A request to change cart sizes after May 31st will
result in a $40 service fee.
Waste Management will have two collection days, beginning the week of April 4. Prop-
erties north of Deerfield Road will be serviced on Tuesdays, and properties south of
Deerfield Road will be serviced on Wednesdays.
On pages 4 and 5 you will find a list of FAQs to answer questions you may have about

Village Approves New Garbage Contract
Changes to Refuse/Recycling/Yard Waste Program
Effective April 1, 2011 through March 31, 2016
What are the major changes to the refuse, recycling and yard waste program? Effective April 1st, the
Village in partnership with Waste Management will be implementing an automated refuse & recycling
collection program. The new program will include the following changes:
This year,
• All garbage, recycling, and yard waste collection will take place once a week on the same day.
• All residents will pay $6.50 a month to the Village, for garbage and recycling service.
• The default service for garbage collection will be curbside pick up with a 96 gallon cart.
• Backdoor garbage service is an additional $6 per month and this service will be set up directly
through Waste Management who will send residents a bill for the service.
• The first recycling and garbage carts are provided to customers free of charge. Additional carts can be ordered through Waste
Management.
• The recycling and yard waste pick up services remain the same.
Is the cost of the service changing? The Village pays for the service through a combination of direct user fees and property taxes. In recent
years, the amount collected through these sources was not sufficient to pay the rates charged by Veolia and fund balances were being drawn
down to balance the payments. With the new Waste Management contract, the Village is able to maintain the current once a week user
charge, $6.50 per month, at least for the first year and cover the remaining costs with the existing property tax levy. Residents with current
twice a week service will pay a pro-rated but reduced charge beginning with the May utility bills and eventually will also pay $6.50 per
month.
How do the costs per month charged to the resident compare to the current contract?

Will these changes impact the collection schedule? Yes. Collection is once a week and residents living on the north side of Deerfield Road will
have collection on Tuesdays. Residents living on the south side of Deerfield Road will have collection on Wednesdays. Refuse, recycling
and yard waste will be picked up on your scheduled collection day. If you have questions regarding your new collection day, please call
Waste Management at 800/796.9696.
When will the new refuse/recycling carts be issued? Everyone will receive a 96 gallon garbage cart and a 64 gallon recycling cart unless a
request for a different size is made by residents to Waste Management before March 18th. Delivery of carts will begin on Monday, March
21st and will continue through Thursday, March 31st. Your carts may be delivered on any day from March 21st – March 31st.
Over this 10 day period, nearly 14,000 carts will be delivered throughout the community. We request your patience during this process as
mistakes may be made during the delivery process. If you do not receive a cart, please contact Waste Management at 800/796.9696.
Garbage and recycling carts should be placed at the curb with handles facing towards the house.
What if someone is out of town during the cart delivery period? Call Waste Management at 800/796.9696, and your cart will be placed on the
side of your house or backyard.
What are the dimensions of the refuse and recycling carts? The standard refuse cart is 96-gallons. Approximately 10 – 12 kitchen size garbage
bags can fit in the 96-gallon cart. The standard recycling cart is 64-gallons. Approximately 6 – 7 kitchen size garbage bags can fit in the
64-gallon cart.

If I want a cart size other than the standard, what do I do? To receive a cart other than the standard 96 gallon refuse cart and 64 gallon re-
cyling cart by your first pick-up, call Waste Management before March 18th. All residents will be delivered standard sized carts the last two

Where should I place my carts (refuse and recycling) for collection? Unless you subscribe to backdoor refuse service, all carts should go to
the curb for collection. For those that subscribe to backdoor refuse service, your refuse cart should be able to be seen from the street and
recycling carts shoud continue to be placed at the curb. Carts should be placed such that handles are facing the house. Refuse collection
continues to be unlimited, thus if you have additional refuse items that cannot fit in the cart, place the items alongside your refuse cart in a
refuse container. However, if you regularly have extra garbage each week, an additional cart will need to be rented through Waste Manage-
ment. Per Village ordinance, refuse and recycling carts can be set out as early as sun down the day before collection and no later than 7:00
a.m. the day of collection. Collection on Waukegan and Deerfield Roads must be out no later than 6:30 a.m. on the scheduled collection
day. After collection, all carts should be removed from the front yard not later than the evening of your collection day.
What if a household needs additional refuse and recycling carts? Contact Waste Management directly at 800/796.9696 to obtain additional
carts. Each additional 96 gallon and 64 gallon cart can be leased for $3 per month. Each additional 32 gallon cart can be leased for $2.00
per month.
Will Waste Management replace damaged carts? Yes, there is no replacement cost for accidently damaged carts. Contact Waste Manage-
ment directly at 800/796.9696 to replace a damaged cart.
How does the recycling program work? As at present, recyclables can be mixed together in the 64-gallon cart. Please do not place your
recyclable material into plastic bags before inserting them into the cart. If your cart is not full you do not need to put it out every week. For
a complete list of accepted material, visit the Village website at www.deerfield.il.us
How do I dispose of my “old” [obsolete] refuse container? During the first two-weeks of April, Waste Management will collect and recycle
old refuse containers (metal or plastic containers). Place your ‘old’ refuse containers at the curb with an affixed note indicating item for
disposal. If no note is attached the container will not be picked up.
What will happen to my Veolia recycling cart? During the last week of March, Veolia will be picking up the recycling carts at the curb on your
last recycling pick up day. A truck will come by to empty the cart and another truck will come the same day to retrieve the cart.
What if I would like to continue “back door” service? In lieu of curbside service, residents can pay a monthly fee directly to Waste Manage-
ment for “back door” refuse service. The cost for ‘back door’ refuse service is an additional $6.00 per month. Residents should contact
Waste Management to make arrangements for back door pick up. Residents selecting this option will still receive a refuse cart. Refuse carts
must be visible from the street. The back door service only pertains to refuse collection. Recycling and yard waste will still be collected
curbside. Residents are encouraged to make their decision about back door service prior to May 31, 2011. After May 31, 2011 there will be
an $80 fee to switch to backdoor service. There is no fee to switch from backdoor service to curbside service.
What if I have extra yard waste stickers from Veolia? From March 7th through May 31st residents can return their stickers for a refund to
either Veolia at 2800 Shermer in Northbrook or to Village Hall. Only bright orange colored stickers that have not been used and are in
good usable condition will be accepted. After May 31, stickers will not be accepted for refunds. New Waste Management stickers will be
available starting March 7th for a cost of $2.50 a sticker.
Why is twice a week pick up being eliminated? In an effort to keep costs down for residents, the Village staff and Sustainability Commis-
sion recommended and the Board of Trustees agreed to the service change. With the rising costs to keep twice a week service, significant
increases in user fees and/or property taxes would have been necessary.
Were there any environmental aspects in the decision to change to Waste Management? Yes, from an environmental perspective, eliminating
twice a week collection meant trucks will be in town 2 days instead of 4, and the automation of service will require less time, reducing the
use of fuels and its associated pollution. Additionally, Waste Management will employ compressed natural gas trucks for waste hauling.
These trucks reduce the use of fossil fuels and its corresponding pollution. CNG trucks also reduce noise pollution as they are quieter than
trucks that run on diesel fuel.
What if my garbage or recycling is not picked up? Please call Waste Management to alert them of the missed pickup at 800/796.9696. If you
continue to have pick-up problems or you have an issue with Waste Management please contact the Village of Deerfield at 847/945.5000.

Deerfield Police joins the
Save A Star Drug Disposal
Program
The Deerfield Police Department and
Save A Star Drug Awareness Foundation
launched a new pill disposal and collection
program. The purpose of this program is to
collect and safely dispose of unwanted and
unused medications, thus keeping them
out of the hands of individuals who might
otherwise become victims of prescription
drug abuse. More young people now die
each year from prescription drug overdoses
than from heroin, methamphetamines,
cocaine, and inhalants, combined. The
problem has reached epidemic propor-
tions and threatens the lives of millions
of Americans. Our Village, our Police
Department, and Save A Star Drug Aware-
ness Foundation have partnered to battle
this epidemic.
A pill collection box, which is accessible
24/7, has been installed at the Deerfield
Police Department, 850 Waukegan Rd.

Parking Priviledges
Vehicles properly displaying disability
plates, a parking placard or Disabled Vet-
eran plates may park in spaces reserved for
persons with disabilities, and are exempt
from meter fees or time limitations on park-
ing, except at meters, signs or other mark-
ings with time limitations of 30 minutes or
less.
Proper Display of Placards
Because a parking placard is issued to the
person with the disability and not to a ve-
hicle, it may be used in any vehicle in which
the authorized holder is driving or is a
passenger. When parked in a space reserved
for persons with disabilities, the placard
must be properly displayed in one of the
following locations so it is clearly visible to
law enforcement:
Hanging from the rearview mirror, or•
Placed on the dashboard•
Remember to remove the placard before
the vehicle is in motion to prevent damage
or excessive exposure to the sun. Also, the
placard can obstruct the driver’s view if left
hanging from the mirror.
Penalties for Misuse
It is illegal to:
Park in a space reserved for persons •
with disabilities without disability
plates or a parking placard. Violators
may be issued a minimum $250 fine.
Park in an access aisle - the vertical •
lines adjacent to the parking space for
persons with disabilities. The access
aisle reserves room for persons to
safely enter and exit their vehicle. You
can be fined a minimum of $250 for
parking in the access aisle even if your
vehicle is displaying a placard or dis-
ability plates.
Use disability plates or a parking •
placard without the authorized holder
present. Violators face the following
penalties: first offense - minimum
$500 fine and 30-day driver’s license
suspension; second offense - minimum
$750 fine and 6-month driver’s license
suspension; third offense - minimum
$1,000 fine and 1-year driver’s license
suspension.

April is Autism
Awareness Month
In conjunction with Autism Awareness
Month, the Deerfield Police Department is
proud to announce their relationship and
committment to Project Lifesaver. Project
Lifesaver is an international organization
that provides law enforcement agencies
with a rapid response program to save lives
and reduce the potential for serious injury
to adults and children who wander due to
Autism, Alzheimer’ s, Down Syndrome,
Dementia and other related cognitive
diseases. Project Lifesaver provides equip-
ment, training, certification and support
to law enforcement agencies through the
county.
In February, Deerfield and Bannockburn
Police employees participated in extensive
training on the use of specialized electronic
search and rescue equipment, technology,
and procedures related to this program,
all of which are essential to the successful
rescue of missing persons who wander or
otherwise become lost.
Citizens enrolled in Project Lifesaver will
wear a small personal transmitter around
the wrist or ankle that emits an individual-
ized tracking signal. If an enrolled client
goes missing, the caregiver notifies the
Deerfield Police Department, and a trained
emergency team made up of Department
personnel responds to the wanderer’s area
with locating equipment provided by Proj-
ect Lifesaver. Most who wander are found
within a few miles from home, and search
times have been reduced from hours and
days to minutes.
The Department recently secured a grant
in the amount of $5,000.00 for this system
through the Bureau of Justice Assistance.
The cost of the transmitter (for which
the enrollee is responsible) is $310 and
includes a monthly maintenance fee that
ensures timely battery replacement.

Disability Grant
Program
West Deerfield Township has established a
grant program to assist individual residents
improve and expand their lives. State
funding has fallen behind the growing
needs of our residents who have physi-
cal impairments, developmental delays,
and mental illness. The Township hopes
to address some of these funding gaps for
necessary services, equipment, modifica-
tions, and therapies by funding up to $1000
per award. Applications, available at www.
westdeerfieldtownship.org, should be sent to
Supervisor Julie Morrison at the township
office no later than March 31, 2011.
A committee will review the applications;
names and addresses will be deleted from
applications prior to committee review
in order to protect privacy. If additional
documentation or information is requested,
applicants will be notified.
Applications for this grant program will
be reviewed quarterly in order to meet the
needs in a timely manner. This program is
open to township residents of any age and
is needs-based.

January 1, 2011, marked the one-year
anniversary of the state law that prohibits
texting while driving . A recent online
survey indicated that 40 percent of driv-
ers were unaware that it is illegal to text or
e-mail at anytime while driving on Illinois
roads. In Illinois, cell phone distractions,
including texting, were the primary or
secondary cause of more than 500 vehicle
crashes in the first half of 2010. Nation-
ally, nearly 5,500 people died in distracted
driving-related crashes and nearly 500,000
were injured in 2009. The Deerfield Police
Department supports the Illinois Tollway,
Illinois Secretary of State, Illinois State
Police, Illinois Department of Transporta-
tion and AAA Chicago’s launching of a
new statewide campaign. Our goal is to
raise awareness of the dangers of texting
while driving and ultimately, reduce the
number of cell phone-related accidents in
Illinois. All of us recognize that the issue of
distracted driving is becoming increasingly
challenging. It’s our responsibility to make
sure that Deerfield residents know what’s at
stake. e

Presents Kinder Club
Kinder Club registration for the 2011-2012
school year will be out in the upcoming
Deerfield Park District Spring/Summer
brochure. Kinder Club is a multi-faceted
before and after kindergarten enrichment
program based on the philosophy that
children learn through play and experience.
Kinder Club activities will change as the
year progresses to help children develop
new perspectives. A wide selection of

Theater D
Theater D announces it’s 2011production
of Squabbles. Squabbles, written by Mar-
shall Karp will be performed at the Patty

March 31, & 20 at 3:00 p.m. The ticket
price of $20 includes a fabulous dessert buf-

Middle School Party
The Sachs Recreation Center will be host-
ing middle school parties Fridays, March
18, April 15, & May 20, 2011. The event is
from 7:00 - 9:00 p.m. and a $5 admission

2011 Deerfield Park
District Committees
The Deerfield Park District seeks individu-
als to serve on the Pool Advisory Com-
mittee and to serve on the Golf Advisory
Committee for the coming year. These
committees consist of Deerfield Park Dis-
trict residents appointed by the Board of
Park Commissioners.
Committee members will study all phases
of facility operations and will act in an advi-
sory capacity to the Board of Park Commis-
sioners. Areas of study will include such
issues as additional means of utilizing the
pools / golf club, new program ideas that
could be beneficial to the overall program,
methods of generating alternative sources
of revenue, means of maximizing atten-
dance, suggested capital improvements, etc.

Seniors (65+) and disabled Deerfield residents are offered reduced taxi fares courtesy
of the Village of Deerfield. Register at Deerfield Village Hall and you can recieve 50 taxi
ticket vouchers per month, free of charge. Each ticket is valid for a reduced fare on a one-
way trip. When traveling to destinations within Village limits, present the ticket and your
fare will cost only $1.00. When traveling to destinations outside Village limits, present
the ticket to receive $5.00 off your fare. Tickets are only accepted by American Taxi, 303
Taxi, and North Suburban Yellow Taxi. Phone numbers to participating taxi companies

West Deerfield Township - Going Places
Going Places is a transportation service for West Deerfield Township residents who have
mobility challenges that may restrict their ability to meet their health care needs. The
Township minivan accomodates wheelchairs, walkers, and companions.
How do I apply? Mobility-challenged residents from West Deerfield Township must
pre-register with the Township Transportation Department. Riders must also complete a
form, signed by a physician, indicating the rider is able to ride is a sitting position.
Where does the van go? Trained drivers will pick up riders and deliver them to appoint-
ments at local medical offices, hospitals as well as the V.A. Hospital in North Chicago.
Please call the Township with rider requests.
How do I make an appointment? Rides may be scheduled directly with the Transportation
Secretary at 847/945.0614 ext. 310.
What does it cost? There is a fee of $3.00 for a round trip fewer than 5 miles away and a
$5.00 fee for a round-trip over 5 miles.
